Sudan, rebels agree on schedule of peace negotiating committees

June 22, 2010 (DOHA) — Sudanese government and rebel Liberation and Justice Movement (LJM) have agreed on a timetable for the start of the negotiations of the different committees, the mediation said on Tuesday.

The agreement reached in a meeting held today in Doha, the official venue of the peace talks, attended by Amin Hassan Omer, head of government delegation, and the LJM delegation chaired by Eltigani Seisi Mohamed Ateem.

Committee on Wealth Sharing, including Land Rights will begin its work 23 June, Committee on Compensation and Return of IDPs and Refugees is scheduled for 29 June, Committee on Security Arrangements announced for 30 June, Committee on Power Sharing and Administrative Status of Darfur will start on 30 June and Committee on Justice and Reconciliation will begin on 1 July.

Initially the wealth sharing meeting was expected to start on 21 June but the rebel delegation has asked for more time to perform its position paper on the issue. According to the adopted procedure the two parties have to present their papers and the mediation would formulate a consensual proposal to the two parties.

The Parties agreed that the Committee on Compensation and Return of IDPs and Refugees will start its work in the presence of the representatives of Refugees and IDPs who are expected to be arrived in Doha on 29 June.

Further, the meetings of the Security Arrangements Committee will start in the presence of the field commanders. While the experts of the two parties meet with UNAMID experts on 24 June to discuss both the modalities of implementing the agreed Ceasefire which has been extended and the issues of non-military logistic support.

The Second Forum of the civil society representatives will also be held on 12 July as it was agreed in the Framework Agreement, signed in Doha on 18 March 2010.

“The Agreements and their accompanying protocols will be concluded as soon as possible, by the coming mid July,” said a statement issued today in Doha.

On 14 June, the Joint Chief Mediator Djibril Bassole told the UN Security Council that a peace agreement between Khartoum and LJM rebels would be concluded before the southern Sudan referendum on self-determination scheduled for January 2011.

The Justice and Equality Movement (JEM) froze its participation in the peace talks asking to allow its leader to return to Darfur where almost daily clashes taking place between the rebel group and Sudanese army.

The Sudan Liberation Movement of Abdel Wahid Al-Nur (SLM-AW) is also boycotting the peace talks asking to provide security to civilians before to hold talks with the Sudanese government.

    The West African man Tigani Sessy is always in agreement with any proposal that comes from NCP; in Doha, because he has nothing to give. I am sure before the end of July you will grow more richer, but if your mediators failed to until the time of the referendum there will be no more oil money. People of South Sudan will close the oil well to start agricultural projects first and will reopen the oil well in year 2025. Haaaaaaaaaaaaa, Takul Neeeeeeeeeeem Ya Sessy.

    I was wondering who are these people of Doha kidding ? the final agreement made ready before bringing Al-Tigani Seissei to the venue of the negotiation,nevertheless they are making noises in the media about formation of the committees.Give seissei his position and avert us all these nonesense to the media every day.
