Sudanese activists call for dual nationality and four freedoms between north and south

Referendum and Citizenship

Campaign for Asserting Citizenship Rights and Peoples’ Unity

October 25, 2010

To the Sudanese people:

We, the undersigned from all parts of Sudan, the East, West, South, and North, were alarmed by the conflicting and inflammatory statements in relation to the referendum and its impact on people’s life and security.

In our attempts to reduce the prevailing atmosphere of fear and tension, we would like all Sudanese to support the following rights in case that the outcome of the referendum is the separation of the south:

First, the dual nationality for Southern Sudanese living in the north who wish to remain in the north, northern Sudanese in the south who wish to remain in the south, and the pastoralist tribes in the border areas. This should be in accordance with rights that were granted by Sudan’s Interim Constitution, international laws, and guided by other practices around the world. This should be agreed upon and announced before the referendum.

Second, the rights to the “four freedoms:” freedom of movement, of residence, of ownership, and of work, for all northern and Southern Sudanese in both regions. This must be agreed upon and announced before the referendum for a secure polling and post-referendum period. We also hope that by protecting these rights, we must set a standard for future unity, as our generation has failed to preserve it.

We insist that the two parties of the Comprehensive Peace Agreement refrain from inflammatory public statements so that citizens from Southern Sudan in the north and those from the north living in the south feel secure in their life and property.

We would like all Sudanese to defend and promote these rights in diverse forums inside and outside Sudan and remain vigilant against rumors that are designed to spread fear and create conflicts.

We call upon civil society organizations, intellectuals, singers, artists, public leaders, political parties, and the media to sign this statement and to support our campaign to demand the implementation of these rights.

We pray that God will spare our country from conflicts and divisions.

The NCP wont allow that unless their is an undertable agreement or something. Not that it cannot accomodate the southerns in the north who has already sorted their way of life there. The NCP knows that it will be a logistical nightmare for the splm to accomodate thousands of returnies perminantly in the south all of a sudden without situation induced conflicts, so, its a valuable card for political gains for the NCP. And regarding the northern intersets in the south, its not a big concern for them with the execption of oil. That doesn’t mean that the NCP is the only selfish partner but also the SPLM is selfish and wants to get all the goods of seperation and all the benefits of unity and they don’t give a damn about the people of the north, they just want to punish the north infact.

    Peace.
