Sudanese government must bring positive changes to Darfur – mediator

June 24, 2010 (PARIS) — Any peace agreement should bring positive and tangible changes in favor of Darfur civilians irrespective of the group that signs a peace agreement with the government, said the joint chief mediator in Paris today.

Djibril_Bassole_April_21_2009_in_Vienna.jpgDijibril Bassole who was speaking at a press conference held in the French capital, said that the Sudanese government has to make the necessary concessions for the Darfuri people to create the needed dynamics that would bring other rebel groups to the negotiating table.

“To make progress in the process, it is important that Khartoum make concessions for peace. No matter to whom (…). But it is essential that these benefits are to be felt by the population of Darfur,” he said.

The African-Union United Nation Chief Mediator said Sudanese government has to improve the security situation, facilitate the return of displaced population and refugees and to settle the issue of compensation as soon as possible.

“We try to get the most from Khartoum for the safety of IDP’s” Bassole said.

The Sudanese government and the rebel Liberation and Justice Movement (LJM) have started today direct talks on wealth sharing in accordance with a timetable agreed this week in Doha aiming at finalizing a number of protocols before the end of the next month.

The rebel Justice and Equality Movement (JEM) froze its participation in the peace talks accusing Qatar, the host country of favoring the Sudanese government and also asked to reform the peace process.

Bassole praised the Qatari role in the peace process saying Doha not only provided huge logistical means but also invested important diplomatic efforts to ensure the success of the peace talks.

He also said that Qatar dedicated $2 billion for the social and economic development of the restive region, adding that such contribution would have an important impact on the ground to implement a genuine peace that would be beneficial for all the affected populations.

The mediator stressed that rebel divisions weakened their position and prevented them from getting the needed concessions for a lasting peace to end the seven years conflict in western Sudan. He also said the displaced population in Darfur and refugees seek rightly to obtain compensations and resolve the land issue through their active participation in the peace process.

The mediation has announced that IDPs and refugees will be involved in the discussions of the Committee on Compensation and Return of IDPs and Refugees which will start on June 29 after the arrival of their representatives to Doha. Also the Second Forum of the civil society representatives will also be held on 12 July.

However the Burkina Faso diplomat reiterated his determination to push the Sudanese stakeholders to sign a final peace deal before the southern Sudan referendum on self-determination which should take place in January 2011.

“We hope to conclude a comprehensive peace agreement in Darfur before the holding of the referendum perhaps even before the referendum campaign,” he said.

He pointed out that the doors of the process remain open for the rebel groups who refuse to be part of the peace negotiations.

I donot understand , are we going to call “southerners” living in the north southerners even after secession?! This obviously means that they should not remain in the north as they are not northerners!

It is up to the GOSS to give them the right to vote or deny it, but if they want to decide the destiny of their life does it mean that southerners has to migrate now back to the South, to vote ?

I think it shoud be very clear from now , and the GOSS should be well prepared for such a situation. The SPLA should understand that they cannot have it both ways , an independant state and southerners who are cititzents of the north at the same time; it doesn’t work like this!

What does he mean by dissolution of the current Sudanese state?! That is not going to happen! How it comes that he want to have his new state and dissolve our state.

I think we should look for credible solutions.Unity no longer an option neither in the north nor in the south. We will have two states, every citizent will live in his own country and motherland wher he can feel as a first class citizent, those who remain in the other contry will stay as foreigners with preferential treatment. Then the two states can co-operate friendly in all aspects of life!

    No war , no hatred!

    Long live South Sudan!

    Long live North Sudan!

Bassole stop beating a round the bush. The people of Darfur today more than any time else are unanimously crying for justice before any peace, disarmament of Janjaweed militias and removal of new-comers from the land and Hawakir of the indigenous people, so any tangible move aiming at proving sincerity and political will to resolve the conflict from Khartoum, I believe; must start with the above mentioned steps. People of Darfur know full well that; no good will come out from regime -made party to the negotiation ( Seissi) and that is why the peace that Bassole working to bring will stand as an alien transplant in a foreign soil. The concessions Bassole talking about was not made during Abuja where parties to the negotiation have arms; I’m sure, Khartoum will not make it to his own creation Seissi, who has nothing except his balls.

If I am not wrong the problem of Darfur is not SLM/A, or JEM or other movement, Likewise the in South Sudan also the peoblem is not SPLM/A. Sudan Jallbas in the North of Sudan know very well where all these problems are cornered. However, they leave the lion and showing everybody the shadow of the lion that looks like a lion. Here those shown the image may consider a lion as a cat. This is the case of Sudan. Now its too late for the South Sudan, if South go Nuba will go, the Blue Nile will go, and at last Darfur will return as it was before 1916. These areas are size of two Eueopean countries if not three, would be able to form a governemnt system and give whatever name they want to give it, Margin Federation of New Sudan. North will be annexed to Egypt all of them accustomed to a parasidicalive, to live unders the mercy of Egyptians. The only work they will be give is guarding. Because North Sudan Nubian since they were annexed to Egypt the educated among them, either join Egptian military as soldiers or immigrate to anywhere or work Ammi Abdu as a Guard of any building to deliver services for the inhabitants.
