Holding referendum on time will be a miracle, Sudanese official says

October 27, 2010 (KHARTOUM) — Conducting the referendum process during the remaining short period will be a complete miracle, said the head of the Southern Sudan Referendum Commission today.

Mohamed Ibrahim Khalil made the remarks following a meeting in the Sudanese capital Khartoum with the First Vice President Salva Kiir Mayadrit who is also the president of southern Sudan government.

“The time is very short. It will be a complete miracle to conduct the referendum in the short remaining period. However, I still believe that the miracle can happen,” Khalil told reporters on Wednesday.

The head of referendum body stressed that the process is facing increasing obstacles and it would be absurd to inform Sudanese that the process is easy to conduct. Lack of financial resource and time are cited among these obstacles.

Salva Kiir who took part in a meeting of the Sudanese presidency on the post referendum outstanding issues and Abyei refused in an interview published on Tuesday by Al-Sudani daily newspaper any delay for the vote on southern Sudan independence.

“We, in the southern government say to all that the referendum will be conducted on the ninth day of January next year, and will not give up on this date, even if America or any other party so requests, will not give up,” Kiir stressed.

Voter registration is scheduled to begin on November 14 and last for three weeks until December 24. Campaigning will begin on December 7, and the final voters’ list will be published on December 31.

Khalil underlined that there will be only five days since the publication of the final voter lists.

“This is a violation of the (Southern Sudan Referendum) Act,” he said.

He further said they wrote to the Sudanese presidency highlighting this point and they are still waiting its decision.

Khalil had already met with President Omar Hassan al-Bashir to discuss this issue.

Salva Kiir disclosed in his interview that the National Congress Party has agreed to hold the referendum without the border demarcation, stressing that the NCP refused to perform it when he had asked for that before the national census and the elections.

    Well, the truth of the matter is that, the NCP should be blamed for the lack of time because its political elites have been playing a delay tactic in CPA implimentation since day one of CPA in 2005.

    So Mr. head of referendum, direct that blaming finger to NCP in particular and Northern Sudan in general. This has absolutely nothing to do with SPLM or South Sudan. Much time had been wastered by NCP’s lack of political will. However, the chicken has no come home for roast.

    Wow! I don’t see such a thing Mr Ibrahim, there is no point of such argument here because the culprits to the delays of all whatever step that would have been taken were you the NCP but not the SPLM/A. So such miracle is well anticipated by all Southerners as Jesus Christ rise from the death after three days, so if you guys are doubting Thomases about the happening of the Referendum then it is upto you.

    Big is Big, we will see Who will own Southern Sudan resources after referendum.

    Mr. Mohamed Ibrahim Khalil is still sleeping, even though he is head of southern sudan referendum. Southerners has already what to be next year.
    So, you are just staying in that post but without hope southern sudan no longer your part of NCP Sudan.

    Anyway, global world are watching for your miracles to happen. continue performing your miracles to happen.

    Southern Sudan people were fighting you for 21 years alone but now since Darfur and eastern Sudan has problems with Bashir government.

    This is exactly what the NCP has been waiting for, play delaying games then eventually call for a delay in the referendum to may be February….March etc. SPLM should have seen this. The Chairman of SSRC is a mole of the intelligence services in the North that still has sway in the direction of politics in the North.
    To the people of the South, brace yourself for a delay at least 2 months….or else go for a faulty referendum that may lead to you loosing on the 60% threshold.
    But please do not declare a UDI becasue you risk not being recognized. Let the international community deal with the North if they delay the plesbicite. Dont play into their game plan of pushing you to the edge then you make an irrational decision then blame you for the resultant chaos.

    According to my own understanding, holding the referendum on time will be a miracle since there is enough time to end up the process before voting time come. Ibrahim must to build a confidence on holding a referendum on time rather than using useless that can interrupt the referendum time.

    My final word is, if Khartuom government delay the referendum then Southerners have their right to hold their own referendum since they had already scheduled their timetable. Go ahead Southern government, Southerners are ready for referendum.

    Referendum MUST go ahead as planned.
