Kiir forms a caretaker South Sudan government after cabinet shuffle

March 4, 2010 (JUBA) – The President of the semi-autonomous Southern Sudan, Salva Kiir Mayardit, has issued a presidential decree relieving all his ministers and re-appointing them as caretakers with limited powers in their respective ministries.

This, according to the decree, is to make the elections free and fair as polling day is only five weeks away.

The degree, which came into force on Tuesday, 2nd March, and publicly announced on Wednesday, only left untouched the President and the Vice President in the executive organ.

Earlier Kiir relieved three ministers who contest for governorship positions at the state levels. These include Peter Abdel Rahaman Sule for Central Equatoria, Joseph Duer Jakok for Jonglei state and Gabriel Changson Chang for Upper Nile state. They were not re-appointed as caretaker ministers.

The caretaker ministers are given limited responsibilities by the accompanying order until the next government is formed. This also applies to the state caretaker governors, state ministers and county commissioners.

In the guidelines ordered by the President, all the caretaker ministers are not permitted to initiate programs that would have long term effect, make changes in the ministries, sign any new contract or make any ad-hoc appointments, etc.

Any action needed on such issues is first to be consulted with the Presidency by the caretakers or referred to the Council of [caretaker] Ministers of the government.

The ministers and governors are also warned against any intimidation of political parties’ members or contesting candidates. They are also warned not to use the army to intimidate others and not to use public resources during the electioneering work.

Governors and county commissioners in particular are directed by the presidential order to give equal treatment to all political parties members without any exception in areas under their respective administrative jurisdictions. Police personnel are to give adequate protection to the campaigning members from all the political parties.

The order, among many others, also stipulates that no single political party should monopolize the state media or public guest houses in various locations in the region during the elections.

The order will remain into force until the next government is formed in accordance with the outcome of the elections.

    That is why i have always been by yourside Mr.president, you seem to knowing how our politicians playv their cards during political Rallies.
    they are quite intimidating to some extends, issues like “nena yau hariru belad de” comes there whenever somebody try to raise a complain.
    Now that you are through with that kick off the war on corrupt government officials who had causes damages in the south by embazling funds that was meant for developmental projects.

    Well done Kiir Mayardit,we don,t want more confussion by putting new news caretakers ,i mean the new cabinets might have their decrees of rereshuffling others which may lead to defecting like what result in to independents SPLM contesters,
    for those who challenge the decree,Kiir didn,t appionted any among them ,therfore ,they are already ministers in their respctive position ,than no hoping for devertion ,let s waite for only two months to have what we wanted.SPAAAAAAAAAAAAAAAALM

    This is a clear message to those who think there is no democracy in the south, SPLM has been about freedom , democracy and human rights from since it was established, now you have all seen what the president himself is campaigning for, free and fair election, those who loose should just step back and make way for the peoples choices without any complains, we are yet to hear such orders from the government in the north to make the elections free and fair to all.

    This is all bullshit we better go back to war and tired of this black part of the country called South where democracy is more than a mere talk.

    This man called Kiir is playing a tactic that will anger all the Southern communities in the elections.I also wonder even people who think better than him are keeping queit.Are they tired of talking on behalf of their fellow citizens or what?

    God know how to deal with such situations!

    Dr John Garang’s vision is completely lose. I don’t really understand why President Kiir Miyardit use the same word like “Shuffle”. Is that the only word he think will benefit the Southern Sudanese people? If Salva Kiir Miyardit needs someone like a teacher to teach him, then he should have to be frank to his people that he need a teacher otherwise the word “SHUFFLE” itself will never do anything to him. How many times he had been doing reshuffling and nothing substantially came in reality?

    It doesn’t make sense at all if the same Ministers are still being re-elected ever since and then. Polling day has nothing to do with the reshuffling of the Ministers. I thought that Salva Kiir Miyardit will carry his campaign to Khartoum, Darfur, Abyei, Eastern Blue Nile and Nuba Mountain in order to aware the Sudanese people who are dwelling in Khartoum and elsewhere?. Salva Kiir Miyardit should not spent time for doing no reasons. If Salva Kiir Miyardit is not able to make the campaign more effective, then he should have to let someone do the campaign. Why is it easy for Omar El Bashir to come and campaign in Juba and it is difficult for Salva Kiir to go and campaign in Khartoum?

    We Southern Sudanese people need a leader who vehemently accept the risky that will come out in the Freedom we are looking for. By the way, did Salva Kiir Miyardit mean that he will win the campaign and become the President of Sudan without facing the danger? Or did he think that the Khartoum Government will hand over the seat of Presidential just like the way he make reshuffling all the time? Salva Kiir Miyardit needs to face two things; which is “DEATH and LIBERTY”, like it was said by Patrick Henry. According to my own understanding, Salva Kiir Miyardit will never bring Freedom at all to the Southern Sudan if the word reshuffling is the only one he think will help him in his Administration. He is just milingering around. There is no differnent of what happened in Anyanya 1. When Anyanya peace was signed on March 17,1972 by Joseph Lango and Williams Deng Nhial plus the other Southern Sudanese Generals in the Meeting, Anyanya 1 was given Referendum like what was given to the South nowadays.

    But at last what happened? The Khartoum Government play their own tactics in order to revert Southern Sudan by the bribing other some Southern Sudanese people in order to kill Williams Deng Nhial. When Williams Deng Nhial was killed by anonymous person, Joseph Lango relinquished and when to London. This happen again and we can see in the death of Dr John Garang. Southern Sudan which we are claiming right now is already taken by the Government of Khartoum while Southerners are hoping that there is a leader who will redeem us from slave. It is useless if Omar El Bashir campaign in Juba. What is Salva Kiir Miyardit doing? Shame, shame, shame and shame to him. It is better to have no Principal in Southern Sudan.

    I’m indeed discontended about this useless move which I see in Southern Sudan.
