Upper Nile governor warns political parties not to interfere with security of the state
February 28, 2011 (JUBA) — The governor of the Upper Nile state, Simon Kun Pouch has warned other political parties in his state against entering into security affairs, as it could inflame violence amongst communities.
The Governor addressed government officials from his state working in Juba on 26 February at Juba Bridge Hotel. He said the state government of Upper Nile would “not tolerate” the involvement of other parties in security affairs and that any political parties attempting to do so would be treated with an “iron hand” because their actions can “incite instability”.
Pouch arrived Juba, the capital of South Sudan, on 22 February he briefed the President of the Government of Southern Sudan (GoSS), Salva Kiir Mayardit, on the current security situation in his state.
This month, there have been violent clashes in Malakal, Upper Nile state between members of the Joint Integrated Units (JIU).
The security situation has improved because the SAF has withdrawn to the north but the process of dividing the JIU is proving difficult. JIU are made up of SAF and SPLA troops, in accordance with a mandate of the Comprehensive Peace Agreement (CPA).
Pouch, who is also a General in the SPLA, added that those who are against GoSS will have no future – that they have to cease the killing of innocent civilians immediately as these are times critical for peace in South Sudan.
“They wanted to destroy the Comprehensive Peace Agreement [CPA] that ended the 21 years of civil war, but they will fail because the current government, under the leadership of president Kiir, has a long arm to apprehend wrong doers with”, he told gathering.
The Governor claimed that Upper Nile had been in the hands of Khartoum’s National Congress Party, but that at the moment the whole state is in the hands of the SPLM.
Pouch also warned that, “development can not avail when there is insecurity on the ground; services cannot be delivered effectively to the community”. He recalled that, before signing the CPA in 2005, there were few proper roads connecting the states or counties within his state no communication network, no clean water for citizens. After the signing, he said there had been a great deal of development that when security is a top priority, the rate of development will increase. He promised that by the end of the year roads linking the states and counties will be complete.
In a forum in October 2010, Pouch raised his concerns about insecurity in Upper Nile, blaming the JIU of drinking alcohol rather than protecting the citizens of the state.
In his address on 26 February the Governor described plans to train teachers, improve Malakal Civil hospital, lay water pipes throughout the town, and to build a two-storey hospital for children and more schools

Upper Nile governor warns political parties not to interfere with security of the state
Traitors who want Riek Machar to be leader of South Sudan after Salva Kiir
Dinka and Nuer have different criteria against which a leader should be selected. These two communities will hardly agree on Riek Machar to lead them. The following are the qualities of a Dinka good leader: God fearing, persuasive, wise, knowledgeable, peace loving, good listener, hardworking, commitment to cause of people’s interests, brave and war strategist but always use violent as a last resort for problem settlement between his people and other communities or nations, and hardly use violent against his people to settle dispute. On the other hand, a Nuer good leader characteristics include: physically strong and violent, his success and respect level is determined by the number of disasters he had created regardless of their outcomes and long term impact on his people and other communities, use violent as an instant respond without first prioritizing dialogue and other methods of problems solving among his subjects and other communities and nations, short sighted, reactive and lack qualities that unite people. Examples of those Nuer leaders that meet Nuer qualities of a good leader include: Paulino Matip Nhial, Gabriel Gatwech Chan (Tanginye), Riek Machar Teny, Peter Gatdet Yaka, Peter Bol Kong, Gatwech Dual, and Gatluak Gai among others.
Dinka will not agree to be ruled by Riek Machar as their president because he does not meet Dinka qualities of a good leader.
First Dr. Riek Machar had not done anything extraordinary during CPA interim period which makes his new leadership style distinguishable from his 1991 – 2002 leadership style which was based on Nuer principles of good leadership mentioned above. If Riek Machar had seen anything bad in this government that he would like to correct as president of South Sudan, he would have resigned and waited for next election to contest and convince South Sudanese to forgive him his liberation period mistakes and accept him to lead them as a redeemed person who had a clear vision to achieve during his presidency. If anything bad is said about Salva Kiir’s government, I don’t think vice president can be exempted from the government mistakes. I believe Dr. Riek Machar had never changed since his 1991 disastrous opportunistic attempt to hijack a successful movement for his selfish glory. He is just waiting for another opportunity to try to hijack South Sudan from true liberators as he attempted in 1991 but he will still fail with his evil and short sighted plans as he had done in the past. Drs. Riek Machar and Lam Akol, and their associates are people who cannot be trusted by any South Sudanese except traitors. If you need non Dinka leaders, you should talk about Pagan Amum, Wani Iga, and Hoth Mai who meet some of the criteria of being trusted and good leaders. For your information, “The ultimate measure of a man is not where he stands in moments of comfort, but where he stands at times of challenge and controversy – Martin Luther King, Jr.” and “He who has never learned to obey cannot be a good commander – Aristotle.”
Riek Machar joined SPLA/M when it had been established and viable. He came in and destroyed it in 1991 on the advice of a British prostitute he called a wife. Dr. John Garang and his loyal commanders including current president Salva Kiir managed to rebuild SPLA/M to a great strength. Drs Riek Machar and Lam Akol rejoined in 2002 when CPA negotiation contact was established to secure their positions in Southern Leadership after signing of CPA since they were already marginalized in the north by NCP/NIF regime.
Riek Machar failed to control his SPLA/M Nasir faction which led to massacre of Bor civilians and disintegration of his militias into loose smaller rival groups which carried out series of atrocities in Nuer, Bor, and Padang land from 1991 to 2005. Dr. Riek Machar in 1991 killed all Dinka officers and soldiers in his Upper Nile division. What had changed from this tribal maniac from 1991 till now? Nothing! Riek Machar rebelled in August 1991 and surrendered to Khartoum ruthless jihadist regime in December 1991 without staging any resistant, merely four months after establishing his own rebellion and causing havocs in Upper Nile in the name of fighting for democracy within SPLA/M and self determination from the same enemy he had handed his land to. Pathetic! What a great shame indeed? Where are the qualities of leadership in him that will persuade South Sudanese to vote for him? Nothing!
Recently, Dr. Riek Machar allowed his wife to contest as an independent candidate in Unity State which led to a rebellion after she failed elections. If he cannot control his family members from working against the party in which he is a vice chairman and vice president of GOSS formed by SPLM, how can he managed to rule others when he had failed to rule his own house? Impossible! Many positions in Unity State, GONU and GOSS allocated to Nuer community are occupied by his relatives or close friends. What is a definition of corruption if this practice does not qualify to be called corruption?
Quack Dr. Riek Machar had never apologized for the atrocities committed against Bor, Padang and Nuer people during his 1991 fatal split of SPLA/M. People who were affected by his horrendous intended atrocities still hold him as an enemy. Without reconciliation, how will he rule them as their president? Impossible!
Ooh! I am forgetting that he sold South Sudan oil fields with everything in those areas including people to the Arabs’ ruthless jihadist regime to kill, maim and displace people there and extract oil to buy latest fighter jets and helicopters, tanks and other military armored vehicles, tactical surface to surface missiles and all other kinds of sophisticated weapons so that SPLA/M is quickly crashed in order for the aspirations of South Sudanese for justice, equitable development, equal political participation and self determination are dashed, just in exchange for an opportunity to be Al Bashir’s English Interpreter (politely known as ‘Assistant to the President of the Republic in charge of interpreting English communication/speeches’). Of course, God was on South Sudanese side and he failed with his evil plans to destroy people’s aspiration just for an interpreter position.
What a great shame this brainless traitor had brought to the African race in Sudan!
I believe his current position is enough for him to amass wealth as he is currently doing. People are still bitter about his 1991 fatal split of SPLA/M and subsequent betrayal of South Sudan people by selling their land, oil, and children for an interpreter position and creation of numerous dangerous militias that had turned greater Upper Nile into a human slaughtering zone till date.
Nuer should be ashamed of associating with and supporting him and his horrendous deeds and evil intentions.
To remind you, liberators are just watching and failure to drop his power greed and evil plans after July 9 will invite trouble to himself and his supporters.
Watch out not to be caught on the wrong side of history this time around.
Thank you for digesting these facts and stopping your blind support of these brainless and short sighted quack Drs. Riek Machar and Lam Akol which had shamed African race in the Sudan during liberation struggle and continue to do so till date.

Upper Nile governor warns political parties not to interfere with security of the state
thats a good move Mr Pouch. Nuer are known for their superior intellect and their greater democratic values, thats why your Gajaak Nuer had hosted large volume of sudanese fighters since Anyanya till the SPLA, though the later’s Devil leader stabbed our south sudanese movement at that time by killing Gai Tut. Thats what we need from you now. Don’t be like those foolish dinka leaders who have nothing to offer but looting of public funds.
DO YOU THINK GOGRIAL PRESIDENT AKA SALIVA KIIR SHOULD FOLLOW ALBASHIR’S SUIT AND ANNOUNCE THAT HE WILL NOT SEEK RE-ELECTION?
Yes – Not only will he resign,he will be hanged and burned down with his ashes distributed to every Dinka’s home and eat it as Mulaah since they eat everything coming across their mouth.
Foolish majority AKA food warriors. Who only talk too much when there is food at their disposal. You rarely see them in frontlines.
LIFE WITHOUT FOOD/DINKA WILL SUFFER (LWF/DWS)
you will only be known in south sudan as fact twisters, cowards, liars to get a share of food.

Upper Nile governor warns political parties not to interfere with security of the state
Hey
This is Tambura, for those whom copy and past, Our new country of South Sudan is not going to be about Nuer or Dinka it is going to be about us southerns Sudanese. We should stop preaching tribalism. All of us fought the same war it will be bad Ideas to keep remaining people what Dinka or Nuer did in the past, the past will never come back not even Garag when he died that was end of him. Matter of fact the war started in 1956 by Equestrian in Turit they shouldn’t hang on telling people they start the war of libration either. SPLA started rebellion in 1983 for last 21 years spend most of times killing each other. CPA didn’t come when we were in wining side all Dinka and Nuer cities were accepted by Jallaba all this years SPLA never librate any city we used to fight in boarder of other countries unite we set down around table with jellaba for peaceful negotiation all of us were there it was not just Dinka and Nuer around the table all of us were there until we reached agreement of CPA. CPA gave us six years to work with Jallabs after that six years we have to go for referendum to vote for Unite or secession, here Dinka and Nuer or SPLA SPLM were not in picture it was about us southerns to decide for ourself what is best and we chose separation. You fool can not come here with names list talking about which person Nuer and Dinka will want to lead us. That is dictatorship which is in blood of every SPLA general. I can’t see name of woman in your list either, Talking about your great corrupted officials whom are good at looting our funs what they did for last six years with 8 billions US?
The same officials raged election put corrupted governors in offices and created insecurity in south Sudan, if it was not their lack of leadership and judgement Gorge Athor and others would rebel? They are bunch of failure they should step down enjoy food if that what they love. I will try my best to unite you but if you remain as hatred tribalism believe or not all us will do just like you Dinka and Nuer I will be the first to fight for my people Kingdom because it was the same reason we fought arabs for and we are going to kill each other for the same reason, arabs used to call us Abeed after all that your are going to tell me you born to rule? because I am not Dinka or Nuer I should be your Abeed? it will not happen believe me take that stupid ideas out form your freaking mind lat us be brothers and build our country this land can take all of us 50 years was damn long time we should learn it , war is not a good thing. We are going have democrat, people have to chose what leader they want to lead them, there for I will stand in next election up to you to decide, if you chose me I will make you proud of your country.

Upper Nile governor warns political parties not to interfere with security of the state
Dear Editor,
I am a regular reader of Sudantribune but I am getting the feeling that most of the participants use derogatory and inflammatorylanguage which is not healthy for our society. We all may have grievances but these are best sorted out through the appropriate channels. I would rather we use the forum to discuss very important issues concerning the soon to be born South Sudan than have all these debates!! Secondly, some of the articles are posted more than once and loose meaning, and let alone the problem of maintaining regular updates for readers.

Upper Nile governor warns political parties not to interfere with security of the state
talking without action is nonsense, Mr Kun is weaker ever governor in upper Nile. Where was him when hunger and flooding devastation attacked Mabaan county last July and put many people to death because of the poor road condition? To me seems like he want to show up only to Mr president with no idea. Insecurity in upper Nile state who caused it/ is his people Nuer, why not he should address them instead of blaming other political parties? I will never believe any governor in Upper Nile state because most of the governors in upper Nile they come from one tribe and is become boring ideology.
