Wulu County boycotts new assembly in Lakes state

By Manyang Mayom

July 11, 2010 (RUMBEK) – Wulu County boycotted a ceremony on Sunday to inaugurate the legislative assembly and judiciary of Lakes state in protest against having no representatives in the new administration.

Last week, 15 committees were announced by Lakes state Assembly Speaker, John Marik Makur, without any members from Wulu County.

The ministerial posts announced by newly elected Governor Chol Tong Mayay also did not include any representatives from the county.

Addressing the assembly the governor said that his government would take the necessary measures to minimize insecurity and to allow investment to improve development in the state.

He also announced that Yirol East county and Yirol West County will hold a traditional chiefs meeting that will focus on cattle raids and their counties internal disputes.

Lakes state Speaker John Marik Makur, said that the Legislative, Executive and Judiciary would work closely together to respect peoples rights.

Sudan held multiparty elections in April this year for the first time in 22 years, which the European Union described as flawed. Former rebels the SPLM, won control of the south with over 90% of the vote.

Wow! Not even a representative! That is not fair! Wulu county is part the Lakes State, and since govermnent is meant to be comprised of representatives of the communities, I mean counties, Wulu should have at least an advisor. 15 Ministers, all Dinka, that doesn’t sounds good for Jur Beli people of Lakes State!

It sound frasturated any way, but it can be adjust.
One more thing that our people want to know is that no body is permanent in government positions, may be the new government might have reserved them for second half, because this first half need toughest steps to take since insecurity is the biggest threat to our communities in all eight counties of Lakes State. However, my appeal to Wulu county is that your having no representatives in the government is right thing to protest, and is being heard but just be patient.
I think Deng Manyon is one of the advisors who is from Wulu.

If the government of Lakes State is formed without any representative from Wulu county, then this is compleely wrong both morally and legally. Who is representing Wulu county if there is no one from Wulu?

State governments are based on constituencies in each county. How did it happen that Wulu county is not represented by its own members? The current governor and his administration is discriminatory and should be evaluated so that Wulu should be represented.

I`m not from Wulu but Wulu county has legal rights to be represented by its own residents. People who protested against this unjust distribution of political power have rights to even take their case to the Supreme Court of Lakes State or Southern Sudan Supreme Court for redress of their grievances.

I beleive they shall legally win their rights to be represented unless the writer of this article made a false claim that Wulu county is unrepresented in the Lakes State government.

Democracy is a government of the people by the people for the people. How would it be the government of the people of Wulu county for the people of Wulu county without their representatives in it?

I pray our Dinka brothers and sisters from Lakes State should learn from the problems that took us to bitter war with the North Sudan over these past years. Lack of a fair political representation of people of Southern Sudan in their government was one of the reasons and mistakes of this nature should not be allowed to exist in our new political system in S. Sudan.

There is no way of justifying this exclusion and the Lakes State governor and his administration should reconsider his appointment of his ministers and advisors to include member(s) from Wulu County for a fair representation and political diveristy of his leadership.

Mr. Lakes State Governor, be a wise and a fair man but don`t allow yourself to be carried away by wrong people in your adminstration. You are obliquely forcing Wulu county to join Equatoria unknowingly. Think twice before you make next move!

    Thanks
