May 11, 2010 (JUBA) — Mr. Caesar Arkangelo Suliman, who was hitherto the Chairman of Southern Sudan High Elections Committee (SSHC), the body tasked with supervision role in the just-concluded general elections has died.
SSHC Deputy Chairman, Mr. Anthony Ariki Lowly told Sudan Tribune yesterday the Committee highly regrets the untimely death of its boss, describing his departure as a major setback to the South-based electoral body.
“The Southern Sudan High Elections Committee regrets the untimely death of our leader Caesar Arkangelo Suliman. South Sudan has a valuable and hardworking leader who was very patriotic before, during and even after the general elections,” Mr. Ariki told Sudan Tribune on phone yesterday.
Among other things, the former SSHC is also credited for having played a vital role in the eventual success of the country’s election, both during the civic education voters’ awareness exercise and registration processes.
WHO WAS CAESAR ARKANGELO SULIMAN?
Born in 1935 in Wau the Western Bahr el Ghazal State capital, Mr. Arkangelo has been described by many as an accomplished administrator, whose level of hard work, loyalty and patriotism was unquestioned.
A former Director General of Regional Administration in the Police and Prisons, the late Arkangelo was appointed with the rest of SSHEC members in June 2009 to manage the election process in South Sudan.
However, as SSHC’s Chairman, he was also tasked with the overall responsibility of supervising the affairs of the committee and coordination with the Khartoum-based National Elections Commission (NEC), political parties and other relevant bodies.
Apart from the electoral body, the late Arkangelo also served as the Chairman of Southern Sudan Local Government Board, a position he diligently served in until his health deteriorated.

Lte Ceasar Arkangelo Suliman,is the architecture of the masss rigging of the elections over all SouthSudan.He is the Ace of the Deck that has to face the International Justice,for their destructive roles in sabotaging the implementaion of the CPA Provision,the election.
SPLM/A used to send their sick cadres and officials for medical treatment in Kenya, South Africa ,Uganda but not to Khartoum.GOSS plotted to silence him after the emerging of solid evidences against his SSHEC Administration,that accompliced infavour of SPLM PB to rigg the elections,so they relied on their contrapart in Northern Sudan,the NCP/NIF,to eliminate him away from South-Sudanese watchmen eyes.He is a potenial threat to void SPLM Elections Victory,when he will be questioned in the Court of Justice.
It’s Stalin tactics in all the previous USSR elections that brought only the SOVIET COMMUNIST PARTY candidates to the parlimant. Joseph Stalin once assured his his dictatoral system cadres that,the election procedure is NOT a threat to remove them from power,once the declaration of the Election Results is in their hand,and so SPLM/A follwoed suit.
