February 26, 2011 (TORIT) – The speaker of Eastern Equatoria state called on communities to offer land to the authorities to attract investors to the region. Ambrose Emmanuel Ocholimoi claimed that there are individuals who politicise the land issue placing the communities against the governments.
He says that the government cannot operate without land. Speaking to Sudan Tribune the state speaker pointed out the issue of the large numbers of returnees to South Sudan is an issue. Four million people were displaced, during Sudan’s north-south civil war, to elsewhere in Sudan, the north and other countries.
Ocholimoi added that the government of South Sudan is in dire need of land especially in major towns and state capitals. He said that investors need space to establish their businesses and execute their services for the benefit and development of the entire region.
South Sudan is due to become independent in July after the region an overwhelming vote in favour of secession in a referendum agreed as part of a 2005 peace deal.
Eastern Equatoria’s speaker said that if the citizens of South Sudan continue with such unwillingness to offer land it will bar away investors that will make development of the new country slower than what the people in South Sudan expect. South Sudan is one of the poorest regions of the world but has oil other minerals and fertile land.
Ocholimoi said the constitutional provision that the land ownership rests in the hands of the people is making it difficult for the government to access land. He called on the communities in South Sudan to cooperate and share with the government.
He added that the communities should willingly give some of their areas to the authorities for development.
Ocholimoi explained that the constitution does not specify how governments get the much needed land for development.The speaker urged the communities to cooperate with governments from Boma, up to state level to demarcate areas for development purposes.
He added that land issues are likely to discourage development in the new state of South Sudan if they are not addressed properly.

Dear Speaker,
You missed a point. It’s not the community refusing to give land but the government of south Sudan failing to lay out clear, non-partisan land use policies. This community you are talking about is where you will return after the end of your mandate. So, the community and government are one. Don’t confuse the situation by claiming to be looking for land when it is actually there.

I agree with the speaker from Eastern Equatoria that the government need land to encourage the development in the South Sudan.
There would be no development when there is no area to build the building.Yes, there are individual working hard to plant land issue as against the government and other communities but that kind thinking will not going to help those communities.They must know that the same government liberate the land from arabs.
The land issue specially from Central Equatorian has been well conceived across the South Sudan and that claim is not going to bother the government.

Weak governmen of Equatoria Region! Communities first followed by investors. We have thousands of returnees still living under trees in Equatoria. Equatoria Region will never be successful without other regions interference. Settle your issues alone.

To all those comment on this information. I mean dear comorades, the case of the land rufusal is not the truth about the Goss development in E.E. it is that those who wanted to build there are not those are not from E.E themselves. this is just an excus to smare the article with nonsense.
First you guys are claiming that the EE Government is weak. this is not true. The trueth is has the government given the E.E Govt. Money to develope the land? if its so, those who have the lands and have been living there for years should be asked to sell that alocated land to Govt. Also those who are to work there should be the people of that start so the Job creation serves the EE. What the Got. Should do is to give equal share to each Government so that they can spend on developing their state for their people.
But the Case of other people leaving their homeland to settle in other people land in the name of Govt is Ililgal and you guys should look into the Deeper meaning of everystep taken by this Govrnment!! This Nipotic Organization thats just rulled by one tribe!!!
I have my Fathers land and I would love to sell it to the Govt,or rent the land to them as long as the Government doesnt settle the relatives in my Grandfather’s grave.
Some of you are also bragging about ” being the people who died in this war”, or “WE” have fought more than other tribes in Sudan. Bolony!! Only when those opressions stop is when the development starts. We the EE will rather live undeveloped rather than being occupied!!
MOVE TO YOUR OWN LAND/STATE AND BUILD YOUR HOUSE THERE NOT IN EE BLOCK! UNLESS YOU ARE RENTING, LIVE IN BARACKS, OR DOING ABUSINESS IN THE AREA, THEN YOU CAN LIVE IN EE.
