Bashir meets Kiir for talks on post-referendum arrangements

January 27, 2011 (KHARTOUM) – The Sudanese president Omer Hassan Al-Bashir met on Thursday with his First Vice President Salva Kiir for the first time since the conclusion of the South Sudan referendum process which pointed toward a landslide in favor of secession.

Sudan official news agency (SUNA) quoted head of the African Union High-Level Implementation Panel (AUHIP) Thabo Mbeki as saying that both sides agreed on sustaining peace and stability in the North and South.

Furthermore, it was agreed that institutions established in accordance with the 2005 Comprehensive Peace Agreement (CPA) shall continue until the end of the interim period in July 9.

It is not clear if this would mean reversing statements by National Congress Party (NCP) officials in which they said that all Southerners in the national government shall be dismissed once the results of the referendum in favor of independence are officially announced and certified.

Mbeki said that technical committee working on North-South border demarcation shall continue their work and refer any disputes to the joint political committee for resolution.

On Abyei, Bashir and Kiir agreed to continue dialogue on the contested region while speeding up deployment of joint units to the area to preserve security.

He added that citizenship issues were also tackled in the meeting and that the AUHIP will meet with the North-South joint political committee to address this outstanding item.

North and south Sudan are yet to thrash out a host of post-referendum issues including security, citizenship, oil and water resources, currency matters, assets and liabilities and international treaties and agreements.

Both parties have also yet to find common ground on the oil district of Abyei which was supposed to be holding a vote on its own future this month that has been delayed by disagreements over who should be eligible to vote.

Moreover, demarcating the region’s borders has been stalled by threats of the Arab Misseriya tribe who want to be part of the referendum vote.

But the Sudanese president promised during a visit to Juba this month that all remaining items will be resolved before the interim period expires.

Bravo Mr. President Salva Kiir Mayardit for having following the remainding outstanding issues with Omer under CPA. President Omer should take example from referendum voting process, majority of Sudanese voted in favor of secession. it is high time border demarcation should be established first.
