Sudan says Libya agreed to restrict activities of JEM leader
August 5, 2010 (KHARTOUM) – Libya has agreed to restrict the activities of the leader of the rebel Justice and Equality Movement Khalil Ibrahim who resides in Tripoli since last May, said Sudanese State minister for Foreign Affairs today.
“Al-Bashir’s visit to Libya has achieved good results. We have agreed with the Libyan side that Khalil Ibrahim is not to launch any hostile activity against Sudan from inside the Libyan territories,” Kamal told reporters.
He further stressed that Khalil Ibrahim has to join the peace process in Doha, adding that if the rebel leader maintains his rejection to resume talks “he will isolate himself”.
Libya accepted last May to host JEM leader when the Chadian authorities barred his entry to Ndjamena. His group suspended its participation in the Doha peace process accusing the Sudanese army of breaching a cessation of hostilities agreement signed in February with Khartoum.
Khalil presence in Tripoli raised tension between Khartoum and Tripoli for a time but the Libyan leader reassured Sudan when he stated on July 19 that Libya told JEM leader “to serve peace and to lay down arms, it’s forbidden for him to issue orders from Libya or make any comments”.
However, JEM this week said that self-determination remains a valid option for Darfur people if there is no political horizon to end the seven year conflict in the restive region.
Suleiman Sandal, a leading member of the rebel group told Sudan Tribune today that with the rule of National Congress Party led by President Bashir the Darfurians may be left with no choice but to fight for self-determination.
He further urged Sudanese people to struggle against the NCP government saying it is the sole solution to maintain a united Sudan.
JEM move may anger the Libyan leader who recently backed the unity of Sudan and called on southern Sudanese to favor united Sudan in January 2011 referendum.

Today Sudan says “Libya agreed to restrict activities of JEM leader.”
Yesterday Gaddafi said in an interview with the France 24 television station and radio stations RFI and Monte Carlo that “[JEM Leader] has stayed in Libya and all our brothers in Sudan and Chad are right to be sensitive about that.”
Gaddafi went on “There is a group fighting in Sudan and its leader is in Libya and everybody has the right to make links between the one thing and the other.”
Tomorrow what is “the one thing and the other” that Gaddafi is referring to? To move the stalling peace talks from Doha to Tripoli or resolve the conflict in Darfur in favor of Khalil or Khartoum? The position of Gaddafi is not what he says but what he does and believes in.
