Kiir accepts inclusion of political parties in south Sudan constitutional committee

January 31, 2011 (JUBA) – The president of the semi-autonomous regional government of south Sudan, Salva Kiir Mayardit, and chairman of the South’s ruling party (SPLM), says he accepts the participation of other southern political parties in the reviewing and drafting constitutional committee.

Kiir, said he welcomed the participation of the other political parties days after issuing a presidential decree appointing John Luk Jok, the south’s Minister of Legal Affairs and Constitutional to lead a 24 member constitutional review committee, seen by many to have excluded other political parties, civil society and faith based organizations.

Some of public figures and civil society organizations have accused President Kiir and his party to have gone against the resolutions relating to constitutional review made in a conference of the south’s political parties, held in October 2010 in Juba, the southern capital.

However, minister Jok, in an interview with Sudan Tribune in Juba last week Friday said the presidential order appointing him to lead to constitutional review committee did not violate the conference’s communiqué but rather implemented the resolutions of the conference.

“I have seen some exchanges in the media trying to say things which are absolutely not the intention of the presidential decree. The intention of presidential decree was to enforce resolutions of the conference, it did not violate any terms of reference, may be these people needs to study the communiqué,” said Jok denying that other southern political parties have been excluded from the constitutional review committee.

“Do you have the copy of the presidential decree”, asked Jok. “I have seen some views denying inclusion of political parties in the committee”, he said. “There are representatives from the other political parties in the committee”.

“One of them is Gabriel Changson Chang. He is not a member of the SPLM. He represents other political parties,” said Jok.

However, on Sunday, Chang, the leader of United Democratic Salvation Front, told Sudan Tribune that he would not participate in the committee without the other political parties.

“This is not what we agreed. What we agreed in our task force and in all political parties forum was that the committee would be inclusive. We discussed it several times and even yesterday on Saturday that each political party would have to nominate their representatives to the committee and the president accepted”.

“Why go against the agreement,” Changson said, adding that he told the minister of legal affairs and constitutional development, that the review would not work if other political parties are not included.

However, after Kiir’s announcement that he accepted the inclusion of other political parties Changson said: “Yes, the president has accepted participation of the other political parties in the committee to be incorporated. It also been agreed that civil society and faiths based organizations will be represented.”

George Kongor Arop, a former vice president of the Republic of Sudan and now a president of the African National Congress a southern political party, in an interview with Sudan Tribune on Monday, said the president has resolved to extend the membership and participation of the political parties in the committee.

“The differences over the formation of the review committee have been resolved by the president. He asked leaders of the political parties to nominate their representatives to be incorporated in the committee”.

“He also accepted to include members of the civil society and faiths based organizations to take part in the review,” said Kongor.

    I mentioned in my posted comment previously that I am very confident that the SPLM will listen to other political parties in egard to their inclusion in Constitutional Committee.. The SPLM does not have any room now to upset other political parties. It is the people party. It is the mother of all parties. It is not like NCP. Let celebration of new state continue.

    Bravo President.

    It is a wise move to keep on listening to positive advises than negative onces.

    At first, it was a heart breaking when we heard that, your degree was excluding others parties, civil society organisations and faith-based groups.

    Your Excellency, We know it will take you time to listen to your VP than those empty advices being delivered by a group of people who work hardly for your down fall. In this very crucial moment, at least you need to minimise most of the advices coming from non-nationlist for the success of the new expected born state (Republic of South Sudan).

    Stand firm and we shall rally behind you and your VP.

    Why should other parties worry yet they have just been forgiven by Salva Kiir Mayardit the chairperson of SPLM and President of Goss.one thing that other parties should know Salva Kiir is mercyful leader.

    The first question that every truely intellectual Southerner should ask is,where & when was all other political parties were formed,& why?SPLM was formed in 1983 in Bilpam to struggle for the emancipation of all black people of Sudan.It used its military wing the SPLA to blunt Sudan Armed Forces that backed the successive regimes in Khartoum.Then what about the rest?Those are NCP parties masquarading in the name of Southern parties,& were also using SAF & pro Khartoum militias to defeat the SPLA.Accepting these parties in the South implies surrender to black Arabs,in Dinka(Aram col).Kiir,be carefull,they are planning your assessination & take the South back to their masters.If we want to diversify in parties that truely reflect the wishes & aspirations of South Sudanese,then lets begin from scratch, involving all stakeholders & setting authentic criteria for the formation of new parties.

    Yes. This is the passion we want from a leader who can make a fast u-turn when mistake is committed.

    Now getback to work with your fellow Southerners from other political parties, religious and Civil organizations. Get us the new constitute as the new nation need it the most to put our house in order.

    Next time make use of your advisors well and those who are misguiding you weep them. If they keep on making mistakes, sent them back to their own constituencies for more disciplinary actions before recalling them. You can also make use of our Church leaders and Civil Society and you will enjoy the ride.

    It looks absurd for the head of the state to use trial in error in matters that are politically very sensitive for the whole nation.If supposed, the other political parties could not beat the drums in the media regarding their isolation in this committee,what sort of constitution is the SPLM going to fashion-out? will it include every one or it’s going to carry the interest of his party?
    Mr. president, south sudan can not be rule by one party, because it’s a multi-party estate.My advice to you, if you want to rule south sudan in peace, estability and development, please encourage the policy of coaltion government and this will be the best option to grand us a lasting peace in our country.Never temper again with such matters, because there are many enemies around us who are ready to support any turmoil in south sudan.

    You see!! I have been telling you the president is wise and visionary but his so called advisors are the ones who are stubbing him in the back by trying to settle their personal gragues with others using the presidential power manupulation.

    Yesterday the traitors Paul Ongee was questioning what kind of democracy I was talking about because of his shallow mind. I know he is related to Kiir and being used as well. Shame on you.

    Your Execellence President Salva Kiir, I have always admired your style of leardership because you nkow the difination of “Democracy” . The People of South Sudan through HE. Gabrial Changson have said out thier concerns concerning the formation of the Constitutional Review Committee and you spent your precious time to listen to them ! Thank you Our President !
