South Sudan 2011 Taskforce approves preparatory document for referendum

July 23, 2010 (JUBA) — The Southern Sudan 2011 Taskforce has approved a
preparatory document outlining activities that need to be carried out to make
the referendum a success.

The Taskforce met on Thursday under the chairmanship of the Vice President, Dr.
Riek MacharTeny, and endorsed after deliberating on the working document of the
sub-committee number one on preparations of the conduct of the referendum in
Southern Sudan.

The document was presented to the Referendum Taskforce meeting by the chairman
of the sub-committee, John Luk Jok. It contained proposed activities in areas of
civic education, registration of voters and security during the polling, among
many others.

The meeting was also briefed by the Vice President on the work of sub-committee
number two on the post-referendum arrangements, which is chaired by the SPLM
Secretary General Pagan Amum. Machar informed the meeting that negotiations on
the post-referendum issues are expected to begin on 27th July in Khartoum.

The meeting was also briefed by the minister of Cabinet Affairs, Kosti Manibe,
who chairs sub-committee number three on the work of his group in preparations
of the Government of Southern Sudan for 2011 governance. It was announced in the
meeting that a proposed conference to discuss issues of governance which was
previously scheduled to take place by the end of the month has been postponed
until next month.

The Taskforce meeting was also attended by the Deputy Chairman of the Southern
Sudan Referendum Commission and head of the Juba-based Southern Sudan Referendum
Bureau who was accompanied by his members where the importance of coordination
between the Taskforce and the Bureau was discussed.

The Taskforce also resolved to organize meetings with various political parties,
civil society organizations, churches as well as with international
organizations to agree on coordination mechanism with the Taskforce.

    Is that referendum going to take place in time? I doubt very much because:

    1) SPLM and NCP have contrary positions on border demarcation either before or after the said referendum,

    2) Abyei Area is still in mess and its referendum commission is not yet formed,

    3) the Referendum Commission itself has no much time left to prepare itself for a fair and free duty,

    4) the natural terrain of Southern Sudan (rains) and the insecurity that has displaced so many Southerners these days (like the Shilluk in Fashoda and other Counties because of SPLA and Dinka Militia wrath) are never favourable for reaching the quorum (65% of the registered population) needed for the conduct of the referendum in time.

    5) AOBs that are never favourable for independence of South Sudan at all like the top SPLM leaders playing dirty politics with Northern politicians on the referendum.

    I have less ability that unable me to think and decide on issues. There is no way that I (Okuk) can understand the duties or contributions of SPLM/A during the South-North war. The only thing that i know is prostituting myself with Jallaba in form of SPLM-Dc,so that collect lump some of money in form of bribe to destabalized the referendum guarrentee in 2005.

    If I ( Okuk) does not know that the referendum can happen in 2011,then what can South Sudanese think of this individual? this person is definitly an Arab or the weak heart who just go with life imposed to them by Jallaba.
    I ( Dr Okuk) need to understand that we fought the war without people like you and you are less important in our history.

    The referendum will occur by all means- this is by ballots or bullets. Please, you have to cried shamingly because of the falling apart of SPLM-Dc. I know you will rejoin SPLM like Kisanga. We always welcome failures and that is where they often learn the truth that we are the governmnet who fought for the interest of Southerners.
