NCP, SPLM in consultations to form new government in Sudan
May 23, 2010 (KHARTOUM) – The ruling National Congress Party (NCP) and Sudan People Liberation Movement (SPLM) have entered into final deliberations on the formation of the post-election government, according to newspaper report.
The London based Al-Hayat newspaper said that South Sudan president Salva Kiir will fly to Khartoum this week to iron out the details of the government which will be tasked mainly with preparing the country for the 2011 self-determination referendum in the South that will likely produce the world’s newest state.
The NCP and SPLM have both achieved landslide victories in the North and South in the elections concluded last month which was marred by boycotts and allegations of fraud all over the country. International observers while acknowledging the flaws said the international community would recognize it nevertheless.
Some opposition figures accused the West of striking a deal with the NCP to give it legitimacy through recognizing the elections in return for facilitating the referendum process which is already well behind schedule raising fears of growing tensions ahead of the crucial vote.
On Monday the newly elected parliament will hold a procedural session to pick a speaker likely to be NCP figure Ahmed Ibrahim Al-Tahir who held the post before the elections. His deputy is expected to be Atem Garang from the SPLM.
Al-Hayat said that the new government will integrate four federal ministries and create two new ministries of electricity and culture, increasing number of ministries from 30 to 34. The ministers of state will go down from 36 to 15.
The ex-rebel leader from Darfur Minni Minnawi, Nafie Ali Nafie, Musa Mohammed Ahmed from Eastern Front movement are all expected to maintain their positions as presidential aides. The advisers to the president will be reduced from 14 to 5 advisers.
It is not clear what the status of 2nd Vice President Ali Osman Taha would be in new cabinet. Some reports have said that Nafie was a likely candidate to replace him. However, other sources said that president Omer Hassan Al-Bashir intends to place a Darfuri in this position namely the leader of the newly formed Darfuri rebel group Liberation and Justice Movement (LJM) Al-Tigani Al-Sissi.
Bashir will be sworn in before parliament next Thursday after which he is supposed to announce his new cabinet.

My advise to the new government is that plz ensure the finalization of referendum issues as stipulated in the CPA or else we in the south will decide our own will to encounter the sluggish moves of the national government in dealling with the peace process

This must be the step of CPA if these steps are mess up before the election. However, those who work in the house of blind president can advise him not miss the way to pass with so that south must be in the pure side not rought side or evil side of Bashir.

Padiet Gagag and Gatwech,
First of all you have to stay away from people’s party( SPLM) because all have no idea about it. SPLM is the mother and father of South Sudanese and the other marginalized people.
SPLM and NCP must form the government and they should immediatley carried out with the referendum.
Mr Padiet, i can not believed you because that is how you and your nature were born- they are born empty and they will die empty. I already knows that Naath hate leaders because they are mostly born that way.
See, Rabang Deng is proud because Naath killed their own leaders. Wow!
May God happy born empty community.
Thanks

The two Sudan’s main politcal parties , the SPLM and NCP should start a new national government with the fundemental objectives which take the country through the comprehensive peace agreement processes upto the final day of the South referundumn which is due next January.
SPLM should, at this stage, make the referundumn attractive to all Southerners by:
creating a stable South Sudan.
Tackling corruption by taking appropriate actions against those involved
Formulating their political agenda such that it wins the mind of Southerners from voting for unity to voting for separation
Promoting a just and democratic South Sudan in order to teach the Southern citizens understand what it means a citizen of a democratic nation.
Understands that without the people there is no government, and without government there is no people.
Ensuring that the arm forces are respectecd and look after in all perspectives so that the fallen heroes remained symbols of our national liberation and to srengthened function of the living forces who offered their lives for the sake of our nation.
Ensuring the war of guns seems to be over but the war of brains do exist, thus offering the best national education to the young generation of the South which is growing wild without access to the basic education, primary level to University level.
Ensuring that all the national resources such as oil are well managed and reserved as well as exploration for they are the engine to the economic growth for the South.
If the government of the Southern Sudan carries all the bove plan, then I think southerners wouldn’t doubt The GoSS capability to run the country as a trusted government, thus voting for the separation is likely

Mr Bashier and likes,
Eventhough I believed in true democracy, i would like to tell you that South Sudanese and other marginalize Sudanese were left out in the Sudan for centuries. They were denied the access of infrastructures for long. I could provide countless in the Sudan history but i am not happy to narrate those consequences because you know them better than the marginalized people in the Sudan. I said so because you are urging the Sudanese to unite under one leadership without examining the root cause of the war. I and my South Sudanese will never ever be persuaded that the system of Sudan will not be the same like the old system. Who is the judge to blame or correct the system nowdays. The new political system is and will be still the old one because the South and North varied in their ideologies. The politcal arenas base on religion( Sharia law) really deminate the government system. Who will give up? even if the North give up,then the South will not understand it because of several manipulations since 1956.
Certainly, the food that you eat sometimes could be an enemy at the long-run if you are not careful. Yes, i know that the North has begun receiving and recalling why the South and the other marginalize people took up arms against the North. This is because we are full of the food that we have been swallowed when we were united under the united Sudan. The South never get the oil share in the Sudan history, they just get the minute share after they pick up arms against Khartoum. But why not the North not divide the oil and other facilities if they know that unity of the Country is better than seperation. Who can understand the North?. Perhaps unborn individual.
We all knows that the referendum will be the challenging activities in Sudan, but who cares because we have been in these kind of situation for long period of time. We are ready to any thing that will undermine the interest of South Sudanese and the other marginalized people in the country. The South will decide their best choice in 2011 and the Blue Nile and Nuba mountain will also choose their right destiny when during the consultation.
I thought that it would be the right idea to just be the observer but not be the recruiter because we South Sudanese know the devil we have better than the Northern Sudan or other recruiter who want to persuade the South and marginalized people for unity.
Unity has never been attrative and this matter can not help people like you who value unity of the country than those on the other hands. The North is deformed and this make them not to reformed, said by Dr John Garang de Mabior. We can not afford being the second class citizens in our own country-by Dr Garang.
Thanks
