Staffs of ministry of Legal Affairs go on strike over housing allowances

September 3, 2010 (JUBA) – Over 100 staff from the Ministry of Legal Affairs and Constitutional Development (MoLACD) on Thursday began a sit-down strike in protest over non-payment of housing allowances for a period of 8 months.

Most of the protestors interviewed largely blamed the Acting Undersecretary, MoLCD, Salvatore Garang Mabior for failure to address their outstanding financial demands.

“He has failed in his duties and I think he deserves a vote of no confidence. How can you treat fellow human beings like that when you are living a comfortable life,” an aggrieved staff from the Advocate General’s offices told Sudan Tribune on condition of anonymity.

The staffs, majority of them women, also accused top Ministry officials of undermining their efforts, saying their legal counterparts receive better treatment and their dues are often paid on time.

“The way lawyers in this Ministry are treated makes us wonder whether some of us have no contributions to make. We are all equal whether support staffs or professionals,” a female staff at the Ministry remarked.

An aggrieved staff also lashed at the Director of Administration and Finance in the Ministry, Mabie Gordon, accusing him of failing to finalize processes leading to the full payment of the allowances. When Sudan Tribune called Mabie to comment on this wave of allegations, he instead accused the media of using a wrong approach to sensitive issues.

“How did you get the information when it’s still a matter within the Ministry? We have a chain of command here and I cannot comment on matters beyond my jurisdiction,” he said before hanging up.

In May this year, staffs from Southern Sudan Television (SSTV) and their sister radio station staged a similar strike over non-payment of housing allowances over a one-year period by the Information and Broadcasting Ministry.

The Ministry responded by harshly jailing and later sacking most of them, a decision that was widely condemned by independent media bodies, such as Agency for Independent Media (AIM) and the Union of Journalists in South Sudan (UJOSS).

    How can the government give housing allowances to people working who can rent and the money used for construction of affordable housing for all the citizens. That is a waste of resources on the government side. The ministry of housing and insfracture should embark on building affordable housing units to be rented out to the public or rent to own instead of giving housing allowance that will make others even not think of building a house of their own because the government is providing housing allowances.

    It is very unfortunate that only those who are working are the once that is enjoying the dividends of the CPA.The government should encourage people to
    do things on their own instead of depending entirely on the Government.Free government cars,free government drivers, free government Gas etc,etc.

    It is time money must be spent wisely for development otherwise the idea of taking development or town to the country side will not work. The government and ministry of housing should sign multi-Billion Dollars housing contracts for the 10 states for affordable housing estates which will pay for itself once they are completed or put the housing estates to be managed by private company.The Government can help ,but not with everything I will not be suprise if in the future the government will also not start paying doweries to its staffs.
