No right to abuse civilians during disarmament: official

March 26, 2010 (RUMBEK) — The Lakes state caretaker governor, Telar Ring Deng, has condemned the ruthless manner in which army officers involved in disarmament have carried out the activity.

In an exclusive interview with the Catholic Church’s Good News Radio FM89, Mr. Telar explained that the use of force by the army officers can only be understood in the context of self defence, namely, “if the Army is confronted by civilians with arms.”

The governor equally condemned the hijacking of vehicles by army officers who have had a reputation for taking over vehicles that cross their way during their disarmament operation.

He explained that although the disarmament operation was ill-equipped in logistically, any use of private vehicles can only be done in agreement with the owner of the vehicle in terms of hiring with financial implications.

He further said that there is no timeframe for the disarmament operation, explaining that it is a process that will go on “as long as we feel that firearms have all been collected from the civil population.”

In another development, Government of Southern Sudan President Salva Kiir’s arrival to Rumbek was postponed on Friday. State level authorities would not disclose to local media the reason for this. A source told Sudan Tribune that Salva Kiir is attending an SPLM Political Bureau meeting in Juba and he will continue on Sunday to attend another meeting with the presidency in Khartoum.

    Good steps Mr. Ring, but the right way to go about this matter is by asking yourself. Why did those civilian acquired guns in the first place? How did they get those weapons? These are simple questions that should be addressed first prior to massacres such the ones that took place in Akot and Chueibet. Who should carry out the disarment and when it should end are also neccesary things that should be known. In a responsible world, it the police that fight the crimes and criminals, not the army. In our case it is the SPLA, the Southern Sudan Defence Force. That is bad. SPLA was not formed to do such a job. It was form to protect us from foreign aggressions. By using national army against tribal people is bit irresponsible. The disarment should be spearheaded by police first, then be help by the army if neccesary. At least it could be seen by the world that GOSS is doing it best. By using army against civilian is seen as tyrany and undermine our value in the world. Holding a gun is a crime,therefor, it is the police that fights it, not a national Army.

    I agree with caretaker Telar Ring simple because SPLA are really misbehaving toward civilians. That is why we want people like Eng. Chol Tong Mayay to be the next governor to protect the lives of civil populations in the State. It is not that We the citizens of the State does not want people to be disarmed, we want them disarmed but in a right manner that will not hurt or lose of lives.

    Dear Wal P. Muoranyar

    I agreed with my friend. Dinka Boy is from Dinka Bor and you know that Dinka Bors are coward than Dinka of Bhar El Ghazal.

    He can not use his really name like you and me because that is the cultural act of coward.

    About the diarmament, it is completely wrong from day one up to now.

    Many civilians lost their lives because of this stupid disarmament.

    To My Cousin SPLA

    If Dinka bors are brave people than Dinka of Bhar El Ghazal, why do you let your homes captures by Dr. Riek Machar ‘s forces in 1991?

    Nuer are small tribe than you, why you did not resist to fight with them if you are brave people.

    All Dinka Bors koryom troops were present in Mading Bor when Nuer Warriors defeated you from your homes.

    The majority Koryom tast forces were from Dinka of Bhar El Ghazal to honnest with you.

    Dinka bors , Nuer, Shuluk, are minoriy in Koryom taste forces batallion.

    If you want to give credit to majority of people , give it to Dinka of Bhar El Ghazal. Not Dinka bors ,Not Nuer, not any body rather than Dinka Bhar El Ghazal.
