SPLM accuses Sudan electoral board of incompetence, partiality

April 12, 2010 (JUBA) – The ruling political party in Southern Sudan has accused the body overseeing the conduct of the ongoing elections of being under the influence of other parties.

The Sudan People’s Liberation Movement (SPLM) revealed it had discovered serious irregularities during the first polling day in the region and criticized the National Elections Commission (NEC), chaired by Abel Alier, for being incompetent and partial in the electoral process.

In a press conference held on Sunday evening in Juba by the party’s presidential candidate’s campaign team leader, Dr. Samson Kwaje, he revealed that names were missing; wrongly written or transported to wrong polling stations and some boxes were also missing.

He said in some counties, the name and picture of the SPLM presidential candidate, Salva Kiir Mayardit, was missing in the Southern Sudan’s presidential ballot papers in such counties, leaving the county citizens not to vote for him.

The same incident, he added, occurred in Warrap state where the name of the SPLM official candidate for the position of governor, Nyandeng Malek, was also missing on Sunday.

“In this situation, what do we do?” asked Kwaje.

In Central Equatoria state, the name of the current minister of Cabinet Affairs, Dr. Luka Monoja, is also missing along with other officials in different states. Dr. Monoja is contesting for Southern Sudan parliamentary seat in Juba South Constituency number 2. He couldn’t vote on Sunday as his name was not found.

It took the Vice President and Kiir’s running mate, Dr. Riek Machar, three hours in Bentiu, Unity state, to locate his name which was wrongly published in station 5 instead of station 1 where he registered.

Delays in the opening of polling stations also frustrated voters. The SPLM deputy chairman, James Wani Igga, had to wait in an empty designated station for long waiting for the list to be published so that he could locate his name.

The incumbent President, Salva Kiir, was made to wait for half an hour outside another polling station because the staffs said they did not complete their preparations in order to begin the exercise.

Kwaje added that names have also been published in wrong places or stations. He said in many discoveries, names from a certain county or payam have been taken to different counties and payams.

People have been calling from different payams and counties in urban areas informing the people whose names they could recognize telling them that they saw their names in such places, he said. Kwaje lamented that the matter was even worse in rural areas where means of communication to inform people and transport are not available.

No lists of names were published at all for a number of stations including Bilpam in Juba, he added. Some boxes were also missing.

There are concerns that tens of thousands if not hundreds of thousands of people may not locate their names. Some names are also disordered where the middle name becomes the first and the first name becomes the last, making it difficult for a voter to recognize even his or her own name. Other strange names were also detected in some localities.

Kwaje also explained that even in Juba SPLM agents were also prevented from participating in the polling exercise in many stations. They were just sitting frustrated because they [NEC staff] said it was their work and didn’t need assistance, he added.

Kwaje confirmed that such irregularities were wide spread in all the ten states of Southern Sudan and that an investigation would be carried out into NEC’s source of irregularities.

He added that the party would present a request to NEC to extend the period of polling from three to seven days in order to try to correct the situation.

Sudan is conducting its first multi-party elections in 24 years amidst boycott of the exercise by a number of heavy weight opposition parties in protest of irregularities in the electoral process.

    Here we go, this is the kind of stuff many of has been screaming all along, but our shouting falls on deaf hears as many thinks the way to set up a democracy is to vote first and that would solve everthing.. No! Wrong the way forward would been referendum first and then elections afterwards. now we are heading towards a chaoetic hills of violence in the South, even in the whole Sudan…

    The election in a nation whereby the illiteracy rate is high always ahard thing to do. And also, every system mostly conducted by Manuals and that can create delay and misspelling of Names.

    To Ramiraan,

    Why are you wanting for violence in the South? do you mean that mispelling of names and the mis distribution of names to different counties can create chaos, how?
    Please tell us what you know instead of baseless prediction of nonsense here.

    If you don,t know then referendum come after election that was ssigned in CPA, we don,t need another amendment in the South. Just go your way and wish for imposibilities.

    Hello Everyone,

    I heard this morning that Dog. Lam Akol Won the election. I have no idea if that is true or but based i pridicted last week it might come true becuase of yesterday news which everyone missed his name in the list.

    That was the NCP games but SPLM was busy with looting and alots of foolishness and now they are carying it is over.

    Dog Akol new the game from the beginning that he will win the election based on their agreements with NCP.

    SPLM is absolutely right, NEC is very imcompetant and very stupid and irresponsible. At least they should have double checked all the names and polling stations 2 to 3 days before the voting days, every body thought they NEC have already done all this process, not they just turned out not to be ready at all and in a big mess, this is beyond lack of experience, this is a big failure in their part which has to be corrected immediately, the elections cannot go on like that, no names, no voters papers, candidates not on the list and all this kind of mess by the Sudan election comission.

    If serious irregularities is confirmed in all the states of Sudan, then the elections will have to be recalled over again within 60 days as the rules of the NEC requires, because people cannot vote if their names are missing or if their candidates are misrepresented or missing from ballot papers.

    Registrations papers, polling stations with missing names or moved names all will be put together and presented to the NEC as serious irregularities which is unacceptable, we do not care if NCP or other parties carry out frauds but if the NEC is the one invovling in irregularities and irrepsonsible behavior then this is unacceptable and should not be tolerated

    An official complain will have to be launch for recalling the whole elections process within 60 days, if NEC does not fix this mess, very reckless and irresponsible move by the NEC, they have been paid alot of money to do this process, they are not doing it for free.

    Ahahahahahaaaaaaaaa………….

    This fake good-for-nothing elections is a joke and a child’s play. I blame the SPLM during Naivasha negotiations for allowing this trick of NCP to make elections a prerequisite for the referendum.

    This is the worst and primitive kind of rigging I have ever heard in world’s democratic elections. It is simply a mess!!!!!

    I pray that it doesn’t lead into chaotic situation in the South. We need to play it cold so that we get over it. Our focus is referendum after which we will conduct another credible election.

    SPLM as aparty, we did agreat mistake that we sound people will condemn. I have written many comments about the withdrawal of Yasir Arman.

    I believed that the SPLM leadership want to the wrong path and it seems that they are all except fews who are against are short sighted because they miscalcalculate the consequences of referendum in 2011.

    Many people thought that referendum is what they want ,and they totally don,t want election which was the prequisite of it. If SPLM of today is not blind,then their should be no such to occure in the eyes of South Sudanese.

    How come the referendum will be free while the election is not important?

    Yes, Dr Garang see thing futher beyond reasonable doubt. We missed him indeed. Some people need to know that we are supporting election so that the referndum will be in abetter shape in 2011.

    Now, we tashed election,then the only thing that we need to do as Southerners, we don,t want coward people to run and join enemies like the ways most of other South Sudanese did in the war.

    According to me, i have no problem of Arman wining the election because that is what we all want so that we can relieved the suffering og marginalized people in Suda.

    Or if Bashier win the election then we all southerners had obey CPA by performing elections,and we can be ready for referendum with the laws in our hands that Bashier can not break.

    Now, Bashier can break the laws of referendum because SPLM broke election laws.

    Dear readers,

    Particularly to those undisciplined and uncultured Bor-Dinka boys and girls who lie and insult with utmost disrespect. Please respect Madam Angelina Jany Teny, the wife of Dr. Riek Machar Teny-Dhurgon and mother of well brought up handsome/beautiful children, some of whom have already obtained their masters degrees in well respected universities in Europe.

    They got married in late 1970s from respectful and popular famililies in the Nuerland, Liech state. Angelina’s father was a parliamentarian after the Addis Ababa Agreement while Dr. Riek’s father was the paramount chief of Leer and Ayod counties combined. They were both initially educated in Khartoum in 1970s.

    She is a well British educated woman and soon to come first lady by 2011. Please you can even appreciate her and her husband, Dr. Riek for bringing up their children in civilized and futuristic manner unlike John Garang and Rebecca Nyandeng who have produced stupid kids, drug addicts like Mabior and Chol who only roam streets, drunkard and uneducated.

    Please lying because of hatred is uncultured and should stop it. This family is the greatest.

    Their first two children, Teny and his sister, Meer, are among the most successful children of leaders in the South.

    Traitor Riek Machar was kicked out by Angelina teny long time ago. Are you denying butt the bitch was a girl friend to William Nyuon Bany in 1980s.

    She went to Riek after the death of our honorable CDR William Nyuon. and because William spend long time in militray.

    Mr friend, that was the reason traitor Riek look Emma McCain as his wife because he has no wife bt then,but luckly she was crashed in Nairobi.

    Now, you don,t know traitor riek get another prostitute in Juba and she aways said that she married to riek more then ten years. Now, why you deny that traitor riek familiy is the familiy of prostitute. I heard more about the white lady now in Bentiu than Angelina. Brothers and sisters check Riek facebook and you guys will understand what iam talking about.

    What a chaotic day? The SPLM and indeed the incoming government must learn from this mistakes, intended ones for that matter. Otherwise, the same irregularities will be repeated in the referundum for southern Sudan.

    It will happen for sure because the SPLM gave the chairmanship to the NCP and the seat of the commission for the referendum for southern Sudan is in Khartoum. Anything is possible.

    I urged the SPLM leadership and indeed the southern Sudan political forces to be vigilant and push for early registration and cross-checking of names and list. The list for the voters in this election is even written in Arabic form though the names are in English, what a shame. Abel Alier led down southern Sudanese during his tenure as president of Regional Executive Council and 2nd deputy president of Sudan during Nimeri’s regime. Now he has done it again…what a shame.

    Let this experience be an eye opener for the political leadership in the south of the country.
