September 16, 2010 (RUMBEK) – The Commissioner of Rumbek East County of Lakes state, David Marial Gumke, has told pastoralist youths in Malek-Agok Payam that security in Southern Sudan was not friendly at the moment.
Speaking to Sudan Tribune, Marial said his mission was to extent information about Referendum awareness to youth at the cattle camp because pastoralists’ youth were majority who would need more advocacy in order to be familiar with referendum process.
He said “the level of security situation of Southern Sudan is not friendly to people of Southern Sudan at the moment,” saying that there are more guns in the hands of cattle keeping youth across counties of Lakes state especially in Rumbek East County which is located in the eastern part of the state capital, Rumbek.
Rumbek East County pastoralist youths have been advocating for separation of Southern Sudan from the North. The pastoralist youths from both two counties of Rumbek Central and Rumbek East came together on Wednesday to compose songs that praise future of Southern Sudan as an independent state as well praising their girlfriends and bulls in the songs.
Recently, youth were disarmed across Lakes state counties, but yet officials embrace complaints of arms returning into hands of civilians. The disarmament which was carried out in Lakes state in recent months also resulted to violation of human rights – SPLA soldiers tasked to carry out disarmament in the state were beating civilian population using to force people to confess that they were hiding guns so that they can be taken away by army.
“I wonder how these arms returned into [the] hands of our pastoralist youth in the cattle camps since disarmament was done successfully in this year,” wondered Marial.
Commissioner Marial said that songs which were composed by the youth for praising their bulls and girlfriends also contained insults toward other [Dinka] clans, urging for such practices to stop.
Meanwhile, Lakes state governor, Chol Tong Mayay, affirmed that his government was concerned about protection of civilians’ property and to guide for safe referendum in achieving independence of Southern Sudan through the upcoming referendum vote in January 2011.

It’s good that Gumke reviewed the youths about referendum and instability of lake state government. Marial, you seemed to have outlined that the security in Southern Sudan was not friendly at the moment. This ‘s why most youths insist on holding guns for the provision of security for themselves with their cattle which badly turn against themselves.The disarmament in Rumbek east is more twisting than snakes because the East Rankers are not in good mood to unite their youths and forbade them to stop holding guns . Youths are also addicted to the event of last five years where they used to attack themselves in the morning as if they are wild animals!. All is a kind of stupidity to kill one flesh. To my understanding, whether disarmament is done hundred times, you may still find guns from the disarmed youths unless guns are removed from South Sudan. My question is, after the guns are disarmed, where are they taken to? If there is barrack where they are kept, who is on charge of that barrack?, They turn to buy the same guns from the same barrack, please let the top government know who is on charge otherwise they are guilt to sell back the guns.
Back to David, the songs of praising the bulls and the girls are not problem, that is our culture, even I sometimes sing those songs here in Australia to recall our beautiful culture. What they need to stop is, never to insult some bodies in songs. Oneness is good for success, there is no differet at all, except that majority is illiterate, or educated with out understanding the life.
