20,000 displaced and 1,000 missing after Jonglei attacks – officials

February 16, 2011 (BOR) – South Sudan officials say they are concerned that there may be more violence in Jonglei state after 202 people were killed in recent clashes between forces of rebel leader George Athor Deng and the Southern army (SPLA).

The attacks in Pangak county have also led to 109 people being seriously injured according to local officials. Members of Parliament (MPs) from Pangak have also reported that over 1,000 people are still missing and an estimated figure of 20,000 people have been displaced by the violence.

A team led by South Sudan’s Humanitarian Affairs minister James Kok Ruei, speaker of Jonglei Legislative Assembly (JLA) Peter Chol Wall, Pangak MP to the Jonglei state parliament Tuong Majok Deng among others visited Pangak on Tuesday February 15. They reported that 202 people were killed.

The investigation team said that, 48 of those killed were from South Sudan’s army (SPLA) and the other 154 people killed were innocent civilians, mostly children, women and elderly persons.

Jonglei state MP Majok said the bodies had been buried in two mass graves. Some of the bodies discovered were found in the Zeraf River with gunshot wounds, while others found in the river are believed to have drowned while trying to escape.

The fighting took place on February 9 and 10. But MPs from Pangak suspect that the there may be another attack. Majok said the two days of attacks had put the county under siege with transport links being blocked and fear instilled among the civilian populations.

In the 23rd Jonglei parliamentary session that took place on Wednesday, February Majok, who is the MP for the Pangak North constituency number three, raised a motion blaming the both the Jonglei state government and Government of South Sudan (GoSS) for not protecting the “innocent people” of Pangak county.

The motion gained support from the house and the parliament demanded that the governor be summoned to explain why the GoSS and the state government failed to protect the civilians in Pangak. The Jonglei parliament is next due to sit on February 17.

Majok blamed the government of South Sudan for granting the Door Boma area, which connects the county with Malakal and Mankuilual (Kolnyang) along the road to Jonglei capital, to Athor for his forces to operate in.

He said that when the ceasefire between the SPLA and Athor’s forces was agreed the leadership of Pangak was not informed that the areas had been given to Athor. Majok told reporters after the session that the area Athor operates in is “the most important” in the county.

The speaker of Jonglei Assembly, Chol Wal said Athor has become more powerful since South Sudan’s president Salva Kiir announced an amnesty for his and other armed groups in the South ahead of the regions referendum on independence in January.

Wal said that he believed Athor is getting military support from support from North Sudan, from which the oil-producing South is due to separate from in July. He referred to an incident in August where the SPLA claimed to have captured a helicopter being used to transport soldiers loyal to Athor to Khartoum. Athor has denied he is receiving help from the the Khartoum government.

The speaker also said that Athor Deng had used the ceasefire period to recruit young men from Pigi, Ayod, Wuror and Nyirol counties into his forces.

Wall told reporters at the press conference after the session that he has received a list of persons who are accused by the their county commissioners to have helped Athor forces in recruitment of more young people, but he declined to release the list before investigations are completed.

George Athor

General George Athor Deng Dut was one of the top military officers of the Sudan People’s Liberation Army (SPLA) during the South’s civil war against Khartoum. He was close to the late SPLA chairman, John Garang De Mabior, who died in a helicopter crash in 2005 while returning to one of his bases in the South from neighboring Uganda.

The highest position Athor held in the SPLA was that of Chief of General Staff for Political and Moral Orientation.

He ran for the governorship of Jonglei as an independent candidate after failing to secure approval of his candidacy from the SPLM political bureau. Athor lost the April 2010 elections and took to the bush, accusing the officials from the SPLM of intimidation and votes rigging in favor of his main rival, incumbent Jonglei State Governor, Kuol Manyang Juuk.

    This is horrible atempt to make the south a failed state. Athor is obviously armed by the North to stir trouble up in the south so that the whole world believe that southerners can not govern themselves. It is very sad that rebels always attack jongelei state. Shame on you george Athor

    Am worried for all the all the southerners in Jongelei, its sad that they all have to die for the selfish needs on Athor while their GOSS watch.

    Jonglei’s Pangak county fearful of more attacks after 202 killed
    It is a shame that Athor Deng is supported by a large portion of Nuer community including politicians in Juba who are holding powerful ministerial dockets to unleash terror on innocent people.
    Last year John Luke talked in Pigi Community celebrations in Nyakuron centre in support of Athor Deng alleged injustices that make him to rebel.

    I have never heard or seen a Government in any part of this world we live in,where over 200 innocent civilians lives have been lost and thousands are still missing as i write this,

    but the Government officials are going about their business as usual. not even a single day of mourning is declared for the dead. T

    This tell me two things that the politicians in Juba are either don’t care about the citizens lives unless only when one of their own died or assassinated( like the Late Minister like, late Samson Kwaje and Lemi, God bless their soul) or South Sudan is about implode into uncontrollable chaotic scene.

    Either way it’s unsettling situation we(the ordinary citizens of this soon to be state)have found ourselves in.

    Where is your proof that the North is arming Athor ?
    ‘August where the SPLA claimed to have captured a helicopter being used to transport soldiers loyal to Athor to Khartoum’ – Did you find any weapons on the helicopter.

    As for Pagan Amum claim that military equipment and trucks were transported from the North is as stupid a statement as he looks. How can you transport all this military equipment on helicopters. Was he drinking again ?

    As not to embarrass themselves in front of international community the stupid incompetent SPLM will continue to blame the North for all their misfortunes. Athor and the other rebels are a Southern problem – just like JEM and SLM are a northern problem. Solve your problems otherwise South Sudan will become a failed state and blaming the North will not make things any better.

    It is so unfortuunate that such number of persons are displaced in Jonglei state. Governemnt has to do something otherwise the violence will escalate to many other areas not only in the State of Jonglei but also to the entire South sudan.

    Governor Kuol Must be aware. These is his failure.

    Literally speaking, more than half of the County government has been killed. The County Executive Director, five young graduates working with the county government as administrative officers, the Deputy Commander of Prison Service, the Chief Accountant of Police Headquarters, The Tax Administration Officer and the Deputy Commander of the SPLA Division 8 were all killed.

    Today is very bad day to all the southern sudanese,such educateded people was not supposed to be killed,who will be the feture of the of sudan? If athor is killing his own people, whom will he rule?
    SPLA, should take action,more than 20,ooo thousand solders should be sent there.Otherwise they will come again to kill the rest of our people.

    THE GOVERNOR SHOULD MOBILISE HIS FORCES TOGETHER WITH SPLA INCLUDING HIM SELF FOR PROTECTING THE CIVILIANS.

    I am really sorry for what happpened in Pangak civilians, for those whom lost thier lives. May God Almighty bless them and rest their souls in Peace!

    Dr. Riek Machar have to understanding the roles of human right! He still using the same systems to kill civilians in Pangak as he did in Bor!

    Dr. Riek your days are numbered otherwise you have to tell your agencies to stop killing civilians.

    You have killed 100,000 of people in Bor during 1991 Naath Movement and turned it against your people.

    Put in your mind that your names and your roots will never be seen or heard in South Sudan. Please try to do best thing now rather then the old systerm.

    The Nuer man who refused to be target by Ngundeng’s salves pointed out that. Ngundeng had no father or mother but the Devil who came out in the River Nile in a form of fish, when the Nuer boys want for fishing. They fish for so many hours and they caught nothing, when the boys get tied and ready to go back home. One of them told other guys that there was a fish ate his hook lastly, the boy convinced other friends to tried one more time! Shortly after he putted on snail body on the hook, he had thrown it into Nile River. Immediately, Ngundeng was caught. The boy was attempting to pull the Fish Ngundeng out in the river but it was difficult for him to do so, then he called his associates to pull Ngundeng on the shore. They brought it out and they were smile some of them were told to go and collect firewood in order for the young men to roast their fish.

    Unfortunately! The Fish Ngundeng changed into big snake! And the boys ran away from it, the boys thought that they were dreaming and they came back for the second times. The Snake Ngundeng light it body and become bright as well as electricity light. They ran home and they spread the news to the community, when the Nuer elders came to the place where Ngundeng was pulled. It was still there as snake with it light. People gather together around it and started asking question how did this happen? The Snake Ngundeng changed into human being and told people not to run away. All of them were shocking and scary to death except Human Ngundeng who perform such witchcraft. things “Come down, come down now!” The Human Ngundeng said. Who are you? The Nuer elders asked him. I am Nyajok_ which mean woman devil! The Human Ngundeng answer! She knew her own physical appearance as she is a hermaphrodite. (A person with both the organs of a man and a woman) Wow! Brothers and sisters of Nuer I am sorry for your Profit. Nyajok Ngundeng was not a Prohet? It was your profit to cheat people for his power but It was not a Prophet? It was a Satan?

    It is painful to understand what happens in jonglei state.
    I appeal to GoSS to take immediately action in this issue it is a catastrophe what Athor is doing right now.
    Kuol Manyang should act aslo for his people because he bear the responsibility too in his state.

    Is the cost of keeping Giir & Kuol Manyang in power justified.May be GoSS should try another remedy if military solution seems to be failing,of course numbers dont matter,what matters is the morale of combatants.With commanding officers taking away money in boxes & wounded heroes together with all true SPLA rank & file being looked at as thieves.It is going to be extremely difficult to talk of military solution & when George is even more educated,more experience in guerrilla war than Gens who are now commanding the SPLA.Just remove Gier & Kuol & accept Athor’s ranks into the SPLA.

    If I say our brothers Dinka and Nuer are doing their best to make south Sudan looks as failed state, sound will hear like I am tribalism. Somebody have to tell the truth. What those people are killing their brothers for? Power? They never fit to be leaders in first place those are losers at end of times they will be kill or arrest for killing civilian, we should not let them go away with that crimes. Nothing is call reconciliation with criminals.

    It’s with great Sad news that George Athor a member of a strong and a famous SPLA top Cdr, a well known greedy man has appeared to joins the rest of greedy men born in South Sudan who had perished with their greediness.
    Now South Sudan is going to be an independent state, would remaining operating like? if there is now fear of humanity, Ather, you would have followed Kharbino Kuanyin Bol.
    Shame on South Sudan inclusive gvt who granted/offered opportunity to those of Riak Machar and Lam Akol who would been a taught good lesson to some Southerners who would likely attempt to make baseless/negative conflict, those Ather were the people bribed by Arab to killed their own brothers.
    wage your own war against your brothers SPLA and Jonglei civilians and you will stop alone without any body ask.

    Whose fualt is that resulted with the massive death in Pangak?

    Dear southerners let us not be behind the liar,for the fact that we get feeding that may led into the death of innocent civilians as happened in Pangak this week and Bentiu those weeks back.

    Salva Kiir and his injustice party (SPLM),must pay the cost of this becuase he was the very cuaseroot of these massive death.Am not happy with Kiir and his so-called SPLM cadres whom he was faboured during april election.

    In Fact Kiir was the cuaseroot of all these insecurity in:
    1-Pangak becuase George Athor Deng was a winner in Jongle,instead Kiir decleared Kuol Manyang as a winner.
    2- Bentiu Angelina Teng was overwhelming won the state governorship,instead he was decleared Taban Deng as a winner.
    3-Malakal Gatluak Deng was the winner instead,Kiir decleared Simon Kuon Puoch as a winner.
    4-Central Equatoria Lado Gora was the winner,instead Kiir decleared Clement Wani as awinner.
    ETC.

    Kiir must be accountable for these and those to come.
    For the solution,unless Kiir step down,worst than these will happen.Am not happy with Kiir at all.

    Initially i would like to register my condulences to our brothers in Jonglei state and more specifically to the fanjak community for the recent ordeal that took place.We are suppose to be celebrating for the great seccess which we have just achieved, after five decades of struggle and agony but unfortunately our brothers in jonglei state are still kept in the mood of war era, due to the fact that they are paying for the mistakes commited by our leaders in the government of south sudan.
    Dear brothers lets not alway hang our weaknesses and mistakes to the north while in most of the times we are the really culprates to our ordeals.The north is ever ready to find space to insert it’s head into southern political and security affairs, in case of any weakness in our side they are ready to invest in that for our destruction.But for how many times have we taken precautions to prevent any northern interference into our domestics issues? How do splm prioritise between party’s and national interest? are we really doing enough to reduce the influence of tribalism ,favouritism, clanism,corruption in our dailly life?
    In most of the times, we need to be honest and sincere to ourselves in regards to this turmoil which keep on repeating itself in jonglei state and many of us know the genesis of the whole story and how it began.non of us can claim that the April elections was fair and just, because the whole problem now in jonglei state is just the consequences of the cheated april elections, where cheating was conducted in open by the SPLA/M, and also it’s result was questionable in states such as jonglei, central equatoria, unity state, where the really people elected by the citizens were failed inorder to pave way for the SPLM’s loyalist.The SPLM thought that general George Athor could swallow this bitter political injustice like the rest of his friends(Alfred Lodu Gore and Angelina ) who also faced the same scenarior. Therefore the causer of the situation is the SPLM leadership who contributed the greatest postion of the troubles but this does not mean that am justifying the over-reaction of general Athor.If SPLM could not involved itseft in this dirty political game and tried to leave the whole things to the hands of citizens and election commission, there could be nothing of this kind.
    Hence let SPLM try to find ways of resolving this issue which they have inserted the innocent people into it.

    How come? For Profit Ngundeng to called herself Nyajok which mean Devil woman, while her mom is Nyayiel. He was the first African man and the first woman who had his or her ass had been hated by Arabs men.

    I heard that both Bong and Nyayieliel were not the original family but they parenting her. The Profit Ngundeng was the powerful woman in Nuer land at the times. “When she perform
    miracles, everybody scare to death” Said the Nuer man who hide to be mentioned.
