Rumbek East county police arrest 40 cattle theft suspects

February 11, 2011 (RUMBEK) – The Commissioner of Rumbek East county David Marial Gumke said Friday that police have arrested 40 people suspected of cattle thefts. All the suspects are from Rumbek East county, located in the eastern part of Rumbek, the capital of Lakes state.

So far only 15 of the 40 suspects have appeared in court. According to commissioner Marial the arrest would help decrease insecurity in the state. He pledged to continue make sure law and order is maintained.

Marial said that the mechanism used to reduce insecurity in Rumbek East county was by engaging with community leaders the public to educate them on the importance of human life.

Marial said the policy of working with local leaders and using police to arrest suspects had already reduced cattle-rustling.

Rumbek’s special court convicted the 15 men to to seven years imprisonment with a fine of 3,000 Sudan Pounds ($ 1,155), according to courts deputy chairman, Abednego Maker Werrut.

Maker added that court decision had ordered all convicts to return all stolen cows to their respective owners.

Speaking in Dinka Maker explained it that “we have arrested 40 people involved in cattle theft, among those only 15 people whom took part in theft three to four times. We have convicted and sent to jail these people.”

He said “such people should not be released again because they have confused our community by taking someone’s cows and killing of innocent people. They deserve seven years imprisonment with fine of three thousand Sudanese pounds.”

He also complained that some intellectuals had interfered in the courts process to protect the suspects and abused the powers of the special court.

Maker appealed to all citizens of Lakes state to distance themselves from interfering with court procedures. He said that people should allow the law to take its course as this would be essential to help the state to develop.

    The arrestment of 40 cattle theft is the only way to make lakes state to be stabl and God has given Lakes state three commissioners to reduce the instability and to change the state to be the best state in Southern Sudan.
    The role which play by Makur Kulang Liei in Yirol west, Bullen Bol in Yirol East and Marial Gumke in Rumbek East counties is most wonderfull to arrest all cattle theft and bring them to the rule of laws.
    The other commissioners were failed to do this idea of arresting thieves and they were colleborating with them to make state to be worse than others.
    Please young commissioners keep up your work one day all of you will be given very big positon in the state to brings tability to our people like what you have done to day.

    Gentlemen and all those who are expressing gratitudes of Commissioner Marial Gumke.
    Look at this complain from his county youths of one payam.

    This shows, he has troubles and looks he is party to some of the problems there!

    Lakes State Pity Negligence of Communities’ Conflicts and Institutionalized Corruption Rumbek East County!
    No wonder why communities in Lakes state and across South Sudan states are interlocked in endless feuds for almost a decade that, those misfortune politicians, institutions personnel, leadership in states and counties in particular are instigators and responsible whatsoever happens in communities. Most of these are caused by those who identify themselves by groups usinng social connections, political identification/comradeship, material/financial influence (bribery, to be precise) to keeping these communities at bay to on-slaughter each other with intention of scoring their old wounds at best at such a time. This is exactly what is happening in Aliamtoc of Rumbek East County.
    Allow me to highlight some of these unfortunate situations in Eastern county of Rumbek.

    As South Sudanese were over enthusiastic to cast their votes to put to rest their long suffering with north of Sudan successive regimes for half a century guarded by protracted wars for identity, social discrimination and religious bigotry, that sections of Thuyic and Panyar of Aliamtoc were made to think different of the current government led by Mr. David Marial Gumke and what kind of a government that will come into being during transition period leading to July 9th 2011 the independence Day!!.
    These sections of Aliamtoc (Thuyic in particular) most precious wealth (of cows, the bank of account of pastoralists anywhere in the world were killed amassed even prestigious bulls –Adong without human remorse as quelling measures against them) and was destroyed by orders of Mr. Commissioner.

    These sections members were harassed, intimidated and insulted as disobedient and unruly at church congregation celebration during Christmas eve in Akot, which was broadcast live on the government owned Radio FM 98 on the evening of 25th December 2010.
    To make matters worse, the warring sections of Athoi, Panyar and Aliap are left at their will and mercy to slash themselves (or forgive) using any available club, weapons as has been the accessible tool of a fight to be used even by family members in their quarrels. In this same hot soup and pepper dish, sections of Gony and Aliap are safe and well protected from arrest, interrogation not even by use of mere administrative measures, their wealth (cows) untouchable by this same forces of SPLA, that were ordered to destroy wealth of Thuyic and Panyar!
    On top, their rivaling youths with those other sections of Thuyic and Panyar, who were wounded during these encounters were safely treated in Rumbek Hospital and other available medical buildings in state capital and in the same county of eastern, their accompanied colleagues are largely enjoying the freshness of the cattle – (toch) that the two fought over, but those others crudely pre-judged by no legal personnel are rioting in Rumbek Prisons with wounds from one day of clash. Their chiefs and relatives of the pre-accused said killers were and are subjected to this same Rumbek Prisons detention for unknown reasons and period as this article seeks to expose of the hidden truth and biasness frequency in this part of South Sudan today!
    We were so dumbfounded that Mr. Commissioner called Marial could outrageously ordered for a killing of Adong of the same colours as his name Marial that his father gave him till day. This Adong – Marial was bought with 23 herd of cattle, a number that almost summed up for a blood compensation of a human demised in pastoralist communities of Dinka in particular to which Mr. Commissioner Marial hails from.

    Is this not an institutionalized corruption in justice path!!??

    Alas to Governor Eng. Chol Tong Mayay of Lakes state who deserves being commended on his stance on corruption eradication declaration and his government’s strategy of fighting this chronic disease? What matters is the commitment. A proverb goes that: “A man of words and not of deeds is like a garden full of weeds.” If these words come to pass the signs of the anti-corruption campaign takes roots, the Aliamtoc community will be number one to celebrate the eradication of this disease!

    Corruption has manifested itself in different forms in Rumbek East County. The appointment of the current infant commissioner to the county was a signal to the lying down of the corner stone of corruptive system in that county. Contrary to our expectations of good governance, our politicians have reneged from the motto of the right man in the right place. The naïve slogans (( Diet a par e kuat) in Dinka or E pan ci ok koth guor thin)). All these sayings are meaning only one thing i.e nepotism and favoritism. The appointment of Mr. Gumke, the infant commissioner violates the principles of good governance, and does not relate to the evolution of the SPLM and its constitutions from military based organization into a political party, which is charged with challenges of leading socio-economic, political and cultural transformation in the state.

    Corruption has been deeply rooted in the current government system in such as developmental projects funds have pocketed, spent in luxurious hotels of Palmtree, Rumbek Business Complex and Safari style. Fighting it means the longest process of will and supposedly strongest determination that is to be instilled yet again. With existence of officials like Mr. Gumke, it means a dream to be fulfilled in the far future. Rumbek East County has had a rampage wave of corruption with etymology of Aliamtoc as people of one origin sharing common course and destiny.

    The policies of Mr. Gumke which are partial in dealing with sections feuds have marginalized and discriminated sections of Aliamtoc community denying them the euphoria felt all over in anticipation of the birth of a new Nation – South Sudan!

    This community witnessed the destruction of their economic power and cracking of their social ties by the current administration, which is an arm long distance from the Governor.

    If the other side of the rivaling youth of Gony and Aliap whose culprits remain un-conscripted as of now, your government Mr. Governor will witness another devastating retribution as that of 2002, to which innocent chief Maker Mabor Riak was murdered in cool blood as a second revenge expunged means! We would want your authority takes swift and immediate action to apprehend the other side youths who were party to this sectional dispute of which the other groups’ people are detained. Keep ignoring it, and we will demand your governorship for accountability if anything again!

    The question remains to be asked but with no answer is that have Mr. Governor given a green-light to Mr. Gumke to fight an eradicate the Aliamtoc community sections wealth in this state of his alleged corruption institutionalized in justice path? The community is cordoned off by armed forces which are committing atrocities on all the sectors of Thuyic on the grounds that they are unruly people.
