Restructuring of GoSS Commissions put on hold

July 19, 2010 (JUBA) — A proposal to restructure commissions and independent bodies in the Government of Southern Sudan (GoSS) has been suspended, but with the intention to gradually implement it on specific institutions.

GoSS currently has about 19 commissions and chambers established in 2006 with the mandate to carry out technical work for the government in implementing its policies.

The minister of Labour and Public Service, Awut Deng Acuil, presented a memo to the cabinet, proposing the restructuring of the commissions with the aim to reduce their numbers through terminating or streamlining some of them and incorporating others into the existing ministerial institutions.

It was observed that some of the commissions have been duplicating services provided by departments in some ministries while others’ speed of service elapses with creation of related ministries.

In the Council of Ministers meeting on Friday chaired by the Vice President, Riek Machar, the cabinet passed a resolution adjourning the immediate structuring process of the commissions until the time when the Southern Sudan’s interim constitution is reviewed.

However, a gradual implementation of the proposal can be effected, particularly with the current respective commissions that have newly created ministries or existing related ministries that provide almost the same type of services.

The cabinet resolved that structuring of the government institutions, not only the commissions, but also the ministries and other institutions would be done once the current interim constitution is reviewed in the next six months.

A sub-committee mandated to review the interim constitution and decentralization system in Southern Sudan in post-2011 governance has already been set up under the Southern Sudan Referendum Taskforce.

The minister of Information and official spokesperson of the government, Dr. Barnaba Marial Benjamin, said the work of the sub-committee is about the type of governance the would-be independent Southern Sudan would want to have after referendum.

The work of the sub-committee will also include the design of a future national flag and composition of national anthem, among others, in case of the South seceding and establishing an independent state.

    It a part of corruption from Mr. President himself tp appoint a bloated governemnt with many ministries and commissions doing the same work. Paying commissioners and ministers the money that should have been use for the community development. It’s very clear that this goiverment was not appointed to work for the welfare of the people of the South Sudan but political appointments to accommodate the buddies.

    The president always step on the podium to provide lip services about the development but where is it?
    He better make it’s clear as we see it that it’s developing cronnies pockets not the community.

    Mr Barnaba and the so-called task Force for designing the National flag and anthem,

    What flag do u need when we we have already the one which represent all the people and natural resources we have in the country? Is this not another confusion? The post referendum issues to be tackle are type of governance, wealth sharing among South Sudan states and establishment of strong security system to safe-guard the sovereignty and our people. That is only the kind of work we would need the task force to do, but not wasting time and money with already well done job like flag designing.

    About Awut Deng, we know the lady is always confuse and she like to leave in the state of confusion, Mrs Madam Minister this is not the time for restructuring the commission, what we need to do this time is injecting money on civic education on the referendum and how the people will get ready to vote for their future. the restructuring of the commissions and other Ministries will be the work of post referendum government. So pliz stop your under-arm advice to the president which are always confusing the nation, leave him alone this time so that he will have enough time to focus on the crucial issues regarding border demarcation and referendum issues.
