Rumbek authorities ban shopkeepers from sleeping inside shops

August 26, 2010 (RUMBEK) – No businessmen should be allowed to sleep inside their shops at night, says the Commissioner of Rumbek Central County, Matur Majok Magol.
Majok said that all shopkeepers must sleep outside their shops and rent other accomodation to sleep in. He directed the state police to protect shops at night while Rumbek town market’s businessmen slept elsewhere.
INTER AND INTRA-STATE CONFLICTS IN THE AREAS
Rumbek Central County has experienced several internal disputes with the neighboring Cueibet County locate to the d at western part of the state capital Rumbek, and inter-state conflict with Unity state on cattle raiding. Major reply saying that unity among Lakes state youth itself is motion that he would work on to achieve before referendum.
Rumbek Central County is the host county of Lakes state government. There is only one auction were domestic animals such as goats, cows and chicken are sale out publicly but taxes are taken by state government into their respective cashiers. However, officials are quoted as saying that several reports of taxes alleged that a tax usually goes into private pocket.
Majok said that “I am going to stop randomly [collected] taxes – I will apply forms of tax that must keep records of what was taxed in the market for the whole day,” he said, adding that more records of reports confirmed that taxes are going into different hands.

You got to love our civil administrators in Southern Sudan. Once in a while they come up with idiosyncratic policies. Okay, so the shopkeepers are going to be sleeping outside their premises. What for? On a micro level, the individual owners ensure the security of their shops by sleeping inside their shops. At a macro level the state provides overall security when necessary. Removing the shopkeepers from the shop means making their businesses less safe. And what precedence is the good commissioner using to show that this policy has been successfully applied in other places?
If it is cleanliness that needs to be maintained in the town, then all shopkeepers should be ordered to keep their premises and surrounding areas clean otherwise they would be punish. Pure and simple.

This is the most stupidest idea I never heard of in my life. What is the logic behind forcing someone out of his shop to sleep somewhere else? What if like other brothers here mentioning that the person have nowhere else to go? He sleep on the street? Oh God, help us with this stupidity. This is lack of proper leadership or simply lack of education to reason maturely and intelligently.
C’mon people, teach this commissioner some reasoning. The owner of the shop have every right to sleep in his shop no matter what. The only thing I can teach this naive commissioner is to never allow any cooking or installation of some kinds of a stove in the shop. Or encourage people to build and attached premises to their shop in case they are worried of break-in. You cannot force someone out of his shop. Please someone, bring some civility to this new commissioner.
What a pity.
