Wulu Commissoner: SPLM-DC, ANC and NCP “seriously arming the population”
By Manyang Mayom
September 21, 2010 (RUMBEK) — The commissioner of Wulu County of Lakes State, Gideon Shilur Mbele has raised concerns over the increase of unauthorized guns in the hands of civilians in the county, with particular concern over those who are politically active.
Commissioner Shilur accused the Sudan People’s Liberation Movement – Democratic for Change (SPLM-DC) of having purchased a large proportion of arms in the area.
SPLM-DC is headed by presidential candidate Lam Akol, and was “born to save the SPLM from the collapse it is heading for.” They purport to speak for the southern Sudanese “frustrated by the Government’s [Government of Southern Sudan] lack of direction” and call for “a government that can unite them and lead them to the day when they express themselves in the referendum for self-determination on unity or secession. In short, they need a roadmap to 2011” – according their launch statement on June 6, 2009.
In January 2011 the southern Sudanese are scheduled to vote on the secession of the semi-autonomous region. Preparations for the referendum are behind schedule and are eliciting concerns from the international community.
Shilur said that there is a dispute between SPLM and SPLM-DC in Domuloto payam, Wulu County between a SPLM Payam secretary and a policeman who defected from the SPLM to join the SPLM-DC, who is threatening the official’s life. There are an increasing number of guns in hands of the population in Wulu.
Shilur appealed to the Government of Southern Sudan (GoSS) and the state government of Lakes State to carry out a disarmament program within the week. There are allegations that since the end of the elections in April, the parties defeated by the SPLM are returning and are mobilizing to campaign against it, especially SPLM-DC which is arming the population in the area at night.
“There are more roadblocks and ambushes being laid down against cars of officials along the complex road of Wulu to it Payams, but my security personnel are working to bring down such security threats,” said Shilur.
Shilur said “The type of insecurity in Wulu at present is the political insecurity – I need urgent disarmament to be carried out in Wulu, especially in Bhar-El-Gel payam, and Domanjo because those areas are key place where SPLM-DC, ANC and NCP operate, seriously arming the population”.
However, Lakes state governor Chol Tong Mayay said that Lakes state community has been peaceful for the last few months, without any reported deaths. He urged the community to preserve peace among themselves and to shoulder the common goal of South Sudan, which he clarified as being in reference to 2011 referendum.

Wulu Commissoner: SPLM-DC, ANC and NCP “seriously arming the population”
To commissonr Mbele,
I’m an SPLM member and nothing will takes that membership away from me in regardless to what. The reason I mentioned my political affilation to your respond is because I don’t want to see you disarm my SPLM membership as well, when by incidently you read my vehement denounce to your calling of those who disputed with you or your buddy(s).
Mbele, actually your calls for disarmment is not bad if it wasn’t politically motivated. Because niether one of your supporting arguments has the prove that indeed the SPLM-DC, ANC and NCP are behind the refusing of the police officer to hands over his gun to the authority. Chol Tong, the respectful governor of great Lake State, have even disputed your argument that there is no any dead incident in the state now for months. Now you trying to tell us that there is insecurity in part of the state of which the governor Tong might have not known or else ignored.
Please Mbele, do not starts dividing our people against themselves prior to the referundum. We all know there is no SPLM-DC, ANC and NCP supporters in Wulu county but SPLM members. If you are just been feared with political competion you might have with some people in the county, then incite hate again into them.
The SPLM soldiers you are calling now into Wulu might not go and do the job they might be sent to. They might go and created another gate of death as the one in Akot, Chueibet greivances. Try to do some before you calls guns firing in the Wulu people again. Wish you great man.
