South Sudan to form transitional government and call for fresh elections after referendum

October 16, 2010 (JUBA) – A conference in Juba of Southern Sudan’s political parties has resolved to form a new transitional government in the region after the result of Januray’s referendum on independence is announced.

Analysts believe that the south will vote to secede from the north in the poll, which was agreed as part of a 2005 peace deal between former southern rebels the Sudan People’s Liberation Movement (SPLM), and Sudan’s ruling National Congress Party (NCP).

The conference on the upcoming referendum and post-referendum era was called for by the President of the Government of Southern Sudan (GoSS) and Chairman of the SPLM Salva Kiir Mayardit. Organized by GoSS, the meeting aims to reach a consensus on the referendum and the future of the south.

Chaired by the south Sudan’s Vice President, Riek Machar Teny, the five-day conference has been attended by the leaders of 25 political parties in southern Sudan and southern political leaders who are members in northern political parties.

Delegates have conducted intensive discussions on the future of the south since the conference was opened by Kiir on Wednesday.

Senior SPLM officials including the two other deputies, James Wani Igga and Malik Agar as well as the party’s Secretary General, Pagan Amum, participated in the dialogue.

Sources close to the conference told Sudan Tribune that a consensus has been reached by all the political parties, including the ruling SPLM, to form a new transitional government inclusive of all the political parties soon after the declaration of the referendum results.

The transitional government of national unity in the South would then fix a date for fresh elections, the source said. It will also conduct a fresh credible population census in the region as well as review the Southern Sudan interim constitution and draft a new permanent constitution, they went on.

As result of last April elections, the ruling party in southern Sudan, SPLM, controls the Southern Sudan Legislative Assembly and nine regional assemblies in the other states expect Western Equatoria.

Southern Sudan opposition parties contested the result and accused the SPLM of intimidating their supporters and manipulating the results of the polls.

Sources at the conference say that all parties present including the NCP leaders, have agreed to timely, free, fair and transparent conduct of the referendum on January 9, 2011.

The final resolutions of the conference are expected to be read out on Sunday in the presence of President Kiir during the official closure of the event.

    Dear Southerners,

    No one can be happier than me. It has been my dreams that Southerners of all political parties, civil society, community and religious leaders may come to terms and unite. It is very pleasing that SPLA/M is now listening to the “other” and admitting that the South must be for all – not for a superior party who used development resources to strengthen its presence on specific political structure or ethnic line. It is a good day for the South.

    I will wait to know about the details and read between the lines then make my real input.

    There is a lot to be done – more than any of us might have thought.

    It is a good idea planned a head by all political parties of southern Sudan to build a strong and wise nation after referendum.thanks all of you leaders of political parties.let us leave any internal conflict among ourselves and look only at what Arabs will do.

    I think you two need to go where you come from since it look like you are not belong to here and at the same time, It seem to me that you don’t get the realities of this meeting. Go home in peace and blind only your people not Southern Sudanese who suffer enough and try to solves their differences

    You got it right Machingala. But, the worst part of this is that, these people Gatwech and his like are dead people talking. They like taking what they haven’t toiled for. Useless!!! They defend a cause that nearly did away with South aspiration. Their self-aggrandizing of bringing self-determination is baloney and a laughing matter altogether.

    During the inception of SPLA/SPLM, it was stipulated in their manifesto that, the movement strove to liberate the whole Sudan and if that failed to materialize then Southerners will opt for secession. This is the exact phase we are in today. And these filthy and dirty traitors kept on asking people: And I quote: “If you are reminded of 1991 massacre what will you do”? Is this a rational question to ask?

    This is silly as it gets!!! This Gatwech is a lousy agent of Riek Machar. If he writes for himself he would have gotten warned of soiling Riek reputation but why Riek and the entire Nuer community allow this rowdy boy to brew conflict as such? He is sent public for a reason!!!!

    Gatwech, if Lam and Riek did defeat SPLA/SPLM in those days I don’t think Southerners would have reached this far. It is a fact. You got to believe it. NCP would have incorporated Riek’s army into Sudan army forces long time ago, and long gone would have been this self-determination you fake to be yours.

    Thanks to Dr John Garang and his team for defeating Riek’s split.

    Why don’t people like Gatwech puts aside this tribal looking and learn to appreciate the realities?
