Sudan says 80% of North-South border demarcation complete

May 4, 2010 (KHARTOUM) — The Sudanese foreign minister Deng Alor, who is a leading figure in Sudan People Liberation Movement (SPLM), revealed today that 80% of the North-South border demarcation process has been completed, considered a crucial step in preparation for the self-determination referendum in the South scheduled for 2011.

Alor-4.jpgAlor told reporters according to Kuwait news agency (KUNA) after his meeting with the US special envoy to Sudan Scott Gration that issues in dispute regarding the borders will be referred to the meeting of the presidency, which includes president Omer Hassan Al-Bashir, First Vice President Salva Kiir, and 2nd Vice president Ali Osman Taha.

The Sudanese official revealed that SPLM and the ruling National Congress Party (NCP) have agreed on the composition of the commission for the conduct of the referendum and the commission dealing with Abyei region and the demarcation of its borders pursuant to the decision of Permanent Court of Arbitration (PCA) rendered last year.

He also warned that time is at a premium to resolve all issues prior to the referendum.

“We believe that the time remaining does not afford the emergence of any new differences between the two partners and we have a lot of work especially the arrangements for the status in the event of secession of the south on the distribution of national rights and how external debt can be divided and many others,” Alor said.

Today, the US Special envoy progress of the relations between the two sides and implementation of the 2005 Comprehensive Peace Agreement (CPA) and the situation in Darfur.

The US State department said in a statement today that Gration is travelling to Sudan and Ethiopia from May 3, 2010 to May 9, 2010. His stops in Sudan will include Khartoum, Juba, and Nyala.

Alor said that the meeting came within the context of contacts with the partners currently participating at meetings of the Assessment and Evaluation Commission (AEC) for reviewing progress of the peace agreement.

Today the AEC chief Derek Plumbly stressed that the 2011 referendum should be held on time and not be delayed like the recent elections which were rescheduled for over a year.

Plumbly said that “the voter registration process [for the referendum] is very important because the right to participate in the referendum is not automatic, there are ethnic criteria. It’s a deeper process,”.

The British diplomat said that the NCP & SPLM post-referendum arrangements should be resolved before the referendum including sharing of resources.

Alor said the AEC meeting of the Commission is important as it came after the general elections and before the referendum.

Gration on his end expressed appreciation to the recent developments in Sudan and the breakthrough achieved by the parties of the peace agreement and vowed to support both sides.

“You can count on the international community to be allied with the members of both the SPLM and the NCP to make sure that all important milestones before the referendum and after the referendum are accomplished” he said.

Sudan last week wrapped up elections that were seen as a test of democracy in Africa’s largest country, particularly in its south which is preparing for a referendum in January 2011 on whether to declare independence from the north.

    Alor and Gration are both right in their words, southern sudan is only a second away from seperation so all the outstanding issues have to be discuss and completed in time, what we know now is that , NCP wanted to wast time inorder to reach closer to the end of the year to bring confussion just because they think that if the issues are resolved now southerners may opts for unilateral declearation of independence.

    Good stuffs, this is the progess we need to hear, SPLM/SPLA need to resolve the conflict between George Athor and Koul Manyang as soon as possible.
    Its crucial that Southerners must hold tight enough to defense their self determination rights from the North. I blame SPLM leadership for all these choas but I would not resort in to fight, this is madness from George Athor.

    Good – the sooner the better the South can go to hell !!

    The South Sudan social composition is triggered on tribal roots in the first place base, like the rest of Sudan. There are more than twenty tribes and sub-tribes competing for power in South Sudan.

    The main competitors who want to rule South Sudan are the main biggest tribes like, Dinka, Nuer and Shuluk. While the rest of the small tribes in South Sudan express their fear that if they vote for the independent of the south Sudan then their situations will not be better than now when they are in one united Sudan. In Juba and other cities in South Sudan the minority tribes say that if they South Sudan have taken its independents then they will be under the rule of new oppressors specially the Dinkas and Nuer who only employ their tribesmen in governmental posts. However the difference in South Sudan does not exist only between the tribes but also within one tribe; for example in Dinka tribe there are Dinka Bor who don’t like Dinka Baher-Elgazal and Dinka Awil who are working against other clan from the same tribe ….and so on. The same case is applicable in Nuer and Shuluk.

    Few think the south will vote to remain part of the country for which it has long fought. However, the investment potential in the north is much greater than that of the south. Although since 2005 the south has enjoyed a relative boom–its capital, Juba, has attracted migrant workers from neighboring Kenya, Uganda, Congo, Somalia and Ethiopia, all seeking to cash in on the peace dividends of the international aid system–the referendum marks a period of uncertainty, and undoubtedly the smart money will prefer investing in the stability of the north, though some southern oilfields will be attractive.

    Dear Mr Deng Alor,

    Lying is not the only solution to dermarcate the border between Southern Sudan and Northern Sudan. What we need is the facts that will reveal who is the one claiming the right move either the Southern Sudanese people or the Northern Sudanese people. First of all,you said that 80% of the North-South border demarcation is complete. By the way, you are puzzling the people. Who really gain 80%? Is it the North or the South? Don’t leave everything in half way. Last time when you where interviewed on Media when Heglig(TOOR ALIINY)of Dinka Ruweng Community of Biemnom County in Unity State was forwarded to the North by you, you said that the “Land was grabbed by the Arabs anyway”. This show that you are luck of some political strategies with which you can defeat your enemy of the North. From the very beginning, Arabs of the North don’t wants Abyei, but the needs Heglig(TOOR ALIINY) because of OIL. Now, Arabs trick you like a baby and at the same time you empowered Arabs of the North through the word you said that the “Land was grabbed by the Arabs anyway. I have never seen a leader reaveling his weakness to his enemy. What I do see from you is the body, but I don’t see the mind.

    Mr Deng Alor Kuol,you are the problem to this demarcation of the border between North and South. Last time when Abyei was ruled-out by the Hague Ruling Court, you presented TOOR ALIINY of DINKA RUWENG COMMUNITY OF BIEMNOM COUNTY to be an area of Abyei, and at last when the people of Dinka Ruweng Community of Biemnom County raised their complaint, you denied that TOOR ALIINY is not a part of Abyei land, but a part of Unity State. As you said that TOOR ALIINY(Heglig)is not a part of Abyei, why do you put it on the Map as a Territory of Abyei? It is a big shame if the leader himself don’t even know what he is doing. I can definitely said that you are just only practicing a politic without exit. Shame on you Deng Alor Kuol. You and Benjamin Mijak Dau of Dinka Panaruu of Panrieng will die ugly, I swear.
