Sudan central bank accuse South of lying over oil revenue remittances

August 24, 2010 (KHARTOUM) — The governor of Sudan’s central bank Sabir Mohamed Al-Hassan moved swiftly on Tuesday to refute allegations made by the Government of South Sudan (GoSS) relating to the disbursement of the South’s share in oil exports.

Hassan-d6386.jpgUnder the 2005 Comprehensive Peace Agreement (CPA), the north and south are to to split oil revenues equally, with the national unity government in Khartoum transferring the share in foreign currency.

David Deng Athorbei, the regional minister of finance and economic planning revealed on Monday that the South has recently been receiving its share in local currency which is contrary to the peace agreement.

He accused the ruling National Congress Party (NCP) of deliberately doing this in order to undermine South Sudan economy and scare off investors.

The GoSS official said that this situation created a shortage in hard currency in the banking system and curtailed its ability to import materials and equipments from abroad.

GoSS president Salva Kiir has reportedly sent a letter to president Omer Hassan Al-Bashir urging him to reverse the the practice of paying remittances in local currency.

But the governor of Sudan’s Central bank dismissed the claims by GoSS saying that the central government never transferred oil revenue in local currency to the South since signing the CPA.

Al-Hassan further revealed that the operational balance of the central bank branch in the South is $726 million saying that this twice the amount what the North branch has.

Under the CPA, there is one central bank in Sudan with two branches in the North and South. They are under the authority of the Khartoum based governor.

The governor said that the GoSS is interfering in the policies of the Southern branch of the central bank as if it is a entity separate from the North, describing this as a violation of the CPA. He added that this issue has been resolved through a written agreement with GoSS that preserved the independence of the Southern branch.

But the GoSS backtracked on the agreement and resumed its interference “bringing us back to square one,” Al-Hassan said.

Al-Hassan suggested that GoSS statements are meant to strengthen its position with international backing to gain concessions in the post-referendum negotiations with the NCP.

The referendum on southern independence is a key provision of a 2005 peace deal which ended a more than two-decade war between north and south Sudan, a conflict in which two million people were killed.

Most observers expect an overwhelming vote by Southerners for independence from the North driven by bitter memories of the civil war and feeling of marginalization by the Arab-Muslim dominated North.

The NCP and the Sudan People’s Liberation Movement (SPLM) are engaged in talks on thorny post-referendum issues including nationality, national debt, water agreements and border demarcation.

    “Diversification” The NCP has put all of its eggs in one Basket!!!

    As the future of Sudan of being one nation is uncertain, the NCP option is placing all their secrets in one agenda.

    Even though it is critically examined that South Sudan is no matter somewhat but to be a Self-determined nation in the referendum, still the NCP could keep the transparency and accurate report in such squeezed time known as 4-months due period for the referendum. The fact is that the South Sudan and North Sudan will still be kept by the border relationship as the two nations, if the referendum is conducted fairly and accountably.

    The NCP should stop scooping the money in a basket formula otherwise; the 2-nations will still need to enjoy the benefits from one another. Even river Nile services will still connect the two nations.

    As future returns are uncertain, investors (SPLM) should not place all their funds in one investment (Bank).

    who should we believe is telling the truth, David deng Athorbei, the GOSS minister of finance and economic planing or sabir Mohammad alhassan the Governor of central bank?
    David deng Athorbei has no reason to come to local and international media to announce that the CBOS has stopped paying the south its share of 50% of oil revenue since July in hard currency as stipulated in the CPA. this is not the first time the NCP used this payment in hard currency, they did it in 2008 as indicate by the MOFEP Document.
    the NCP is caught red handed in the act of violation of CPA, they didn’t even now that they were doing so,only playing hard balls with the south haphazardly. Now alhassan realize the huge mistaken and decision he has taken without thinking through. he is coming here today to announce that the south never receive its share in local currency and he expect some people to believe in what he said

    I don’t know if these people in the north think that, all people in the South Sudan are animals even without small minds to distinguish between Sudan currency and the dollars. Very naive statement from a person claim to be PHD degree holder like person in position of Dr. Sabir.

    I appalaud the camera man who took this photo above!! It was very clear from the face of the man that he was forced to lie such a big unacceptable lie which will not be acceptated by a one day old born child or even his wife.

    These stupid tactics are that of frustration, because all Arabs in North Sudan can’t beleive their eyes what is going to happen in the South Sudan. unfortunately to show their smartness to let reverse the masses of South Sudan population, they use such very foolish excuses on any step where they express their disappointments over South Sudan sucession.
