Jonglei head to enact Assembly Business bill

May 31, 2010 (BOR) – Members of the Legislative Assembly in Jonglei state completed reading a bill on the Conduct of Assembly Business on Monday. The full day session aims at streamlining procedures and showing lawmakers the decorum they ought to observe during the assembly sessions among other things.
The State assembly commenced at 10 am by going over 100 articles and by dusk, the reading was completed.
Do’s and Don’ts
The thick booklet referred to the assembly’s internal management; how a motion can be moved, the conduct of lawmakers during the assembly’s sessions, procedures to impeach an executive (a governor or a minister) in case of “mental incapacity and gross misconduct”, dressing code and penalties among other articles.
The bill will halt the possession of mobile phones, cameras and recorders during a session but fell short to specify whether reporters covering the sittings will be allowed to bring such items.
The Speaker of Jonglei State’s Legislative Assembly, Peter Chol Wal, has made the enactment of the Conduct of Assembly Business his priority after reclaiming his position in the SPLM dominated house at the opening of the state assembly on May 18, 2010.
Mr. Chol Wal told Sudan Tribune that “this time, the assembly will work differently in pledging that lawmakers will take State challenges seriously.”
Monday session was the second session of the assembly after the elections. Another session is scheduled for early Tuesday where a special committee is expected to be formed to closely study the document before the assembly adopts it.
Once passed by the house, the bill will be incorporated into the law by the speaker – and it will become the first time for the state government since its formation following the CPA in 2005 to legalize the assembly’s conduct of business.

Jonglei head to enact Assembly Business bill
This is agreat idea for Jonglei State assembly to enforced a bill on the Conduct of Assembly Business in the State. I know every living thing especially human being act according to the laws. But if there is no law,then human being is always awild animals.
The assembly should addressed the laws that they can not afford with out the party/SPLM so that those laws should be incorporated in the South.
1. Cattle raiding and abduction of children in the State of Jonglei must be given strong law that can governed those who practice them in the State or Country wide. There must be death panalty if someone caught on cattle raiding and abduction or any other severe punishment.
2. In the bill, Police must be given guns so that they can response to cattle raiding instead of civilians to chase their cattle while they have no guns.
3. The State need to deployed state force in the middle of Counties( Gadiang) to monitor the criminal act in the State.
I think the law of impeaching the minister of governor is beyond the state assemble law because we South Sudanese are always power greedy which can make people simply create some issues base on tribal linea against leaders.
The impeachment laws must be ammend by the president of South Sudan and PB in which requirments are well put/written.

One party rule in the State without a credible opposition party is not a good thing
I appreciate the members of Jonglei LA for their bold move to enact Assembly Business Act. The so call great nations of the world started where you are starting today. My worry is that this is going to be one party Legislative Assembly. One party rule in the State without a credible opposition party is not a good thing. SPLM LA members will be busy exposing their positive side and hiding their dark corners.
Finish this piece of legislation quickly and embark on enacting more legisations that will put the state on the right footing. Citizens of Jonglei State are longing for tough legislations that will deal with chronic children abduction and cattle rustling in the state. Jonglei State is the only State where children abduction is so common and authorities are doing nothing to curve it.
Jonglei LA members must remember that they were elected to their current positions. Therefore they must act in the interest of their constituencies. The time for appointment is gone.
