Bashir accuses Sudan’s SPLM of reneging on peace accord, warns of possible conflict

October 9, 2010 (KHARTOUM) – The Sudanese president Omer Hassan Al-Bashir directed criticism at his Vice president Salva Kiir who heads the Sudan people Liberation Movement (SPLM), saying that his public support for the South’s secession is a violation of the 2005 Comprehensive Peace Agreement (CPA).

beshir8.jpgSudan official news agency (SUNA) quoted Bashir as telling participants at an emergency Arab League summit in Libya that he regrets what he described as “reneging” by the ex-Southern rebel group on the obligation stipulated in the peace accord by declaring that it is working for the separation option.

Addressing his supporters last weekend in the south Sudan capital Kiir said he will not vote for Sudan’s unity since the north has not made unity attractive ahead of the referendum.

The referendums in south Sudan and the oil-rich region of Abyei were a centrepiece of a 2005 accord which ended two decades of civil war in which about two million people died. Both the SPLM and the ruling National Congress Party (NCP) are supposed to make unity the attractive option per the CPA.

Preparations for the key vote have proceeded haltingly amid political and logistical obstacles, and the southerners have accused the northerners of stalling, warning of violence if the referendum is delayed. It is all but certain that the Abyei referendum will be delayed as the commission to oversee it has not been established yet.

Bashir addressing his Arab peers said that a number of outstanding items should be resolved before conducting the referendum namely the border demarcation, citizenship, wealth, national debt and water. However, Bashir fell short of saying that the exercise will not be held without an agreement on the post-referendum arrangements.

He said that failure to address these issues before the referendum threaten to make the process a venue for recreating the military conflict between the North and South.

The Sudanese leader stressed that the plebiscite must be conducted in fair and credible manner and should be free from foreign interference that have other interests in mind other than those of Sudan and the region. He said that his government has a “moral and political obligation” towards a voluntary unity through a transparent vote.

Furthermore, Bashir expressed his conviction that Arab and African leaders will work to support the unity of Sudan because it is a key to guaranteeing stability in the Arab and African world.

The Saudi foreign minister Saud Al-Faisal echoed Bashir’s assertions on the importance for having a fair vote in the South.

“Sudan, a member of the Arab League, is facing the threat of division. No Arab League member can justify its neutral stand on the issue. We have to support Sudan to overcome these dangers,” Al-Faisal said.

Prince Saud opposed the division of Sudan, saying it would not serve the interests of any party. “In our opinion neither the interest of Sudan nor those of the rival parties can be achieved by the dangerous move of division,” he pointed out.

The Arab leaders upon hearing Bashir’s speech and on recommendations of the Qatari Emir Sheikh Hamad bin Khalifa Al Thani pledged $1 billion to support development in Sudan.

    Relax and try to make some sense here. Kiir is a citizen of the South and has the right to choose between secession and that unattractive unity of yours, okay?

    Now the NCP has failed to make unity attractive, which should have been its sole and prioritized obligation in the South. Instead, as usual, it has resorted to making it unattractive by denying the South development, stealing the 50% of oil revenues which should have gone to the South. And instead giving only 26%. The NCP works to destabilize the South by supporting armed elements, etc.

    How do you think unity can be attractive to southerners when your regime has wasted six years of interim period doing irresponsible things and reminding the South about the north Sudan’s bad intentions against the South.

    Well, now you are calling for war against the South. You know that Sir. Was it not the forces of Dr. Riek Machar that wounded you in the leg in Malou, Unity state in 1988 before you became President. How did his forces reach you? Was it not in the open battle field.

    Don’t call for another war this time because you may regret it. Khartoum may not be a safe haven for you this time, Sir.

    If I were you, I would have worked to let South go and establish a good relations with it as a future neighbouring independent country.

JEM will advance toward Khartoum for the West, we will do the same from the South and Beja Lions will give you their best kick from the East. Where are you going to go? We are made up of a fearless generation. A war in next 3o years is okay with us. You will not live that long. You will suffer.

    President Bashir! You and your NCP members where showing an attractive unity to SPLM. You have been issueing degrees of expulsion of NGO’s and Diplomats without the knowlegde of your First vice President Salva Kiir. According to the CPA you were to issue a degree after your Ist vice president is aware. But you have been dealing with expulsions, agreements alone. Our President Salva Kiir has the right to say, He will vote for seperation during the coming refrendum as a Southern Citizen not because he is the First Vice President of Sudan or GOSS President. You Bashir must also vote in Khartoum for unity if you are entitle to vote. Don’t keep beating the drums of war.

    We dont care of pressures Bashir, the real South Sudanese are all saying Separation and must vote for it, though you mobilized those Arab to grant those support, take that one billion dollars for ur developement dont cheat us of money we live for four decades without money and developement here in South Sudan.
    we will make our own developement after our independence. Independent of South Sudan is our first priority not developement, developement will be our second priority.

    You Arab have cheat us for long see the way you dress, saying its Sudanese public dressing. I dont like my president to dress that traditional Arab dressing Sudan is not for Arab. Sudan will unite if you ceased those traditional Arab cultures, Change ur fucken Omdurman Tv logos, and broadcast in all English,Arabic as International languages Dinka and Nuer because they are the major tribe in Sudan.

    Bashir talks of what he does not know its outcome. In which articles in all the protocols was it agreed to campaign for unity? I wondered when they said it is the violation of CPA. Which CPA are they referring to? Please don’t blame him, because these are the last kicks of the dieing government.

    Sudan is in war since independent Bashir, it has never been in peace to threaten South Sudan for going back to war. You came on power by war and will go by war if you don’t know.     Mr president, it is high time you realise the importance settling post referenda issues with SPLM. You either do it or leave it. Advertising war is a very weak strategy that cannot intimidate SPLM/A and its subjects. Mr president, you and Taha need to thoroughly review the CPA once more. There, you will find that there is comprehensive security protocol that certifies two separate armies (SAF and SPLA). and it is significant. That was the most startegic aspect of the CPA security wise, therefore neither the NCP nor SPLM should engage in threat prescription towards each other. On the contrary, NCP has consistenly been doing so. Do what you deem fit but if I were you, I would direct and concentrate my efforts towrard establishing mutual coexistence with the South after 9 Jan, 2011. Southern stability is necessary for Northern stability as well.

    As for the SPLM, we shoud not get frustrated by the deeds of NCP. Let us work tirelessly until 9 Jan, 2011to ensure that we get some of these issues resolved. As intensive diplomacy continues, let no one compromise our future. We need strategic negotiations not threats as the NCP does. If action is needed to preserve our national security, we will act. I view South as a state.

    Hand-shake or hand-crash will celebrate independence.

    Omar Beshir is very lucky, otherwise he could get himself in the jail. Salva Kiir Miyardit made a big mistake to prevent Omar Beshir from going to jail. Now, what happen? Omar Beshir, the one whom Salva Kiir Miyardit was supporting last time is now turning himself as someone who is accusing or warning the SPLM from making conflict. If the Northern Government under Omar Beshir tried to give the right to the Southerners, then there is nothing that I can see will block the Southerners to takes up arms. Southerners by all means have to fight for their right whether Arabs wanted it or not.

    In addition, we Southern Sudanese people, we are no longer in need to have any contact with Arabs anymore. Let Arabs ruled themselves in the North and Southern Sudanese people will rule themselves in the South. Omar Beshir is a mess, but he is lucky because he get support from Salva Kiir. There is a time for everything. Today, is a time for Omar Beshir, Taha, Hassein Turabi as well as Salva Kiir, but tomorrow, it will be a time for others people. I’m not happy with these two people Salva Kiir Miyardit and Omar Beshir in the way they runned the government especially Omar Beshir. They are playing a game which will not benefit the whole Sudanese people. Salva Kiir Miyardit on the other hands, he has contributed a portion of mess in this situation too. A leader need to be someone who kept the word, but not fluactuating the word from word to word. I’m sorry to say this.

    Kiir has just spoken as a Southerner and he knows what is good for the Southern Sudanese. Does it violate if the CPA is he says that he will vote for separation. The Referendum act says that one of the rights of an Individual or Political Party is the freedom of expression on one of the two Options of the Referendum. Declaring violence because Kiir said he will vote for separation is itself a violation of the CPA, Bashir must stop threatening Southern Sudanese.

    Dear People of Sudan

    Reneging the commitment signed! Yes. The SPLA/M has been very negative towards the implementation of the CPA since the assassination of the South hero and leader Dr. Garang. Any careful and fare observer will come to the conclusion that Mr. President of the South and those influencing him were working for nothing but their interests, wasting the hopes and ambitions of the Southerners. Needless to mention any of the corruption of the GoSS – it is crystal clear. The Southerners know about this more than the whole world, because they are the ones who are directly paying more than possible for the ignorance and bad politics of SPLM. The South has never been as divided and frustrated as it is now due to the blunders and blunders of the stray boys of the South itself.

    The CPA provided a historical opportunity for Sudanese people to resolve their differences peacefully. The major defect was that NCP and SPLM failed to involve other political and civil society organizations and the grass-root leaders in Nivasha. SPLM/A ignored all the true provisions of the CPA and continued to rule with the bush mentality. Nothing has been achieved but destroying the CPA and dividing the Southerner deeper. Let the bitterness of wasting the oil money in personal and ethnic preference.

    The political ignorance of the nowadays dominant leaders of the South has lead to continuous violation of the CPA. Yes, the behavior and stupid decisions and announcements by the key figures of SPLA/M need no citation, but the latest ones by the President of the South are unbelievable. How come he vulgarly violates the CPA like so. He made himself a ridicule. He shamelessly requested the international community to deploy UN forces along the borders with the North. Imagine this stupidity? Can that be done? Where the borders are?

    I am so sure that the support of the West to the secession of the South will diminish, especially under the current leadership of GoSS. I think, the West would replace Silva Kiir with Lam Akol or Pagan. Akol is better off. That is why Mr. President is trying to resolve differences with the SPLM DC. It won’t work either.

    Every day the situation is getting worse and this is motivating the appetite of the West and other interested International looters to push their nose in the affairs of the South and the Sudan as a whole. This is not accepted by the Southerners and for sure will give the North all the reasons and legal evidence to reject the result of the referendum. On another arena, Abyei dispute is worsening and war between Misseriya and SPLA is investable. Furthermore, SPLM has not completed its deployment of its (forces) South to the 1956 borders and to worsen the situation more, it occupies some territories of the While Nile State.

    The UN delegation knows it that a peaceful and transparent referendum cannot be conducted in the remaining period and in light of current situations, and with so many pending agenda between the so called peace partners.

    The South is ready for a 20-years war with the North – said an SPLM representative in Egypt. Is this what we Southerners deserve? Is this the right stand, especially that SPLA/M and NCP did nothing but harming the people of the South and the Sudan as a whole.

    The problems are too difficult to solve. In fact, they are unsolvable. It is much better to implement the CPA properly and put the future of our generations as priority – not the current leadership selfish and unwise practice.

    Beshir’s NCP is fermenting war which will be counterproductive to the progress Sudan has achieved since the signed of peace agreement in 2005. Resumption of conflict shall signal the worse doomsday scenario of larger scale ever African states experienced.

    The predictions will be hastening the vision of our Great Hero Dr. John Garang – The creation of New Sudan of Justice, Equality and Democracy could be attained ushering new political dispensation to groups like Darfurians, communities of Blue Nile, Nuba Mt, Eastern Sudan, the Nubian people from far north etc shall snatch power once and forever. The South Sudan as a sovereign state may join the north again in confederation since the few Arabs clique who have been ruling the Sudan since independence will no more be a factor.

Since the people of South Sudan signed the CPA they knew that it’s not an ultimate victory therefore, they did every to counter the threats of Khartoum’s genocidaires, so try it Al Bashir and you will see.

    Al basir is wasting his time. southerners are ready for whatever basir dream of doing pre refrendom and then. I’m confuse some time when sudan president says, sudan is a member of arab league. sudan is an Africa no any connection or relativivty to our sudan identity. those are just the lost people of the north. if that is because, majority of the north are muslim that wouldn’y make sudan an arab league. that is redicilous. there are other country in africa who are 99% muslim that didn’t make them to be arab league.
    no mater what happned in the process of refrendom south sudan will be a new nation in Africa in January, 09,2011. this peace agreement would not be like 1972 addis ababa agreement.

    if the north decide to go to war with the south, the south are fully ready to defend itself in all level. and this would be a different war then the 21 years civil war. the north will smell a cloud of gunfire near their reside in khartoum.
