Jonglei governor says delays in funds from Khartoum behind slow road construction

November 9, 2010 (BOR) – Jonglei governor Kuol Manyang Juuk said Monday that the slow speed of building road networks in the southern state is due to the delay in releasing funds from the central government.

“People in Khartoum don’t want to release money for any development in the south [Sudan] because they want to see the outcome of referendum [first],” governor Kuol told a rally to officially launch media campaigns for outlining the choices of unity and separation.

South Sudan is widely expected to opt to become independent in a referendum in January.

Eyat Company for roads and bridges and Pavement Company started working on roads in Jonglei state in August, 2010. Both companies have not completed a combined 10km length nearly three months.

Pavement Company is working on roads in Bor town. Eyat has started construction 6km east of Bor town on a road leading to Gadiang at eastern Twic East. It will also connect the state capital to Pibor and Pochala in the east, northern counties of Duk, Ayod, Fangak and Pigi as well as Uror, Nyirol and Akobo in northeastern territory.

The planned network would be the first all weather roads in Jonglei state.

Heavy rains have caused delays to the infrastructure projects as well as preparations for voter registration for the referendum due to begin next week. This has made transporting materials to registration centers challenging to the United Nations Mission in Sudan, which is providing logistical and technical support for the vote.

Governor Kuol told the crowd to make sure that every person registers for the referendum despite the transportation constraints. He said that state citizens were free to campaign for unity or separation.

“Allow all campaigns [for unity or separation] without interference”, he said.

However he said he did not think unity campaigners had a strong case questioning “which unity are they [unionists] going to talk about? The unity of unequal development! Or the one where national budget is shared with biasness?” he said attracting ululations from separatists in the crowd.

In a related development, training for referendum sub-committees and voter registration center staffs has been completed in Jonglei state. The officials are due to move to the various registration locations with registration due to begin on November 15.

    Bortown is the birth place of the SPLM/A and what start here on may 16 1983 should not end with a hideous unity. Nothing has changed Khartoum that will attract us back easily. So it will be hard for the unionists to sell their agenda here in this city, even Abel Alier or Riek (both from Jonglei) cannot come to talk to us about unity because they will be defeated in a simple debate about unity/separation.

    Dear Southerners:
    What started is about to end in the next two months. 21 years of war and 6 years of peace is what describe our struggle.
    Actually we are closer to the finishing line and our goal (independence) is reachable.
    And if there is anything that will let the referendum slip away, it will be the SPLM. The arabs are working day and night everywhere in the Middle East and in Khartoum and in Cairo trying to do everything possible to make the results to be declared “UNITY”. SPLM is only “watch dog” that can guard the referendum, I mean we should not rely on the UN to safeguard the CPA and results. The UN can easily be out-foxed by NCP thugs. The UN cares but it is the responsibility of these officials (SPLM’s) to counteract all gimmicks from NCP. These gimmicks include tactical and intentional delays. One would say that the resignation of the top referendum officials is an accident but it is not. Salva needs to know that Omar is working to his effort in every corner. He and everybody else need to wake up and be more prepared than ever before. We are 50 yards away from the finishing line. We need to finish this issue of the north-south problem now not with Anya-nya IIII. SPLA oyee.

    Even means that 1 billion SP for each family member in the south sudan given by the northerners for unity no one will vote for that.Southerners has a chronic experiences with Arabs behiours.
