July 11, 2010 (JUBA) – Ministers in the Government of Southern Sudan (GoSS) are given strict directives not to unnecessarily travel abroad, according to a presidential order issued on Sunday.
In the presidential order, the President of the semi-autonomous Southern Sudan, Salva Kiir Mayardit, said from this year, 2010, all cases of travels abroad by ministers shall be approved by the President himself and only after a notice of travel and the clearance form has been presented to the Minister of Cabinet Affairs.
Each minister should submit to the Office of the President through the Minister of Cabinet Affairs any planned or anticipated missions to be undertaken by the minister.
It says in countries where GoSS Liaison Offices exist, ministers should try as much as possible, to transact business through those offices via the Ministry of Regional Cooperation without the need to travel.
Any minister seeking approval for travel abroad should indicate the purpose, duration and financial requirements pertaining to the travel. Ministers should desist from participating in missions and activities abroad which can be undertaken by officials below rank.
According to the order, with the exception of delegations accompanying the President and Vice President, or participating in international conferences approved by the Council of Ministers, no ministerial delegation shall have more than three persons including the minister concerned, unless there is a necessity for a larger delegation.
Travel within the country on official business does not require prior approval. However, notification to the Minister of Cabinet Affairs or in his absence to the Minister in the Office of the President is necessary as these may affect Cabinet meetings.
While on travel abroad, no minister or government official accompanying him or her shall accept any inappropriate hospitality from private business, foreign government or company.
Ministers on mission must submit a written report to the Council of Ministers not later than one week after their return from the mission. The order also directed that the report shall reflect the activity undertaken during the mission, achievements made, business transacted, the value or usefulness of such mission to Southern Sudan as well as recommendations for follow-up.
The order observed that the current and uncoordinated travel abroad by ministers and senior civil servants is impeding departmental and government work, and that the resultant rising cost is increasingly becoming a drain on the budget.
The semi-autonomous regional government has stepped up its effort to see to it that the referendum on political destiny of the people of Southern Sudan succeeds. A referendum taskforce has been set up in the South, chaired by the Vice President, Dr. Riek Machar, with membership of about nine key ministers.
During the swearing in ceremony of the new cabinet about a month ago, President Kiir reminded the ministers of the need to play active role in their respective capacities as the region moves towards referendum.

Salve Kiir Manyardit, there is another thing left.
I think this is a good Idea because any minister in any government around the world can not Ministers travelling abroadly without permission from his government and it is true many Southerners Ministers in the GOSS have been travelling without knowledge from the GOSS and they should have know the rules before they go out of Southern Sudan nation.
Salve Kiir Manyardit has forgotten another thing very important issue which many Southern Sudanese see as it is not right for those who done this. There are Key Ministers in GOOS have buy their houses in abroad nations while they are serving in Southern Sudan government. When Southern Sudanese lost boys look at it then, they see this as there is no different between someone took exile and them and it is against the law in any government in the world. In order for Southern Sudanese people to make establishment of her nation Southern Sudan, the GOSS must look at those people and tell them you are abusing the law and the nation otherwise, the GOSS need to arrest these people. Those people who bought the houses in abroadly are now on the Top of the GOSS and the law can not allow these people to do that, because this is actually declearing exile it is part of cheating and eventual it is indeed corruption.

how come they travel without goverment concern?and what kind of mission they were send for?if it was not because of stealling resources and invest out side while kiir is busy with beer.is too late for you to realise that since all of you has been combling oil money and bought Houses outside.how about if one died outside while you don`t know what the minister went to do outside.keep your eyes open and protect your followers otherwise all of you should be careful now because this is the time when the movie of 1972 of ladou begin the arabs are not sleeping dogs like you southerners leaders.

This is the reason why I said that the Southern Sudanese people are in a big dilemma. How come for Salva Kiir Miyardit in order to restrict the movement of his ministers from going abroad? Last week, Salva Kiir Miyardit was hospitalized in Kenya for what the describe as “Exhaustion” instead of saying that Salva Kiir Miyardit is suffering from “Hyperlipidemia”. Does this mean to Salva Kiir Miyardit that he was not in abroad?
Salva Kiir Miyardit needs help in thinking and good planning.

people are extremely tired with Kiir’s lip-service policies. Since when have we been told that GoSS has a zero tolerance position against corruption? But paradoxically he has been busy blessing the same minsters who have mercilessly looted the Southerners of their dividends. Effective policy against corruption can not be achieved only by restricting abroad travels, but must also include prosecuting those individuals bureaucrats whose cases are pended before the anticorruption commission. Additionally, an investigaion must be launched in to how within a short span of time some minsters have acquired a tycoon status. In examining the asset at individuals minster disposal, account must be taken of the number of wivies and children declared as well as undeclared concubines with their dependants. Subsequently, how much does the minster earn including especial minsterial’s allowances and then now add up all the expenses incurred to maintain wives, children, dependants,and lastly concubines with their bastards children. This is just a food for thought, nevertheless, a smart public policy in the context of backward Southern Sudan should often be informed by those variables I have mentioned.

Finally you have read my report of 2008 submitted to the Ministry of Regional Cooperation and to the Ministry of Finance & Economic Planning of how to reduce unnecessary expenses.
In that report, i said that all travelling delegations whether travailing with you or other ministers should be carefully examine and reduce to a very low one if the mission is crucially important. Please, go through it again. The report is rich and proposes many other reductions and how to alleviate the economy.
More decisions such as this one are welcome.

second step revision of super scale officers( Director generals & directors with their deputies), revised the document(qualification). this because there are the very reason that no developments are taking place, they occuping right place that required for qualification. then they are making life difficult for those below to progress, this why they dont want the educated young generation to progress, so this will soon creat gap.

This is a good advice from Minister Kosti Manibe to President Kiir. What we need for South Sudan is hardworking ministers and high ranking civil servants not travelling and tourist ones. This is an excellent move from Mr. Kiir and I give him two-thumbs-up for this wise decision.

Well done your Excellency the president, movement of ministers from one country to another may make some ministers to be reluctant in performing their duties in government of Southern Sudan prosperity. Several ministers just pick their huge bags pull of money and spend them here in American hotels without the government notice.
I appreciate Mr. President for his kindness and honesty to people Southern Sudan. The big question will remain unanswerable with Any minister found in such corners without filing the forms or request. What will be their penalties deserve for them?
