African secret services plan to create information exchange forum

LUANDA, Angola, May 1 (AngolaPress) — The director general of the External Intelligence Services of Angola (SIE), Fernando Garcia Miala, on Thursday, in Luanda, defended the creation of a forum for concert, coodination and exchange of information among African countries, as an instrument to combat mercenary activities and international terrorism.

The SIE director justified his argument with the fact that the majority of the countries have not yet adopted the legal juridical instruments, which facilitates the spread and development of what is called Business Mercenary Activities.

Fernando Miala was speaking at the opening act of the meeting of Intelligence Services and Security director on mercenary activities in Africa, which ended on Friday.

He pointed out the weak control on migration and residency of people in various countries of the continent as being a fragility that facilitates the establishment of groups involved in practices that are condemnable internationally.

“Taking advantage of some insuficiencies of coordination and cooperation in the special internal and external as well as migratory services, those nets (groups) have managed to introduce their agents of basification, legally, in target countries, under the cover of firms which have a diverse social object”, he stressed.

According to SIE director there is a growing tendency towards the increase and proliferation in the African continent of firms dealing in mercenary activities, under the cover of companies which establish partnerships in the sectors of mining, perforation, fishing, construction, civil engineering, consultancy with political and military entities.

The meeting was attended by representatives from DR Congo, Equatorial Guinea, Nigeria, Namibia, Burundi, Uganda, Guinea Bissau, Swaziland, South Africa, Congo (Brazzaville), Mozambique, Gabon, Cape Verde, Tanzania, Ivory Coast, Sudan and Botswana.
