Obama urges Sudan’s Kiir to reach agreement with NCP

December 22, 2010 (WASHINGTON) – The U.S. President Barack Obama held a phone conversation with South Sudan president and chairman of Sudan people Liberation Movement (SPLM) Salva Kiir on Wednesday to discuss the status of the outstanding items in the Comprehensive Peace Agreement (CPA), the White House said.

The statement by White House spokesperson said that Obama underscored “the United States’ commitment to a peaceful and on-time referendum”.

“The President underscored the importance of Vice President Kiir’s leadership during this volatile time period in Sudan’s history and urged Kiir to engage seriously with the National Congress Party in the coming days to resolve the outstanding issues related to Comprehensive Peace Agreement (CPA) implementation and take actions to prevent outbreaks of violence”.

The largely Christian and animist south is to vote on January 9 on whether to remain united with the Muslim north or break away to form an independent country.

The referendum is the key plank of the 2005 peace deal that put an end to two decades of civil war between north and south.

Many countries in the region and other international powers such as the U.S. are concerned that any disruption to the referendum process might reignite the civil war in Africa’s largest country.

Last week it was revealed that Obama has written to Gaddafi, Mubarak and other leaders in the region stressing Washington’s desire to see a peaceful and successful voting process.

The NCP & SPLM have been discussing without success since July the key sticking points of future citizenship arrangements, the sharing out of natural resources — particularly oil — security and compliance with international accords, notably on water allocation from the Nile.

They have also yet to find common ground on the disputed oil district of Abyei which had supposed to be holding a simultaneous vote on its own future that has been delayed by disagreements over who should be eligible to vote and demarcating the region’s borders.

U.S. brokered talks held in Ethiopia last October dedicated to the Abyei issue have failed to break the stalemate.

Today, the head of the United Nations panel tasked with monitoring the referendum expressed concern over the lingering deadlock over Abyei.

“On Abyei, our grave concerns have not abated. As the negotiations continue, it is vital that everyone involved shows patience and does their utmost to reach a peaceful and permanent settlement acceptable to all” said Benjamin Mkapa, the chair of the Panel and the former President of Tanzania.

    Well, the NCP and president himself Omar al Bashir are not respected this U.S. President. They don’t real obye President Barack Obama’s administration from the beginning something maybe U.S. Need to find what went wrong. But look, the Sudan president Omar al Bashir he was very much respecting the Former president George W.Bush because there was too much pressure by the Bush’s administration unlikely to this currently administration if there was no too much pressure at that time then, the peace agreement wouldn’t reached in 2005, to be signed in Kenya.

    The Sudanese people have been hearing all the times that, Obama administration want to deal with Khartoum government political and peaceful way, but maybe they forgotten something that, the poltical can work when the government’s title is a democratic nation, but in the case of Sudan government, I think the political agenda and peaceful way will not work because the title of Sudan government itself is a Military dictatorship government system.

    There are many things Sudan did wrong but I don’t know why the International world want to deal too politely with the bad government which already qualified for genocide and others crimes committed so far. Certainly, I do not have a good answer for this Sudan’s problems but there are facts that, missing when it come to the International world accountability and the rule of the law.

    Yes African-American Prisident of US; It is good to talk to President Kiir on the implementation of some of the CPA items. What you should know is that President Kiir is on the right track to fully implement the CPA. It is this Butcherman heading his NCP who does not implement the CPA. Issues like citizenship, Oil sharing etc does not hold the CPA to go. North had been taking 100% oil revenue for two decades and yet they are not contented. Bashir will not listen to you unless you whipp his butts slightly like what Bush did. What was the definition of Abyei in the CPA? Does it include Misseriya? What was the PCA verdict on Abyei? NCP knows all these but they want to complicate things. It was even wrong for Mbeke to have that proposal of dividing Abyei. Your H.E Obama talk again to Bashir so that he pull his hands out from Abyei and the referendum processes so that the Final miles of the CPA are reached in peace.

    I am afraid that all Obama cares for is to have Salva Kiir,President of the New State of South Sudan behind him when he,President Obama ,addresses the Joint Session of the Senate and Congress,delivering his “State of the Union”,to show his achievements,since he has very little to show.What did Obama do to the black community inside the US itself?
    George Bush tried this with the late Dr.Garang bit the latter refused to be a show.
    Obama is desparate for something to tell his people.Kiir will be there to stand when Obama talks of his foreign policy achievements in Africa,just like Karazai after the Afghan invasion,and those of Iraq who were all paraded before the Senate by G.W.Bush.
    This is neither about the people of the South nor about democracy.

    Obama,your government have been so quite about the south north issue since you came to power. i honestly will like to tell you and your government that we in the south and the world have miss George W Bush who was working tirelessly for the peace of the people of south Sudan and other part of the world. But we in the SPLA will do what we can to protect the people of south sudan!!

    The SPLA army has burned scores of villages and raped hundreds of women and girls in Southern Sudan’s Shilluk Kingdom. This is in south Sudan, which may be on the eve of its independence, and the crimes were committed not by the Arab janjaweed but by the SPLA, the former south Sudan rebels who now constitute the region’s army.

    The CIA has called Southern Sudan the place in the world most likely to witness a genocide or mass killing in the coming five years.
