GOSS and US discuss security initiatives in Southern Sudan

May 5, 2010 (JUBA) — The United States Special Envoy to Sudan Scott Gration accompanied by the US deputy Assistant Secretary of Defense, Ambassador Vicki Huddleston has reiterated the commitment of the US administration to support initiatives aimed at improving security in Southern Sudan.

During a meeting with the Minister of Internal Affairs, Maj. Gen. Gier Chuang Aluong on Wednesday, Mr. Gration said the United States is ready to work with GOSS Ministry of Internal Affairs to build the capacity of the Southern Sudan Police force to proactively response to incidents of insecurity across Southern Sudan among them cattle rustling among between different communities in the region.

He said the US is ready to partner with the Government of Southern Sudan to continue to provide the necessary financial assistance in order to implement this initiative.

The US Deputy Assistant Secretary of Defense, Ambassador Vicki Huddleston said the US will work with the government of Southern Sudan implement what she called “internal security strategy” aimed at conflict resolution, mitigation and stabilisation initiatives.

Through the Southern Sudan Police Service Transformation initiative, the US administration will fund both short-term and long terms security needs of the Southern Sudan Police and other organised forces by providing fund directly to the Ministry or through international bodies such as the United Nations Mission in Sudan (UNMIS). The US officials and GOSS officials agreed to form a joint committee to implement the Southern Sudan Police Transformation Program.

The Minister of Internal Affairs in the Government of Southern Sudan, Maj. Gen. Gier Chuang Aluong said his Ministry is currently implementing a police capacity building program despite lack of resources to do so. He single out poor logistics and infrastructure as some of the factors that hampers efforts to tackle insecurity in Southern Sudan.

Maj. Gen. Gier urged the US administration to provide financial support to the capacity building programs as well as provide communication and military equipment to be use by the police to respond to incidents of insecurity. The Minister said the financial assistance will be channelled towards building the capacity of the local authorities with the help of police to resolve communal conflicts related to cattle rustling. He revealed that his Ministry is currently training more than 6,000 professional police force.

The meeting was attended by the US consular general to Southern Sudan and other senior US officials, the Southern Sudan Police Inspector General Lieutenant Achuil Madut and the deputy Inspector General of Police, Lieutenant Gordon Kur Micah.

    I don’t think the problem is nations of south.The problem is Gier Chuang and his bosses who their bellies are full of triblemism which divid southerns. Even America gives all its money to you,it will not change anything. You must change the tribleism mins first befor you aske for help.

    First thing to do before the USA funnel any money into the South for development is to convince George Athor return home. He is the prodigal son and he is welcomed back anytime. He and his forces can be forgiven like Riek and Lam.

    There is no reason for him to burn down what he has been building in the last 21 years of war. His rebellion will have little or no fruits because most of the Dinka including the Ngok people are wise and they will stay home without joining him. He should come back before it is too late. He should not let himself be misguided by Lam and Bashir. They will use him and abandon him anytime.

    American are guiene people,who know the right of every one.
    The Internal minister for GOSS please use the money for the real purpose.Cattle rustling is the main aim,for the American people to give this money.
