SPLM says foreigners attempting to register for southern referendum

November 30, 2010 (ABYEI) – Leading officials from the South’s governing Sudan Peoples’ Liberation Movement (SPLM) on Tuesday say people who are not Southern Sudanese have been allowed to register in Uganda for the regions self-determination referendum.

The vote in semi-autonomous region is part of a 2005 peace deal between the SPLM and the National Congress Party who dominate the central government.

Moses Duku Larco Lomayat, information officer in the office of the South Sudan’s President told Sudan Tribune in a email from neighboring Uganda that they have discovered foreigners being registered in referendum.

“We have discovered some non-South Sudanese were given Sudanese documentation (Identity Cards, Nationality Cards and Passports) and money by Mundukurat for them to register and not to vote at the voting date. This is an evil plan by Mundukurat which we have discovered long time ago”, Lomayat’s email said.

The official said that he had traveled to Uganda from the south’s capital Juba on November 26, for what he described as “an urgent important Mission.”

He says that the SPLM have witnessed foreign nationals attempting to register to the January plebiscite. Registration began on November 15 and will run until December 8.

“On Wednesday, November 24, a non-Sudanese went to one of the Referendum Voter Registration Centers in Northern Uganda to register his name. When his turn for registering his name came, he produced this Sudanese Nationality Card and when he was asked which tribe is he from in Sudan, he said he is a Zande by tribe. He was asked again which town or city in Sudan he is from; he said he is a ZANDE FROM KAPOETA,” explained Lomayat.

He claims that the man was not allowed to register as SPLM agents at the center believed that he intended to register but not vote. A 60% turn out is needed for the vote, which must expect will be in favor of southern secession, to be valid.

“He ran away without registering leaving behind his identification card because there was one of our agents known to him and was at the same center. When he saw him [the SPLM agent] the non-Sudanese got out from the line, ran as fast as he could and got on a Boda Boda (Motorbike) and disappeared from the scene leaving behind his identification card,” he explained.

Lomayat called on south Sudanese to be watchful during the referendum process.

Bol Makueng, Head of the SPLM Secretariat for Information, Culture and Communications, also told Sudan Tribune that there are also a lot of reports from Egypt of non south Sudanese being issued national identification cards to register.

“We have been receiving a lot of complaints these days from Egypt and Uganda that officials at the Sudanese embassies in these countries are giving out national identification cards to non south Sudanese to register. The living example is the one caught in Uganda,” said Makueng.

He said he received a report from Uganda that a non-southern Sudanese who claimed to from the Azande in Western Equatoria was also discovered.

“A pure Ugandan from physical appearance and the language claimed to be south Sudanese from Yambio but failed basic question by saying that was a Zande from Kapeota. See! Kapoeta is not an Azande town. Azande in Sudan are found only in western part of Western Equatoria, particularly, Maridi, Yambio, Tambura, Ezo, Ibba and other areas leading Congo. There are no Zande in Eastern Equatoria. There are tribes like madi, Acholi, Latuka, Taposa, Didinga just to name a few,” said the official.

    Dear Sudanese

    There is something worth mentioning in relation to South Sudan referendum. Irregardless of how others see it, the people of Southern Sudan would not accept anything less than seccession. What this mean is that the people of South Sudan equate referendum with SEPARATION. This is a reality that both Northerners as well as pro-unity Southern Sudanese should genuinely understand and accept as a matter of fact no matter what.

    However, any Sudanese, whether a Southerner or Northerner equiped with devious concepts or plans such as; non-recognition of South Sudan secession or wishing less turnout of some South Sudanese who have already registered through corrupt practices, a move planed by our enemies including NCP to satisfy the politics of less than 60% turnout is either daydreaming or fouling him/herself. Anything short of South Sudan separation mean WAR to SPLM, SPLA and the civilians of South SUdan. Think about it.

    i give a credits to the identifiers who are really their job successfully.NCP is working all days and nights in order to abort and hijack the self-determination for people of southern sudan.
    all the southernes who are qualified for registration votes have to watch out.Every citizen has right tell or say something when you notice some suspicsous to protect our right which is self deterniantion.
    Look at that confused element,he said he from zande of kapoeta.hahaha.we s.sudan know who are residing in kapoeta.

    SPLM should be vigilant for the Southern Sudan Referendum process its birthright which can not be exercise by anyone else rather than Southerners be watchful specially as those of african Countries,
    What happened in Uganda same to that complain been raise in Egypt. National Congress Party (NCP)is doing so with help of Egyptian Government,
    With the intention to lowers sixty percent(60%)turnout of registered voters sill of doorway to validat the results of Southern Sudan self determination Referendum and they may spend that little money which remain for them in Central Bank of Sudan to buy those registration cards but will not workout.I trust the SPLM agents will work hard by nights and days to make sure things goes smoothly .

    I was so disappointed when i came across the sudanese national ID being issued to non-southern sudanese nationals.

    Dear Ugandan,I though this could have been your time to stand with us as your president use to do during the war and at the present,because a child can do only what the father does otherwise you will not be consider as a son or a daughter in that particular family if you are not following your father foot step.

    just imagine how can you put a sand or gravel in your own soup if you are no lunatic,if you move all over the corners of this newly born nation, you will get Ugandan in all the corners where some sudanese like me can not even reach and now you want spoil your own food.
