Southern Sudan should initiate term limits, says presidential aide

January 19, 2010 (JUBA) – The southern government should initiate term limits to effectively determine the duration of officers serving in public interest, Joseph Lagu, a senior presidential adviser has advised.

Lagu, who formerly served as Sudan’s first vice-president, told a media briefing in Juba, the regional state capital, that it is the tendency of leaders clinging on to power for so, which caused lots of instabilities in the country.

“Let’s not follow the steps taken by the successive northern regimes. There are advantages that usually come with political power, but the problem is that those in charge are tempted to hang on for so long. We need to have term limits,” Lagu, a presidential aide on public affairs said.

Flanked by Barnaba Benjamin Marial, the Information and Broadcasting minister, Lagu further talked at length about the practice of tribalism and discrimination, saying the future of the Southern Sudan will be brighter, if the politics of regional imbalances are discouraged.

He said, “We need to fight tribalism by selecting leaders on the basis of good leadership based on democratic principles. Let us not repeat the mistakes made by previous regimes.”

Lagu, a former Anyanya leader in the first north-south war, also castigated the past colonial British administration for the major problems inherited by the county in 1956.

The senior advisor to South Sudan president, Salva Kiir Mayardit, said much as the semi-autonomous region is set to become a separate entity, an open door approach should be adopted, incase future options for a united Sudan become feasible.

“My advice at the moment is that lets us leave the door open for the possible re-union of the Sudan. When they [northern Sudanese] come to their senses and remove some of the factors that caused the split within the country, then we could think of a re-union as one,” Lagu said.

He cited East and West Germany, which was separated before it was reunified in 1989.

The semi-autonomous region of south Sudan successfully concluded its self-determination referendum on January 15, which was a key prerequisite of the 2005 Comprehensive Peace Agreement (CPA). The accord ended over two decades of a bloody civil war fought between north and south of the country.

Preliminary reports, however, indicate that the nearly 4 million registered voters overwhelmingly chose separation instead of a united Sudan, an indication that Africa’s 54th nation could soon be created.

    Dear Uncle Joseph Lagu,

    With due respect to your excellency, term limits do not work well we societies whose populations are 90% illiterate. It is always a cause of instability in such nations. You may lose a visionary leader before he develops your nation. What is important is that democratic elections should be exercise and remove leaders who are a liability instead of assets to the nation.

    Through democratic elections you will also make leadership changes without necessarily imposing premature term limits like in the Western nations.

    That is a very good idea but puting it into its practical terms will take time not because our people are dictators but because of tribal idealogies some of them had in their minds! Sometimes when you pass through the people’s comments on this web, it is very hard to predicts the future of this Coutry Southern Sudan.

    My advise to all is that everyone has his/her own personal likes and dislikes, but what matters is how you control you temper. Lets not build this hatred to the extent of loosing the spirit of togetherness and Unity amongs ourselves!

    Lets appreciates what our friends said if it sounds better and meaningful or criticizes if it creates some divisions not based on his/her tribal lines but on incredibility or credibililty of the comment!

    term limit is a good idea to block those who never want to leave power. i don’t think we want a sole leader who will lead us for 20 years straight. i hope our leaders will think a head of all the issues and better way to lead us into bright future

    You don’t jumping from roof and down before knowing how far your feet to floor is. There is still a lots of works to be done, but talking about the limiting of the term is not the first thing for you. You got to come up with announcement first by telling the worldwide that, this is the New Sudan nation /Southern Sudan nation. Then Setting up the laws is not for everyone to do if you know really something about how to make establishment for new government. Obviously, it is only the lawmakers and they Judges are they one who can sits down to figure how they will set the new law for the nation and for the people.

    Yes, the term limit will be there in New Sudan nation for sure, because we have learn a lot of lesson from the North Sudanese and we need the Southern Sudan leader or New Sudan nation to start making more development first than any things and we don’t need a leader that, have a baggage to back us to his problems in the past. We need the leader who can talks to people and knowing what the people are looking not the leader who kep quite for the whole period that is not the one Southern Sudanese are looking.

    Mr, Lagu. I thought you will talks about the most problems seemingly that, are facing Southern Sudanese people or worrying people a lot such as culture corruption, tribalism, nepotism, desperation of leadership, self- serving, disunity and many more I can lists up to thousand things. Those mentions and others are the main concerning and I don’t think the term limits should be the first thing. Yes, the leader in the New Sudan nation will and must be some one opening minding person to lead all people.

    Joseph. I thought you will talk about too much parties to be limiting in Southern Sudan or New Sudan nation, because it will make destruction to the people.I was told by unknown person saying, your people the Southern Sudanese did they are joking, stupid, or what.? I ask him what happen and he said, why not only three parties or two parties instead of 24 parties which shown to them they are absolutely foolishly. Basically, I agree totally that, my people are stpid though they are not all but those people who want to created too many parties in the New Sudan nation is a foolishness Idea. I think there are a lots of things which you should talk about rather than term limits.

    Well said your H.E. joseph Lagu!!.

    we should be very vigilant of what our future as southerners hold for us and if not so careful enough then things would definitely fall apart, since this immature goverment, the (Goss) has few egocentic individuals who are striving hard, doing whatever they could for their own leadership-greed and they are well known for that.

    AS southerners, we should/would therfore pick somebody according to his leadership qualities – his past to the present inorder to thoroughly legitimatize him as a public figure such that to governs flawlessly and abstains away from nepotism, tribalism and corruption.

    Lastly, for us to have a most respected and tranparency goverment in the entire world is to avoid rallying behind our tribesmen for the leadership postions, just because they happened to be our tribesmen and not because of their leadership qualities, and in doing so, sounds primitive.

    Thanks, that’s just my opinion view in addition to the article above.

    Post referendum national unity government in the South will work out the constitution of our new country. The said constitution will determine term limits. Uncle Joseph Lagu despite his pass perfoemance, has pressed the right bottom in the right start.

    Well it is the right time to start brainstorming about our future. Here is the question: should we go for presidential system or parliamentary system?

    Is not a time of who lead and for how long, is time to think of how to develope Southern Sudan. Some people were leading battalion for 21 years of war and they were not asked why they led so long like that or tell them to go and stay behind let me help to lead, why not now because people are not going to lead battalions. Is a chance for those who led in the bush to lead for 21 years again then will be given for those who join after peace 2005.

    We need to talk of Development this time not leadership.
    Leaders are born they are not created. If those leaders will give the basic needs to South Sudan citizens.
