Security workshop between three southern states concludes in Rumbek

November 4, 2010 (RUMBEK) – A two day inter-state community consultative security workshop concluded Wednesday in Rumbek, the capital of Lakes state.

The workshop was attended by communities who live on the borders between Unity state, Lakes state and Warrap state including Pinyjar, Mayendit, Rumbek East Yirol East, Tonj East, Rumbek North, and Rumbek Central counties.

Seven county commissioners addressed the workshop on the issue of cattle raiding and how to improve security between the three states ahead of the south’s self determination referendum in January, which could result in the south forming it own country.

Since the signing of the Comprehensive Peace Agreement in 2005 in which the referendum was agreed, the relationship between Unity, Lakes and Warrap has been characterized by cross border cattle raiding and counter raiding.

Lack of infrastructure and telecommunication networks dominated the talks given by commissioners. They recommended that donor organizations focus on providing telecommunications equipment. The commissioners also requested the Government of Southern Sudan to provide security forces along the borders to prevent and react to any cross border raids.

As well as requesting troops the commissioners appealed to the Southern government in Juba to put more effort into upgrading South Sudan’s judiciary and police to impose law the in a fair just way to community.

The commissioners also recommended that Marial-Lou airstrip and Akot airstrip be maintained to allow for goods and referendum materials for the south’s upcoming referendum vote to be delivered.

Speaking at the end of the workshop on Wednesday, Lakes state deputy governor Daniel Ayual Makoi, said that meeting would allow the neighboring communities to conduct a peaceful and professional referendum. He said that continued insecurity between these three states Unity, Lakes and Warrap was preventing the region from progressing.

Before the 2005 peace deal south Sudan had been at war with the various northern governments over resources, religion, political and economic marginalization among other causes.

Chiefs at the workshop, proposed that a youth association composed of Unity, Lakes and Warrap should be established to help lower insecurity.

They also recommended that youth need to be engaged through manual work such as making bricks as well cooperative business and adult education set up by government to keep youth busy and decrease the likelihood that they will engage in criminal activity.

    H.E.Daniel Ayual Makoi and seven county commissioners of Warrap State, Unity State and Lakes State I appreciate you’re sitting and Maburuk Alekum but I would like to ask you one question how many workshops, meetings, conferences have been conducted and the situation not changed?

    Even last three months the middle of this year our states received millions of dollar from donors to reduced the insecurity but nothing unchangeable, what else?

    I am delighted to hear that during the last three days of this 8th Governors Forum, you were able to engage in frank and constructive deliberations.we could not attend the opening in person, because Although all Southerners were not here in person,we are able to follow your deliberations with keen interest. I am pleased to learn that the presentations made by our State Governors were very wonderful. I congratulate all the Governors for the achievements of their respective states during the short period they spent in Office. coming back to security “Security is mostly a superstition. It does not exist in nature, nor do the children of men as a whole experience it. Avoiding danger is no safer in the long run than outright exposure. Life is either a daring adventure, or nothing.” and we not worried about the security in Lakes state at the movement because current people are very clear (Ayual Makoi plus the big Eng. Chol) and in fact, “The man who looks for security, even in the mind, is like a man who would chop off his limbs in order to have artificial ones which will give him no pain or trouble.”
    and as quoted that Security is not the absence of danger, but the presence of God, no matter what the danger.” simply because our leaders are bless by God due to their believing in God.
    Now I hope there will no any other problem in Lakes state and southern Sudan as whole these are their leaders whom they elected. that mean they will wait for referendum as prepared as usual.
