No referendum in Abyei, Sudanese official says

December 9, 2010 (KHARTOUM) — The other referendum on Abyei oil producing area will not be held, as it is initially agreed in the 2005 peace agreement, said the heavy weight Sudanese presidential assistant Nafei Ali Nafei..

“The referendum will not take place,” Nafei said in an interview with Al-Jazeera TV on Wednesday.

The presidential assistant was consistent with statements made by the US State Department spokesperson Philip J. Crowley who said on the same day it is “virtually impossible” to organize Abyei referendum as agreed in the CPA.

“I think we have a recognition that that referendum will not go forward on January 9th, but we continue to encourage the parties to work on a solution to Abyei,” said Crowley.

The two signatories of the Comprehensive Peace Agreement (CPA) have failed to agree on who can participate in this referendum despite a rule by the arbitration tribunal confirming a previous report giving the major part of the disputed area to the nine Dinka Ngok chiefdoms who want to join the expected new state in southern Sudan.

Nafei further echoed the position of the Sudanese president Omer Al-Bashir when he stressed that the self-determination referendum can only take place “if all the people of Abyei participate, not just the Ngok Dinka”.

Last Monday 7 December, the head of the African Union panel that facilitates the implementation of the 2005 peace deal said the parties have agreed on Abyei issue without further details.

The announcement came after a presidential meeting attended by Al-Bashir and his two deputies Salva Kiir and Ali Osman Taha to discuss proposals Thabo Mbeki had submitted on 28 November to end the thorny dispute on Abyei.

Mbeki reportedly suggested to put aside the referendum and to reach a political agreement on one of six proposals he put on the negotiating table.

According to the leaked proposals, Abyei would be annexed to southern Sudan by a presidential decree granting political and pastoral rights to the Misseriya. It also proposes to divide the region between northern and southern Sudan, besides the organization of the referendum.

The population of Abyei region in accordance with the CPA, have to decide on whether they want to remain part of southern Kordofan state in northern Sudan or join Western Bahr el-Ghazal in southern Sudan.

Abyei vote has initially to take place on the same day where southerners have to decide on their future relations with the northern part of the country

In the past, Dinka Nogk and Misseriya blamed the two peace partners for excluding them from solutions they had negotiated and they are expected to reject future deals if they are not consulted before.

Also a political agreement on Abyei might push to amend the constitution and lead to a complicated series of measures brushing aside the inviolability of the 2005 peace.

    thumb-up your fingers as many but you will thumb them down in the time to come. Abyei oil producing area would be the sign of war that will take please inside Khratoum.

    Remember that we live in South Sudan from 1956 with out getting any support from government of Sudan , no health, education, roads, building, business, and no intermarried as a one nation. Even our second capital city Juba was very poorer then any village in north Sudan.
    secession is an option

    NCP wins Abyie if Abyie people well not cellberate the independent at the same time with south Sudan.At this point NCP does not care any more if south go,because oil money still pour in their bank acounts.Their next step is to target boders of Unity State and Apper Nile State inoder to hold Sudan united.

    To brother of Abyie,This is the conseguance of acting for your won belly instead of the future of your childern. Now,you were cut off from injoying independent of south.

    Luka Beiong and Deng Alor and others who are serving GOSS should be aware that their not southern untill the prove themslves by voting to be southerns.But don’t worry ,southerns always will be there infront line to free you from nothern whom you thought that they are brothers.

    That is it my people of Southern Sudan. A UNITY by force is option for people of Abyei. But the fact remains Abyei is 100% Southern Sudan. Arabs advise Bhashir always like that to kill but not Nafie nor any other advisors could visit ICC in the Hague but only Bashir which they wrongly advise.

    Mr. Nafi Ali Nafi,

    it is better for your party to concentrate on the future relationship between the North and the new State in South Sudan instead of imposing nomads who are not part of inhabitants of Abyei to vote in referendum of this area whose inhabitants are the 9 Dinka Ngok chiefdom. you quite remember when your subsequent governments in Khartoum discriminated those whom they consider non-northerners, who were southerners, nubians of Kordofan and Darforians by taking their established places in Khartoum and moved them to Jabarona, Jebel Awlia’s desert. Abyei is for 9 chifdoms of Dinka Ngok, let the referendum take place as it is scheduled in the CPA. your comments suggest that there will ve violence in the area which we do not want to happen. but if people of the area are provoked it may happen. and you the blood thirst people will be responsible. this is not the time when your Missiria militia used to loot our cattle to enrich your government. let’s work togather for peace, for the welfare of all sudanese people.

    Thus craziness, let us not hear that for a second time. Abyei should be in referendum by any mean, should Nafei Ali Nafei tell us the “black monkeys of Sudan” that they said in last year meeting with Egyptian.

    I hope Nafei Ali Nafei is a playing rat in absent of a cat, excluding of Abyei in this referendum may result to the increase of tears till the last drop of tears drop in Sudan if they do so.

    don’t you know that what you & criminals are doing right now is a violation to the CPA? For you guys are known internationaly for dishonuering agreements,whether you like it or not abyei’s people have right to vote,remmber they are also humens &have a ful right to decide their future.

    Mr. Nafi Ali it seem like you are joking, now a days we don’t care no matter what you say for us we are breaking away from the old adage that Sudan is that Sdan is the largest country in Africa.
