Darfur mediator urges Sudanese parties to observe cessation of hostilities

May 14, 2010 (TRIPOLI) — Darfur peace mediator has urged Sudanese parties to stop hostilities and observe cessation of hostilities in order to create suitable conditions to resume the peace process in Doha.

Sudan and the rebel Justice and Equality Movement on February 23 in Doha signed a framework agreement including cessation of hostilities. The parties pledged to finalize a ceasefire agreement as part of a peace deal before March 15.

Instead, the two parties traded accusations of breaching the truce as the security conditions gradually deteriorated on the ground. The hybrid peacekeeping mission reported this week that the Sudanese army and JEM had been massing troops in Shangil Tobay area, North Darfur.

“We urgently appeal to the parties to observe an immediate cessation of hostilities. We urge them to create suitable conditions for the resumption of peace talks,” said the Joint Chief Mediator.

“They should favour dialogue in order to reach a negotiated settlement,” he said, adding no possible military solution for the seven year conflict in western Sudan.

The peace talks had been suspended early last April to because of general elections in Sudan.

The African Union United Nations mediator who was peaking to Sudan Tribune from Tripoli Libya said he is touring a number of regional capitals before to meet the Sudanese delegation in Doha on May 16.

Bassole discussed on the peace talks yesterday with the Chadian President Idris Deby and he is expected to meet on Saturday with the Libyan leadership.

He also discussed the restart of the negotiations with El-Tijani El-Sissi the leader of Liberation and Justice Movement who is currently in Tripoli.

The mediator further said in contact with Khalil Ibrahim, JEM chairman and he plans to meet him very soon to discuss the recent decision of the rebel group to suspend their participation in the Doha process.

JEM rapped the Qatari position in the peace talks saying they are favouring the Sudanese government side.
