Machar urges resolution of Darfur conflict, vows to settle Abyei issue by March

February 2, 2011 (JUBA) – The leadership of the soon-to-be independent state of South Sudan wants to see the ongoing armed conflict between Darfur rebels and the northern Sudan government quickly brought to an end peacefully, saying it has invested interest in achieving peace in that region.

South Sudan’s Vice President, Riek Machar, on Tuesday said a priority of the emerging independent state is to make sure that it establishes strong relations with north Sudan after secession of the South following the referendum on independence. However, he expressed fear that the continuation of the Darfur conflict could harm the chances of achieving good relations.

Preliminary results announced by the Southern Sudan Referendum Commission indicate that the people of South Sudan have voted overwhelmingly for secession by 99%. The Vice President explained that an independent state of South Sudan has already been created by the secession votes of the people, while the remaining announcement on 9 July is a mere formality.

Machar told the Italian diplomats, Roberto Cantone, Italian Ambassador to Sudan, and Gianni Vernetti, Member of Parliament in Italy, during their meeting in Juba on Tuesday, that the Darfur war, unless brought to an end, may in the future spill over to the South, with Darfurians crossing over for refuge in the new independent state.

Among other issues, demarcation of 2,000km north-south border is not yet concluded. Officials from both north and south have expressed their commitment to resolve the issues in a peaceful manner and forge good relations in the future.
There is an estimated population of 50,000 Darfurian citizens already residing in South Sudan, in addition to other citizens coming from other regions of north Sudan. Most of them are business people trading in South Sudan.

Machar said they have the right to residence in South Sudan, even after independence.

Darfur shares long borders with the South Sudan’s two states of Western and Northern Bahr el Ghazal. Days before the referendum started on 9 January, Northern Bahr el Ghazal state was subjected to aerial bombardments by the Sudan Armed Forces (SAF) which claimed to be pursuing Darfurian rebels, alleging they crossed the border to South Sudan.

The Vice President expressed fear that the Darfurians in South Sudan may continue to be disturbed by the situation in Darfur and be sympathetic to the population’s suffering in their home region.

Achieving peace in Darfur would neutralise the situation and allow for smooth trade and movement of people between the two future independent Sudans, he argued.

He called on the international community to assist the warring parties in the ongoing peace processes to find a peaceful solution to the conflict.

Machar also informed the Italian diplomats that the two parties to the 2005 peace deal, the National Congress Party (NCP) and the Sudan People’s Liberation Movement (SPLM), have agreed to finalise the issue of Abyei by March this year.

The meeting also touched on the processes of the conduct of popular consultations in Blue Nile and Nuba Mountains.

The Vice President, who mediated the peace process between the Ugandan government and the rebels of the Lord’s Resistance Army (LRA), said there is need to review how to deal with the LRA if the present military approach alone against the rebels has not achieved peace.

LRA leader Joseph Kony refused to sign a concluded text of the Juba-mediated final peace agreement with the Ugandan government in 2008, citing indictment by the International Criminal Court (ICC) as an obstacle.

Internally, Machar informed the diplomats that all the political groups in the South, together with civil society organisations and faith-based groups, have already agreed on a roadmap in October 2010 that will guide the region on issues of governance in the post-independence period.

He also said the government has been making peace with the rebel army officers and forces of the Other Armed Groups (OAGs) who did not join the Juba Declaration of 2006, in order to achieve a secure and politically stable environment for the coming period.

    Thank you so much Dr. Teny for your strategic thinking. It is highly appreciated and you and the entire leadership should make sure that all you mention are strategically charted and implemented as per standard procedures without any divergence.

    The Darfur issue will be looked at after achieving our full independent and doing whatever needs to be done to be stable militarily, economically and socially. NCP should not persist but should rather be keen, as keen as others so as to facilitate the processes as all of us agreed and wants.

    You are right Mr Machar on that point of Abyei, we need people of Abyei in south Sudan but the issue of Dafurans refugess after the new state southen sudan is not a big problem because we know very well that refugees are every where in the World and they can get settle to seek refugee in Southern Sudan only the rebel themselves we don’t need but if the children and women get refugee in south sudan no body will open his mouth ,according to International convention of the Red cross based in Geneva ,refugee shouldd not be involved in the war front .

    Exactly, Gat-Machar; gets this process of Abyei done before July, 9th. Ngok-Dinka are your people and leaving them under the northern brutal regime is not a heck of good. Nobody even blames their forefather Deng Kuol because back then his eyes were not that wide opened to foresee the dark side of annexing the region to the north. I liked it when Prophet Ngundeng said; “Ngok Kuol Deng, your verdict will be ruled out in the byres”, and exactly that is what you initiated by taking the case to ICC’s court and ruled out in our favour. Now, even if we go to war because of Abyei the world community at large knows that it‘s our right since according to this verdict Abyei belongs to South Sudan.

    Majority of those chiefs back in South Sudan were looking for means to survive and part of this was why in Juba conference in 1947, only Both Diew was the one objected the annexation of South Sudan to be part of the north when British was handing over power to the north. Again, should those chiefs listened to his point things would have been solved long time ago.

    Therefore; those mistakes back in the day were human errors, but hoped Kuol Deng’s sons and great sons like Francis Mading Deng and etc…. this time will help us for the fight of this peace of land be it diplomatically or militarily should the negotiation on the table exhausted.

    Yes, you may be right that the issue of Abyei, complicated as it is, may not be successfully finalized by March.

    But I still agree with Dr. Machar that it is always the best way in negotiations to put in place timelines in order to push forward instead of leaving them open ended without datelines.

    Imposing datelines about resolving issues is not called a lie in negotiations!

    Mr.Machar should explain on what they have discussed in their meeting on Nuba mountains and Blue Nile regions ,because the two region participated in the War together with Southernest for two decade to eliminate the current regime from power.Therefore any talks in regards to those areas should be made clear to the people of two state to let them understand exactly what is happening with their protocols. If it mean new war with Arabs then let it be known to them and if it is peace let them prepare for it as well.
    Watch out for new war in two states !!!!!

    we people are just good at critizing of our politician,and never appreciate job there are doing. we all know Dr Machar History, but since the peace have signed Dr Riek had dedicated himself to work with southern to protect CPA alongside with president Kiir. why can we give man a credit for good job he is doing for his people and stop judge him base on his pasted. soon or later Dr. Macher will be the president of new nation of Republic of southern Sudan and for those who dont like him its too bad.

    The problem of Abyei could have finalize before referendum if president Salva kiir did not messed it up by putted Pagan Amum incharge on Abyei File. Pagan’s lack negotiation skill is one of the issues that make things worse. Vice president Riek machar need to tske a leading Role on Issues, since he is the one who negotiated very hard with NCP for referendum Law.

    It is high time to work on coalition of interest. Dinka Bor (Buor) are being marginalized in this Goss leadership. Nyieth-Aguthon was it: Check it out under article entitled “Goss must confront South tomorrow with faith”. I thought, I saw it alone and was on the way to writing an article about it, was waiting the referendum dust to get settled.

    For the betterment of the South and co-existence of her people, this Goss has to be faithful in all it does. Now it is different altogether, it is being run by invisibles ghost. They have forgotten everybody else!!! This is the fact, why are Buor left out when time for eating has come while people rely on them during war time?

    This has to get corrected now than later or else Greater Bor gona stage a huge coalition with Greater Nuer and Greater Equatoria and support Riek Machar, Hoth Mai, Wani Igga, Luk Kuth for Goss leadership and we see where these hyenas will go. They are now looting the poor and embryonic Country with impunity shame on them!!!

    what when wrong b/n you and the Vice president of the REPUBLIC OF SOUTH SUDAN, in any comment you personalize your comment pointing at him, mentioning nonsenses, is it fare then if rest of tribe Goes against(Dinkas) leaders on webs as you always do that is OK? we don’t tell the history of Garang after he kill Gai tut, mabil chuol, abdhala chuol, jul kiir, etc etc,because those are pass history, we may end up fueling war among our community, led be enough intellectual talking development Issues, than divisive Issues.

    I think Dr. Machar Teny knows that SPLA has two options and those options are one if the South Sudan is seperated then SPLA will rule it, two, if not they may join force with the North Sudan Opposition Groups to overthrow the President Omar Al-Bashir by all mean. Now, if the referendum option and result is not being taken into action due to Dinka Twic Kingdom selfishness wish in which they think by play anyway around will make them win some way that will make them stay in power or in high demand regardless to consider other South Sudan people. However, if the option two, the overthrowing of President of Sudan is being turn on, and Dr. Machar Teny knows how to dance in that field, that’s very interesting step toward which it reflex his intellectual as polotician, I will be very very please to join force with him. As matter of matter, it come down to we are all people of Sudan who can decide the importance for our country. Congregatulation Dr. Machar Teny for doing so! I believe you you are wise politician.
