Jonglei: At least 14 killed and 37 injured in land dispute in Twic East County

March 4, 2011 (BOR) – Between 14 and 22 people have been killed and over 30 injured in clashes in Jonglei state on March 3, between Ayual and Dacuek communities over land disputes. The incident occurred in the Wuanglei area of Nyuak Payam [district] of Twic East County

Jonglei governor Kuol Manyang told reporters Friday in his office in Bor, the capital of the state, that he had received reports that the death toll was 14 people, including an SPLA soldier, and 37 injured.

Kuol said that the fighting was caused by an ongoing dispute over land between what he called a “long time dispute” between Ayual and Dacuek communities at Wuanglei. An investigation into the cause of the fighting has been launched.

However according to reports Sudan Tribune has received from eye witnesses in the area the number of people is 22 killed and with 38 people injured.

The fighting broke out yesterday at 10am local time and concluded at around 2pm. Eye witnesses told Sudan Tribune from Panyagoor, the capital of Twic East County that the two sides used AK47’s and other machine guns including F9 grenades among others arms.

A fact finding committee is expected to travel to Wuanglei to investigate how many people were killed and whether F9 grenades and other weapons were used in the fighting.

According to the eye witnesses 10 people were killed from the Ayual community and 10 from the Dacuek community. The other two casualties were an SPLA soldier who attempted to intervene to rescue the situation and another man who was killed in the cross fire.

Of the injured, sources from the area said 22 were from Ayual and 15 from Dacuek. One SPLA soldier was also injured in the cross fire.

Youth leaders on both sides and MPs in Bor said they were not able to confirm the figures given by the governor or Sudan Tribune’s sources claiming not to have received detailed reports from the area.

Governor Kuol has appealed to people of Wuanglei, inside Sudan and in the Diaspora not to escalate the conflict, adding that the government is capable of handling the situation. He vowed to deploy more police and SPLA soldiers to Wuanglei to prevent further fighting and to bring people who caused the conflict to justice.

Kuol also said his request the United Nation Mission in Sudan (UNMIS) office for flights to bring injured people to hospital had been accepted adding that evacuation of wounded people was due to take on Friday, March 4.

In a series of meetings held by youth leaders and MPs, it was suggested that wounded should be treated in separate hospitals. Debate over this caused the UNMIS flights to be delayed.

Seven people with serious injuries from Dacuek were brought to Bor civil hospital on Thursday night but one passed away immediately on arrival.

“With UNMIS secured flight, plans are under way to take the wounded people of Ayual to either Juba, or another clinic in Bor for treatment to avoid further clashes in Bor”, adviser to the the governor, Deng Alier said.

Later on Friday, an eye witness said that SPLA soldiers had destroyed residential houses in Wuanglei by burning them in retaliation for the soldier who was killed in the cross fire.

The situation in the area remains tense according to local people.

    Where were you Kuol Manyang when Nuers were slaughtered recently in Fangak by Athor forces and now when it donkeys or dinkas you are opening your mouth, shame on you indeed.Your days are numbered just as Ngundeng had predicted about the doom days for Bors and murle.

    My thought and my prayer goes to the family and relatives of deceased one ones.

    Folks, you all knew that a father ordered his sons and his cousins to torture his daughters to death for refusing to be marriage by man who has many cows, just last two days ago.

    Now over 22 people dead and more than 38 people were injured between Ayual and Dacuek. What a mess in Dinka Bor community. This land dispute would have been solved peacefull if the Jonglei government take the action before incident. Half of the land should be given to Ayual and Half of the land should be given to Dacuek to end the conflict.

    Now the Dinka Bor alway claimed that they have been disarmed. Where did they get AK47 and F 9 Gerenads that were heavely used in the fighting? Dinka bor, because you never tell truth in your lives time, that is why God is cursing you day and night.

    This issue is very likelihood when governor have try to hide the Fugger of people who were deadly reported as 20 + 2 SPLA since yesterday. Kuol have already fad up on his last month report in which he mention that people don’t lack me, so you want ground to open and swallow me please, wait for next election and elect your right leader; so let me finished my term ”said” Kuol Manyang.
    One evident is he knew long time conflict between these community and he never intervene this issue until the dead occurred.
    Another weakness of his leadership he didn’t realise that no disarmament of guns from the hands of civilians is a killing.
    I am not from Junglei but the reality should be told when such a things happened.

    MAR. 4/2011, SSN; The entire Southern Sudanese Communities in Ethiopia are calling for Mr. Arop Deng Kuol’s dismissal as GOSS Head of Mission in Addis Ababa over misuse of Diaspora money which was given by the South Sudan Referendum Taskforce

    We the Southern Sudanese Communities in Ethiopia, Addis Ababa Pinydu Refugee camp and Sharakolo camp appeal to the President of GOSS to recall back Major Arop Deng Kuol as GOSS Head of Mission to Ethiopia. We don’t think that Major Arop Deng Kuol activities in Ethiopia are not servicing the national interest of South Sudan base on the following:

    1. Mr. Arop Deng Kuol wrote a letter to the communities that they are not allowed to visit the GOSS Liaison office. Yes, we accept that and we instructed our members not to visit GOSS Liaison office in Addis Ababa, until Mr. Arop leave Ethiopia or GOSS office.

    2. The Referendum Task Force had given us 200,000 USD for referendum preparation and mobilization, instead Mr. Arop Deng Kuol took the money as a personal gift from his brother Deng Alor kuol, Minister of Regional Cooperation and also divided the money to these following institutions, which did not even ask for the money;

    ? Ethiopian Foreign Ministry, 20,000 USD for diplomatic recognition

    ? Embassy of Sudan in Ethiopia, 10,000 USD

    ? Economic Commission for Africa /ECA/ 10,000 USD

    ? GOSS Liaison office staffs 20,000 USD as referendum gifts

    ? SPLA special branch 5,000 USD

    ? Arop Deng Kuol a Head of Mission, 30,000 USD

    ? All Southern Sudanese communities who have voted 100% received none

    We, the Southern Sudanese Communities in Ethiopia have worked so hard to mobilize our communities throughout the Ethiopia and communities unanimously voted 100%. But our contribution has been denied by Mr. Arop Deng Kuol who was supposed to support referendum activities for the fact that the people he represents the GOSS in Ethiopia.

    For the last 6 years, Mr. Arop Deng Kuol has succeeded to convince the GOSS and the Office of the of the President of GOSS that these communities are Nuer Ethiopian and denying the existence of Southern Sudanese. However, the referendum has shown that these people are Sudanese and have voted 100% for separation and it is a shame for Mr. Arop and his tribesmen in the Ministry of Regional Cooperation.

    We have been patient enough to let Mr. Arop play this game for a long time. It is time for our community to act on this matter as soon as possible, if the GOSS doesn’t take any actions.

    Mr. Arop Deng Kuol as GOSS Head of Mission did not help our communities during the referendum registration and voting period. When we asked the Liaison Office to assist the communities, the answer we got from him is that, write a letter to Dr. Riek Machar in Juba to send your money.

    Mr. Arop Deng’s activities as a GOSS diplomatic representative are doing a lot of damage for our bilateral relations with Ethiopia. His activities has been known by many Ethiopian officials in the ministry of Foreign Affairs as a trader in Ethiopia and his relationships with the communities he is supposed to represent is not good as a diplomat.

    We call up on the Ethiopian Ministry of Foreign Affairs to request the GOSS to recall back Mr. Arop as soon as possible because his activities are damaging our present and future bilateral relations. Therefore, your immediate action will be highly appreciated by our communities.

    We are also appealing to the leadership of 2011Referundum Task Force to send delegations to Addis Ababa as soon as possible to resolve the issue of money with the GOSS Liaison office.

    Finally we call upon on H. E the President of GoSS Salva Kiir Mayardit to show a statesmanship to our people and to the world that he is able to lead the New Republic. These corrupt individuals like Mr. Arop Deng Kuol are not serving your government’s interest and this will create more enemies to your leadership.

    For your information,

    Ayual and Dacuek sub-clans are the two communities making up the Bor North (Twic East) county of late John Garang de Mabior.

    Ayual sub-clan is where Majak Agot comes from (the head of national security in South Sudan).

    Dacuek -subclan is where Dr. Lual Achuek comes from (the current minister of Petroleum in Khartoum).

    WHY ARE YOU SHY TO MENTION THAT AYUAL AND DACUEK COMMUNITIES ARE SMALL SUB-CLANS OF BOR NORTH county, now replaced asTWIC EAST county IN JONGLEI STATE???

    People will not understand where do these two fighting sub-clans come from. You need to educate people that they are a Dinka Bor community.

    Don’t be shy.

    What the government should immediately do is disarm them since they have proved to be liars that they were disarmed. Now the government has got a proof that they are still heavily armed and should be disarmed.

    A serious investigation should also take place and weed out some internal militias in the community.

    This is the second time they fought over food projects. Last year the two sub-clans also fought over unity of Sudan project promised to them by Dr. Lual Achuek. They fought over ownership of the project and a number of people were killed.

    Now with this renewed fighting, the real number is not 22, which the reporter divided evenly like food ration in Kakuma camp as 10 versus 10 people killed on both sides and the remaining two goes to SPLA soldiers.

    That is a lie. The latest report from communications in Jonglei is far higher than 22 killed and 37 wounded. It is a disaster. Bor community and their son who is governor in Jonglei have proved to be a failure when it comes to the state security and development.

    The officials in Bor have a big hand in the fighting.

    Some do not want the wounded from the other sub-clan to be treated in Bor hospital and choose to leave them dying in small business clinics which they own.

    What a shame on late John Garang’s greedy community.

    This is the work of those disgruntled, disparate politicians who want to capitalize on civil unrest in South Sudan to get attention from the government. Those communities have been living there for centuries and they did not fight over land dispute, why today? A dispute over a small piece of land is something thatthe elders of the community can handle without bloodshed. After all the land dose not belong to little groups of families living on it , but it belongs to the whole country. People should know this.

    What happen there in Jonglei State is really tragedy in need Southern Sudan government intervention so that the situation will not remain tense, and local people should enjoy their peace.

    Really! Is wanguale a salty or golden place that everyday many people always keep dieing? Sincerely, the elders of those communities need to solve their disputes peacefully otherwise their partners may begin blame your government.
