South Sudan: Kiir, UN Coordinator discuss humanitarian affairs
January 7, 2010 (JUBA) – With South Sudan’s self-determination referendum less than 48 hours away, President Salva Kiir held talks with George Charpentier, the UN Humanitarian Coordinator in Sudan on the ongoing population movements from north to south of the country.
During Friday’s meeting, Charpentier lauded the Government of Southern Sudan under the leadership of Kiir for its recently passed decree on procedures of handling return of Southern Sudanese refugees.
On this, the UN Humanitarian Coordinator reiterated his appeal to authorities in the north and south to ensure that returns are well planned, organized, and appropriately managed over the coming months to ensure smooth running of the process and enable support for vulnerable persons.
Charpentier urged authorities in Juba, the regional state capital continue strengthening the overall coordination of returns at all state levels, calling for harmonization of state reintegration plans.
He pledged the full commitment from all UN agencies and other non-governmental organizations towards supporting these returnees, from all the registration and assembly points in Sudan’s capital, Khartoum.
Recently, the UN Humanitarian Coordinator recently visited the way station in Kosti, 350 kilometres south of Khartoum, where a transit centre currently accommodates some 4,000 southerners waiting to board barges on the Nile that will take them to onward destinations in southern Sudan.
During that visit, Charpentier also met with representatives of a community of more than 2,000 people in El Jabalian who have recently left Upper Nile State in southern Sudan to settle in the North.
Since October last year, more than 143,000 people have returned. The largest number of returnees is currently concentrated in the border states of Northern Bahr El Ghazal, Warrap, Unity and Upper Nile.

First and foremost, the Nuer Youth in South Sudan and East Africa are deeply disturbed by the appointments of nine diplomats in the Ministry of Regional Cooperation. On December 1st, 2010, our community learnt that the Ministry of Regional Cooperation (MRC) appointed nine diplomats most of whom hailed from a single ethnic group in South Sudan. The Ministry is under the guidance of Mr. Deng Alor Kuol, a man who fought against successive Khartoum regimes to achieve equality, justice and freedom for the marginalized people of Sudan. CDR Deng Alor Kuol, as he was known back then in the bush, was seen as a reserved fellow who could not fail to uphold the principles of justice and equality. Freedom fighters who served under his command testified that he was a quiet man who could not harm any human being and were delighted with the way he treated men under his command.
Unfortunately, the current appointments in his ministry shed a different light of his character and people in South Sudan are wondering whether the humble and fair commander they knew in the bush had caught the prevailing fever of Gogrialization of South Sudan which has become the dominant public policy recruitment of the government of President Salva Kiir Mayardit, who hailed from Gogrial County of Warrap State.
