Darfur stakeholders endorse work plan for peace talks

June 7, 2010 (KHARTOUM) — Sudanese parties to Doha peace talks have officially resumed today peace negotiations to end the seven year conflict in Darfur announcing their endorsement to a work plan proposed by the mediation.

In a Solemn meeting dedicated to discuss procedural matters relating to the composition of the negotiating committees and work methods held Monday in Doha, the Sudanese government and the rebel Liberation and Justice Movement (LJM) agreed on the work plan for the peace talks proposed to the two parties by the mediation.

Sudan government and LJM endorsed the formation of six committees, said the mediation in a statement released following the meeting. The six panels include, power sharing and administrative status of Darfur; wealth sharing, including land rights; compensation and the return of refugees and displaced persons; security arrangements; justice and reconciliations; conflicts resolution and the peace agreement.

The parties further agreed that the committee dealing with the compensation and the return of refugees and IDPs would include the representatives of the later who will participate in its meetings as observers.

Chaired by the Qatari state minister for foreign affairs and the Joint Chief Mediator the meeting was also attended by Amin Hassan Omer head of the government delegation and El-Tijani El-Sissi leader of the LJM.

In his speech the representative of the host country, Minister Ahmed bin Abdullah Al-Mahmoud said the mediation will remain open minded towards all the parties. Referring to JEM accusations that Qatar favors the Sudanese government, he reaffirmed they do not distinguish between the Sudanese stakeholders, and their ultimate goal is to bring peace to Darfur.

Djibril Bassole, for his part, renewed his call to the other rebel groups to join the peace process and urged the parties to observe the cessation of hostilities. He also stressed on the importance of civil society role in the peace process.

The rebel Justice and Equality Movement asked yesterday in a statement signed by Ahmed Tugud, JEM top negotiator, for more guarantees of the neutrality of the host country, “and commitment to clear separation of the roles of the Mediator and the host country”.

Amin Hassan Omer the head of Sudanese government delegation to the peace talks said his government is ready for unconditional talks with JEM, rejecting its demand to ensure the return of its leader to Darfur.

LJM leader El-Sissi said his movement looks forward to achieve peace in Darfur at this particular juncture of the history of the country. He further said a lasting peace in Darfur lies in responding to the just demands of Darfurians and in addressing issues of displacement, equitable participation in national government, establishment of the Darfur regional authority and equitable distribution of the wealth.

The two parties are expected to start direct peace talks, every delegation will be composed of 30 members distributed in the six panels. Every committee will also include representatives from the mediation.

The Joint Chief Mediator is expected to brief the UN Security Council about the peace process next week.

    Haaa, haaaaaaa,what about the disarmament of the killers who are occupying the land of the victims? In fact Sessy the West African guy was brought in deviate people of Darfur from the track of their rights. Waht a shame?

    What are the committees for, if the final draft of the agreement is already in the suitcases of Sudan government delegation? Minni was driven by cheer opportunism to liquidate the just cause of Darfur, but alas!!! he ended up being fucked by the NCP’s security agents inside the Palace , I think this time a round it’s Al- Tigani sissei’s turn therefore; I strongly a advise him to grease up his asshole before leaving Doha to Khartoum.
