New Wulu County commissioner in Lakes state threatens supporters of unity

By Manyang Mayom

August 26, 2010 (RUMBEK) – The newly-appointed commissioner of Wulu county of Lakes state, Gideon Shulur Mbele assumed office on Wednesday warning that people working against the separation of the south Sudan would “pay the consequences”.

Shulur said at his reception upon becoming commissioner that he would use “all means” and the “law” against those who advocated that the south remain united with northern Sudan.

Speaking to Sudan Tribune, Shulur said his first priority was to oversee the successful completion of the south’s referendum on independence, which was a major part of the Comprehensive Peace Agreement that ended the north-south civil war between the Sudan People’s Liberation Movement (SPLM) who now govern the south and Sudan’s ruling National Congress Party.

“Yes, I prioritize Referendum as my party mission and surely referendum should be done in time,” Shulur said.

Shulur said he intended to stop insecurity between Wulu and the neighboring Rumbek East County. He promised to work hard to bring all those guilty of cattle raiding, robbery, and other violence between the counties to justice before the referendum in January.

Shulur was escorted to the ceremony by the commissioners of Rumbek Central County and Rumbek East County as well SPLM state secretary Samuel Mathiang Keer.

For the first time in Lakes state since the government of southern Sudan was established as part of the 2005 peace agreement the two commissioners who were escorting Shulur to his county were using the same car and flag.

Normally when one of the states eight county commissioners approaches another county they travel in separate cars and raise their own flag when approaching the border.

Rumbek East Commissioner, David Marial Gumke, said “we are using one flag and one car to escort our friendly commissioner of Wulu and this prove solidarity between three counties of Rumbek Central, Rumbek East and Wulu to have powerful relationship.”

He hoped that this unprecedented show of “unity will end internal disputes among our youth”.

Wulu County is located Southwest of Rumbek town, the state capital and is inhabited mostly by the Beli ethnic group who are non-Dinka tribe. Around a thousand people from Wulu Beli community of Shulur’s home village turned out to welcome him.

He called upon all citizens of Wulu Beli Community to forgive each another following the acrimonious conduct and disputed result of April’s election in the area.

In April’s election, Shulur was defeated in the race to become the representative for Domloto constituency number 10 by independent candidate Shadard Bol Machok.

Shulur refused to accept he had lost protesting that the result was rigged by ex-commissioner Simon Waiwai Ali and county administrator Dhour Akon. Both men have dismissed the accusations as nonsense.

Commissioner Shulur told Beli Wulu community that, “Wulu is dirty to the highest level because of your attitude of having let down SPLM party to lost election during April election – I hope my appointment reaffirmed that SPLM will remain shining and referendum will be achieved hundred percent”.

    To Shulur

I strongly disagree with your campaigning within my own state with a message which approximately 91% percent people within the south didn’t supported. The unity between North and South Sudan is very unpopular to majority of people within the south. You might have some supportive fans within your own county of Wulu but not in whole south. We know your are supporting referendum. But, how will support the referendum of the marginalized people of the southern Sudan and continue to support unity? Your words can only be allowed because of the right for freedom of speech but not because of benefiting the needy.
We would like you to explain it well why you support unity, otherwise SPLM might have more questions of your link with NCP
