Sudan ready to negotiate with Darfur rebels before end of 2010

October 22, 2010 (DOHA) — Sudan said willing to continue peace talks with the other rebel groups that boycott the peace process in Doha stressing they have to join the negotiating table before the end of year.

The joint peace mediator and the host country Qatar announced recently they are working on a peace document including the peace agreement between the government and the Liberation and Justice Movement.

In order to reach a final negotiated agreement, this document would be discussed with the Justice and Equality Movement (JEM) and the Sudan Liberation Movement (SLM) led by Abdel Wahid Al-Nur. These groups if agreed they would be invited to negotiate a peace deal with Khartoum.

However, the Sudanese government and LJM rebels have to finalize an agreement before the end of the month on some outstanding issues including the establishment of one region in Darfur. Khartoum still refuses to concede on this point preferring the existing three states system.

Speaking in a press conference held in Doha Thursday after meetings with the mediator and the Qatari state minister for foreign affairs, Ghazi reiterated the need to conclude an inclusive and a comprehensive peace agreement before the end of the year.

“Anyone who does not join the peace process and observe the time constraint of the negotiations set by the mediation will isolate himself,” said the presidential adviser who is in charge of Darfur file.

“We do not exclude anyone in order to reach peace, but peace should not be held hostage by those who do not want it,” he further said

JEM and SLM for different reasons are not part of the Doha talks. However the two groups are discussing with the joint mediator ways to join the negotiating table.

SLM leader Abdel Wahid Al-Nur said he will convene a meeting for the SLM leadership council in Paris to decide on the way forward in this regard. Al-Nur last July met with the Qatari state minister Ahmed bin Abdullah Al-Mahmoud who is in charge with Darfur dossier

JEM leader Khalil Ibrahim, currently residing in Libya, said he wants to return to Darfur to consult his field commanders before an eventual return to Doha. The group was part of the talks but was not happy to see the emergence of LJM, and then suspended its participation last May.

    There goes the NCP again, they want to fool the Darfur rebels so that they can lay down their arms so that the NCP can shift their military focus on the South.

    The fate that had befallen Minni Minnawi and the hand picked position seekers was clear indication that the genocide regime of Khartoum are not and will not be prepared to make the due concessions pertaining to the peace in Darfur; which include a among other things the stopping of the Genocide and the disarmament of Janjaweed militias. However; the regime is crying peace only to buttress its genocide strategy and gain time and momentum; to lull the situation in Darfur in order to renege the referendum and every lay man knows that. Today an authoritative source told me that; Khartoum is paying 1800 thousands Sudanese pounds for every recruit willing to join the army to fight and soon Al-Bashir will declare state of emergency in the Country. So which peace the genocidaire Al-Attabani is talking a bout.
