Kiir cancels earlier decree on relieving state constitutional post holders
May 26, 2010 (JUBA) – The President of the Government of Southern Sudan, Gen. Salva Kiir Mayardit, has issued a presidential decree on Wednesday, canceling his earlier decree he issued two days ago which relieved all constitutional executive post holders in the ten states of Southern Sudan.
The Wednesday’s decree reinstated the caretaker governors, state government advisors and ministers as well as counties commissioners.
The decree explained that the decision was made following the acknowledgement of legal opinion that some elected governors have not yet taken oath of office, thus requiring the state caretakers to continue as acting governors. Only states which elected governors have taken oath will have their caretakers remain relieved.
Advisors, ministers and counties commissioners in the states which elected have not taken oath of office will also re-assume their duties, pending further relief from their duties.
Meanwhile President Salva Kiir left Juba for Khartoum on Wednesday to participate in the swearing in ceremony of President-elect, Omer Hassan el-Bashir.

Oh my gosh, what a confusion and mess in GOSS presidency! Kiir must understand always the legality of any degree before he signs.
For us in WES our governor took oath already, we want see the back of Mrs Jemma as if she continue to to move around with motorcade as if she was crowned by God to WES.

This is not first time this has happened from mr. president. this is one of the consequences for having a lame-duck president and i pity the people of south sudan to have this kind of president who always issues degrees under the influence of alcohol. Its not healthy for a young country which is to be confirmed and recognised internationally come the 2011 next year. imagine you have a visionless leader who cares only about what to drink and eat and not what will happen tomorrow.
I was once told by a foreigner that you southerners are not lucky, God took your visionary leader Dr. Garang and now you have a bush man.
