Juba parliament to introduce Teachers Code of Conduct
March 22, 2010 (JUBA) — The semi autonomous government of South has said would introduce this year legislation in Parliament to formulate a code of conduct for teachers so that those who abuse female pupils can be fired and blacklisted.
Professor Job Dhoruai on Monday said that there have been numerous complaints regarding abuse of girl children by male teachers. He further reaffirmed it is time to deter such ‘nuisance educationists’ from the vice through legislation.
“We have heard of cases that girls have often complained to their parent abuses by male teachers, we have not received official complains but have heard numbers of them from their parents and guides,” he said.
“Because of this, we at the ministry have collectively come together to propose a new legislation that will help guide the conduct of teachers,” the minister added.
The minister said they plan to take a bill to parliament to deal with those male teachers who abuse female pupils. This legislation means to guide the conduct of teachers and those who will be found wanting will be blacklisted.
He also vowed to reform his ministry saying it will be responsive to educational demands adding it has successfully held curriculum review seminar.
The main aim for curriculum review was to address issues of effective curriculum delivery through adoption of best practices drawn from a wide spectrum of stakeholders, he said.
It is important to note that this marked the beginning of a three-year process of reviewing the curriculum at all levels of education service delivery as the ministry is gearing towards providing education that will produce learners with practical skills for self-sustenance, he explained
The minister, who was addressing media in his Juba office, said that Government is also working towards universal basic education provision to children who entail facilitation of opportunities for citizens to have equitable access to education at all levels.
He said he want to make education provision responsive to the region’s development needs stressing his ministry has found it imperative to review the 2003 education Act.
He said it is envisaged that the revised Education Bill will be enacted into law in the next sitting of Parliament after elections.
The minister further announced that in May this year, the regional ministry of education, science and technology,( MOEST), will hold Conference that will afford the region an opportunity to share with others the various innovations in alternative modes of education delivery.
As a way of appreciating teachers’ contribution to education development and learner achievement, the ministry of education will hold next May an education awards meeting where deserving teachers and learners will be rewarded.

Juba parliament to introduce Teachers Code of Conduct
The code of conduct to be introduced should not only be for teachers in the ministry of education,but to all government departments and private sectors. Neither gender should take advantage of their position or status quo to abuse the position they are holding or use bribes to take advantage over the opposite sex. You can not buy sex because of the position you are in this is an offence anybody allegely found in the position of doing that should be dismissed for a life time from the government service as this in itself is another form of corruption.
we do not want our women coming to the offices complaining that their husbands are going out with female co-workers mostly messengers of the opposite sex. This code of conduct must start from the August House so that we do not hear of another Bill Clinton and Luwisky scandal in south sudan.

Juba Parliament need to know that there are numerious conduct that must be enforce to institutions so that they can govern the teachers as well as the students. The ministry of education indeed need to impose educational code of conduct/ethic to teachers, students/pupils-male and female.
In any institution, there should be priniciples that governed sexual harrassment in both male and femal. It seems that the parliament is focusing on girls,but how about boys too. They both harrass themselves, or teachers did the samething to both of them. Please, i want South Sudan to ressemble themselves to other nations,and indeed adapt similiar educational systems that can benefits any learners to pursue better education in the South Sudan.
Second, teachers and students must be trained or oriented to learn the educational systems. the dismissal principles must be there to discipline the students,and the hiring or probation must be there to teachers as well.
Please mr ministry, you should focus more to the principles that will make education effective and efficient to both gender as well as teachers.

Good piece of legislation! I think, introducing teachers’s code of conduct will be perfectly welcomed. south sudan is on verge of becoming independent states in January 2011.
Conducting possibility study is not monlithics move, but looking whole aspects of nation buildings that including educational fields.
Wish that teachers will be abidded by code of conduct that South sudan parliament is going to pass. Education in south sudan is poor by human capital, affordability, transportation, and infrastructure development.

I think this is a good Idea to eliminate those arrogant teachers who teach in school while their interest was just looking to marriages more than 10 wives as it is something undeniable culture in Southern Sudan and I am suggesting maybe the education administration should be frank to tell them it is not needed in the schols system. I do think also the law should have to define all sides of race either female nor male why, because it will make a balance any complain within sex in the school for misconduct by the teachers. MR, Job Dhoruai also he must understand that, when you talk about teachers abusive the Pupils female whatever, you are trying to introduce legislature for that matter then,you are absolutely talking about anti-harassment and none discrimination at the same time and side on both female and male have the rights to be protected by the law.
I am not a jurisdiction nor attorney to tell you everything you need but quite frankly, I am strong belief the school code conduct should be and must define all sides female and male teachers, because some female teachers also might make a harasssment to very young boys and that is my real concern before you begun to sell out your Ideas to Southern Sudan’s parliament. In addition to that, they words abuse and harassment does not merely define female side but it actually apply to anyone who apparently behave unrespectful person and those believes in making unlawful at the school, at work and all others places. I belief this few pieces of mind will help Prfo, Job Dhoruai to make that kind of determining how to introduce school bill to become a legislature or otherwise, you might considering that I’m not a judge to tell you what you are looking for.
