Upper Nile Governor urges police to assert security ahead of referendum

September 7 2010 (MELUT) — On Tuesday Simon Kun Puoch, governor of the oil producing state of Upper Nile urged police forces to provide and maintain adequate security during southern south Sudan’s January 2011 referendum on self-determination.

“I challenge you, the newly promoted officers not to betray the trust and confidence the president and the police command have in you,” Puoch said at a function for newly appointed police officers, organized by the state ministry of local government and law enforcement in Malakal, the capital of Upper Nile State.

Puoch went on to congratulate the officers, telling them that the new rank was not a mere decoration, that it added responsibilities to their duties. He told the officers to serve as good role models for junior and middle cadre officers serving under their purview.

He also commended President Salva Kiir Mayardit for not only honoring the promotions, but also for his continued support to the general operations of the police.

“I therefore want you to join me in reassuring His Excellency the president of our 100 per cent loyalty to his noble cause and support for his foresight and vision in making this region a peaceful place,”

“Let’s all join the president in his campaign to eradicate and eliminate all forms of crimes, abuse and their vices. Your role as far as the security of this land is concerned, cannot be underestimated,” said Puoch.

James Ruac Kun, minister of local government and law enforcement, said the promotions were unprecedented, adding that promotion in the security services is meant to reward hard work.

Kun stressed that the newly promoted officers deserve their promotion and challenged those who are not promoted to keep up the good job.

“I have no doubt that the officers will live up to expectations. You are promoted at a time when the South Sudan police force is undergoing re-structuring and mass transfers. As the backbone decision makers you should link with your subordinates and the police headquarters.”

“Crimes have no boundary, you may be protected but your family may be affected and in the fight against crimes, no stone will be left unturned. Crimes will not be condoned in the Southern Sudan. Maintenance of peace and security is your responsibility. Without peace, no meaningful development can take place, the peace that we enjoy must be nurtured,” said Kun.

He finally warned the officers to stop undermining each other, noting that this has been a big problem in the police force. “Working for your colleagues’ failure will not benefit you,” he advised.

    security is a crucial issue for the sucess of referendum excercise .So Chaotic states like Jonglei ,Upper Nile and Lake must step up strong security polices to avoid giving the region a “medal of shame” .
