Sudan’s NCP steps up rhetoric on referendum, threatens non-recognition of outcome

September 28, 2010 (KHARTOUM) – The ruling National Congress Party (NCP) on Monday warned that it will not recognize the outcome of the South Sudan referendum, scheduled to take place early next year, unless certain conditions are met.

South_referendum.jpgThe Sudanese Youth and Sports minister Haj Magid Siwar, who is also the mobilization secretary at the NCP, speaking at a press conference in Khartoum slammed the Sudan People Liberation Movement (SPLM) saying that it was never serious about the option of unity.

The 2005 Comprehensive Peace Agreement (CPA) signed between the SPLM & NCP stipulates that both sides would work to make unity attractive.

However, ever since the accord was sealed both sides traded accusations over the failure to promote unity among Southerners.

Southern Sudan, which is predominantly animist and Christian, is scheduled to vote on independence Jan. 9, but preparations for the vote are badly behind schedule.

The referendum commission is set to start voter registration in mid-October, a process likely to be contentious as officials decide who is eligible to vote.

Another referendum will take place simultaneously in the contested oil-rich region of Abyei, where residents will have to decide whether they want to be part of north or south Sudan.

The composition of Abyei’s referendum commission has not yet been revealed.

Furthermore, many post-referendum arrangements have yet to be ironed out particularly border demarcation, oil sharing, citizenship, national debts and water.

The NCP insists that unless border demarcation is complete, no referendum will take place.

The international community is worried that both sides may resort to war should there be a delay in referendum which some observers described as a strong possibility given the tight timeframe.

At today’s press conference, Siwar pointed fingers at the SPLM saying they have not fully implemented the security clauses in the CPA.

“The SPLA did not implement but 26% of the security arrangements as opposed to the [Northern] army that implemented it at a 100%,” Siwar said, adding that this is a threat to the referendum and a breach of the agreement.

Southern army spokesman Kuol Deim Kuol dismissed the accusations as “baseless”.

“Why do they turn up with this statement at this time? … This is someone who is looking for a pretext of starting the fight. This makes us conclude that the NCP and their SAF (the northern army) have preparations to reoccupy the south,” he told Reuters.

“According to our intelligence estimates, there are seven (northern) divisions dotted along the border,” he added. “We have been expecting that by October they will do something.” Each division, he said, amounted to around 10,000 men.

A northern army spokesman denied his forces had any aggressive intentions against the south. “This is absolutely wrong and there is no evidence,” he said.

The hard-line NCP official stressed that for the NCP to recognize the referendum certain conditions must be met including the redeployment of SPLA to the 1956 borders and excluding the Southern army from the plebiscite operations to avoid appearance of interference in its conduct.

“In the presence of the SPLA, Southerners will vote under threat of arms,” Siwar said.

According to Siwar, the Government of South Sudan (GoSS) must allow campaigning for unity in the semi-autonomous region.

GoSS president Salva Kiir has promised recently that authorities in South will not stop any party from expressing its support for unity.

“There is no freedom of [speech] in the south or for any movement to speak out for unity. Many people have been arrested and some of them were even killed,” Siwar said.

Yesterday, the Sudanese foreign minister Ali Karti accused the SPLM of harassing and intimidating any Southerner who opposes secession.

Siwar warned the international community to maintain impartiality with regard to the referendum outcome and also called on it to fulfill its financial pledges made during Oslo donors conference.

“The international community must [continue to] meet its obligations despite the delay to address some of the negative aspects , and we also ask them for neutrality and commitment to what was signed in the peace agreement,” he said.

He described recent U.S. remarks as supportive of South Sudan secession saying this amounts to interference in internal affairs of the country.

Asked what the NCP would do if the southerners did not allow open campaigning and move their troops, he said: “We will talk to … the USA and the U.N. and the AU (African Union) and say that the other side, they didn’t fulfil the CPA, so we may not recognise the results.”

Sudan’s 2nd VP Ali Osman Taha and the president of the semi-autonomous south, Salva Kiir, vowed last week to work for peace as U.S. President Barack Obama and other world leaders pressured them to hold a planned referendum on southern independence, scheduled for Jan. 9, peacefully and on time.

    Can NCP ministers of Sports and Foreign affairs give the Sudanese and International Community evidence to back up their claims?

    If not they are just another bunch of hoaxes

    It is their rhetoric which made unity option the most unattrative

    They blame SPLM for a problem of their making

    All you are saying Siwar is what is happening now in Khartoum.And you twisted it 180 degrees.(the opposite).The intimidation of the northerns airing pro separation of south in khartoum is worst than you mention.

    The south is planning(arrow boys) ways of defending the Western Equatoria from/Tressing the route of the ICC wanted criminal the Uganda’s Lord’s Resistance Army (LRA) who appeared at the boarder with Darfur.

    They have not implemented the plan yet.

    The lies of the NCP are well known world wide(by the international community) these days.Who are you lying to?

    I found it ridiculous and contradictive, while official in the NCP are working tirelessly to toggle down the CPA implementation, others pleading the international community to fulfill their obligations which was made in accordance to a full implementation of the CPA. What can I say….That’s the nature of Hypocrite minds, if you had the intention of refusing the referendum outcomes from the very beginning, then why you signed for it in the CPA..???!!!

    The only way Haj Magid Siwar, the Amir of Mojahideen can do to deny Southerners their right of self-determination is to resort to his old habit of holly war “Jihad” and Southerners today a long with the other people of the margins are well prepared to teach Haj Magid a lesson that he will continuing narrating it to his younger ones, where the wave of the coming fight may take him. I believe, that the International community is committing a grave mistake, by not raising an eye brow a bout what the regime is currently doing in Darfur, while the Islamist of Khartoum are preparing themselves to fuck up every thing that meant to give South Sudan it’s independence, including the referendum of the two areas. These threats of the regime were first announced by Misseiriyya Arabs of Abyei area “regime’s proxy militias” and today are coming from the Amir of Mojahideen and an inner circle member of the NCP. Sudan his heading towards full-blown confrontations, because of the desperate insistence of the Islamic Jihadists of Khartoum to maintain power will continuing the cleansing of the Africa people.

    I personally expect more from NCP, not only media threads by would very soon delcare Jihad very soon before the referandum. So SPLM/A should be vigilant not to sleep on promises given in UN summits. If you are not ready; before the meetings of the Internatioanl Commmunity to decide what to do with the situations in South Sudan, many people will loose their lives, as it happened in Rwanda and Darfur.

    There is time for ever thing since ncp is defeated politically they panic. South Sudan is Independent, who are you to recognize them we do not need your recognition. You north sudan never recognize Southern Sudanese since 56 and we will let our selves be recognize lonely that is through UDI resort or what ever good with you. we do not need your recognition go to hell with it devil mined minority, go, go with your sharia law to arabian penansula.

    It’s a done deal. Southerners are matching out of the bondage of Islamic Regime.

    NCP can say all it wants but guess what? Such calling, not considering plebiscites by the Southerners on Referendum or whatever isn’t altering any intended mission. It’s all over!!!

    To all Southerners,

    Don’t let these wild animals deter your focus and impede our progress toward independent State. We have waited for this for so long, many lives have been lost, many lost their home and dignity. SAF (NCP) better prepare, this is not 1980’s or when brother were against brother. People from South have better understanding of Jalaba now than before and many of our people are now onboard supporting one goal—Independent South. We have occupied south for last five years and for you to come to our house and occupied it again is something impossible. It’s not going to be like gorilla war but state vs state.
    For NCP to come out swinging their jabs at SPLM for violation is absurd. NCP were the one who violated CPA since the beginning. Boarder demarcation supposed to been done in the first six months of CPA, six months turn out to be six years. Now, tell me who violated the CPA?
    The International Community will support the outcome of the referendum may be with exception of AU which never done anything to people of Sudan except to cover-up criminal Bashir who will end-up in the hand of ICC anyway.

    do Muslims on earth fear dead? dear readers south sudan will never be scare/intimidated by any body on this earth, if the world is on our side who else could be against us, the only assurance that i would request from us is only to do the sensitization and informed our people deep in the village to get register for referendum. i know Riek Machar is there and Anti Eto will do the responds to barbaric ideology post by the gargantuan minister in Khartoum.

    Oh, is this the unity that the NCP is calling for? I do not think the NCP people really understand their own political position. They should know that things are not as they used to be in the past. South Sudanese have taken a stand and there is no level of intimidation that will stop them from doing what they want to do now. Sir, I am sorry but take it quitely. We will meet in heaven not in the so-called Sudan.
