South Sudan’s Kiir announces new cabinet

June 21, 2010 (JUBA) – The President of the Government of Southern Sudan (GoSS), General Salva Kiir Mayardit, has issued a presidential decree removing the caretaker ministers and reappointing them in the new government with additional some new faces.

Kiir_mic.jpgOn Monday Kiir issued the decree restructuring some ministries, upgrading some independent commissions and appointing 30 out of 32 ministers. Two ministers are yet to be nominated by the National Congress Party (NCP).

Among the new faces in the cabinet included the Secretary General of the Sudan People’s Liberation Movement (SPLM), Pagan Amum Okiech and his deputy for Southern Sector, Dr. Anne Itto Leanardo.

Pagan Amum is appointed minister of the upgraded Peace Commission, now full ministry, with CPA Implementation added, to make it the ministry of Peace and CPA Implementation, which is also being handled at the ruling party’s highest level. Dr. Itto is given the ministry of Cooperatives and Rural Development.

The ministers who have not made it back to the expanded cabinet include the former caretaker minister of Health, Dr. Joseph Minytuil Wiejang, former minister of Parliamentary Affairs, Dr. Martin Elia Lomoro, former minister of Housing and Physical Planning, Martin Okerrok and former minister of Animal Resources and Fisheries, Dr. Festo Kumba.

9. David Deng Athorbei – Minister of Finance and Economic Planning

10. General Oyai Deng Ajak – Minister of Investment

11. Mrs. Awut Deng Acuil – Minister of Labour and Public Service

    Please you need to work collectively in this crucial time in order to tackle those pending CPA implementations issues.

    This list looks very inclusive even-though Doors(Nyamnyam) seemed to have out numbered others.

    Kiir’s cabinet is bloated. It seems this over-sized cabinet was more about political patronage and accommodation than rendering services to the people of Southern Sudan. The political elites sat down and created ministries for themselves so that they can have ministerial benefits, salaries and empty titles. Let hope that they will deliver the referendum at least or declare unilateral independence with the help of the South Sudan parliament if needed.

    This is bloated cabinet that is going to be inefficient and totally unable to deal with issues affecting South. I can only say that appointing Deng Alor, Gier Chuang, Deng Athorbei and Anthony Lino Makana is the only thing that kiir did right. Other than that, all these people are recycled old faces that have failed in the past.

    The next time you cheat us like that , your chances for coming back as a leader will be slim.

    The cabinet doesn’t look good to me. Kiir created some positions to put his friends who failed to secure their seats during election. Why did Kiir bring back those who had failed in their home to secure the cabinet. Kiir should know that charity begins at home but not in the parliament. Kiir talks about corruption but he is a scum of corruption in south Sudan. I heard during election that everyone should be selected in its home town to go to the parlimennt but some people pass through the shutters into the parliament. This is Daniel Arop style. Moi promised people but he could not follow what he said in the front of people. I was not thinking that Sudanese would steal Kenyans habit of cheating people.

    “It is an ill arse and a health body in southern Sudan.”

    Let’s all wish them the best of luck!! What else would one say? We got to have our government that represents us, and there it is. If Nyamnyam has outnumbered other tribes and they work well down the track, that all we want. Is that not right?

    But I fail to understand who will assume the secretary position?

    I suggest General Athor Deng Dut would have been given a position to silent him.

    this good for you Mr Danka Government no duobt it showed that Dankas were formed their own Government as Mr Salva kiir had been mentioned early that is why all ministries of Salva kiir’s cabinet the majority were Dankas
    I would like to known how long Salva kiir will learn the leadership, why every year Salva kiir act like Danka sultan and at the same time he calling himself the President of Southern Sudan for what, I don’t see any reason, that Name it aways disappointed my feeling when I heard he he President of Southern Sudan Sham on Kiir

    Greedy of dinkas, 98% of the ministers are pure dinkas. Sick of tribalism in South Sudan. We always talk of ending corruption by forming a committee to fight corruption yet Kiir himself is the first culprit starting to break the law of anti corruption. It is good to stop this ignorance. If you start stealing in yours house the next morning it will be your son or daughter copying the same activities. For sake Kiir deserve to step down. Ignoring this weak leadership will destroy the nation of South Sudan.

    Good luck to those ministers who secure their positions in the Goss. Please work harder for the interest of South Sudanese. I really approciate the position of Mr Pagan Amum because he is the right person who know the CPA more than the others in SPLM. Dr John Garang de Mabior send Pagan Amum for training in the core SPLM leadership. Great job!

    it so sorry frustrating that Mr.president has not made any change in the new ministerial posts and so confusing that Mrs Nunnu Kumba has secured the post despited her people rejecting her, so Mr President should have learnt a lesson at the previous Government and make use of the elected people.

    Congratulation to president Salva and his new cabinets.there is a mismatchment between the positions of some cabinets with their qualifications. for instance Gabrial changson with a culture,why not finance from which he obtained his M.A.again fairness is inadequate,based on the cabinet arrangement.you need to make all the position fair and free of tribal seen.Dinka are more in cabinet members with all the keys positions owned by them.I don’t know what formula you use for this arrangement.any way it is not a big thing,but you need to correct it soon.southern sudan will stand alone next year and you need to practice free and fair leadership before our being a capable nation in Africa.Dinka domination posts is worse and can affect the free and fair leadership expected from you.reduce that Dinka domination to some extends if not eradicate.

    Dear Concerned Southerners,

    I agreed with many of people and especially people that I never I greed with before like Thyinka, Mulazim, KingJared and so on.

    This is just accommodation of political elites in good name of a “minister” rather than a cabinet that can function for the welfare of the South Sudan.

    We do not have resources in South to accomodate this bloated cabinet. Some of this ministeries are same just a matter of break one ministery up for accomodation.

    All the SPLM who lost during the election are appointed her.

    Is Kiir elected a president so the government is his to do whatever he want to do with it not for the people of South Sudan?
    I ask this because it does not seems Kiir care about people’s comcerns than his own desires. It’s not coindent to appoint all the loosers of election by chance rather than a calculated cheating of the people.

    Goodluck Mr. President.
    Let this team loot the money in next five years, but remember the oil money is going to stop or will not be that much after the referendum unless you form a government that would create jobs.

    Thanks Mr.President, all are former ministers in GOSS except Mr. Stephen Dhieu the former UNS minister of finance which become minister of commerce and industry in your new cabinet and the only person have secure position at GOSS level from Norhern Upper Nile counties since signing of CPA 2005 and it was not fortunate but of his good deed seen by GOSS when He was minister of finance UNS. plus other whom i do not know. Anyway wishes all mimisters the best to birth of New Southern Sudan Nation.

    Congratulations and best wishes to all newly appointed ministers!

    President Kiir is again at his best when it comes to recycling. Most of these people have held three different positions thus far and no improvement sign at all. It’s pretty much the same except some new ones. Many would wonder about Mr. Pagan portfolio? What would he accomplish in this short time and how about his attitude? Pagan has demonstrated controversial attitude during elections and back in the days as the minister in GONU. I think President Kiir has chosen to play with fire.

    Woow, it look like the only position that is really understanded by mr.president and his administration is the position so called “Minister”.I’am wondering why mr. president did not appionted a minster of his home and house affiars also. The government of minsters look very much like there is no other possition to get huge salary but not getting the job done is minsterial possition. I guess the other two minsters yet to be nominated are going to be minster of “this” and minster of “that” no one will know their jobs function but Kiir will know, and they will end up making a ton of money. Good job mr.Kiir
