Sudanese government endorses two more states in Darfur

March 7, 2011 (KHARTOUM) — Sudanese government endorsed today the creation of two new administrative entities in the restive region of Darfur increasing the number of states to five.

The decision comes days, after the announcement of a referendum on the administrative status of the region made by the presidential adviser in charge of Darfur file, Gahzi Salah Al-Deen.

The High-Level Committee for Darfur follow-up in a meeting chaired by the President Omer Al-Bashir adopted a recommendation to establish two more states in Darfur.

The proposal was submitted by a commission formed by the Sudanese president after a recommendation to consider the issue by the Sudan’s people Initiative Conference held in October 2008 to discuss ways to end Darfur conflict in Kenana, White Nile state.

At the conference, two propositions were formulated by some participants to establish Bahr Al-Arab state in south east Darfur with Al-Deiyan as capital. The second state is Jebel Marra in central Darfur and Zalingei designated as capital.

The idea of two new states raised controversy over the timing of the creation of the two states as the conflict is not yet settled. Also criticism went to the high cost of two new regional administrations besides what is termed “ethnic criteria” as Bahr El Arab will encompass areas inhabited by Arab tribes in southern Darfur and Jebel Marra will be mainly established in the mountainous areas peopled by the Fur tribe.

Following the meeting, Ghazi said that the proposal was adopted because it represents “the will of the people of Darfur”.

He further said the meeting discussed the organization of a referendum on Darfur status as it is part of Abuja peace agreement signed with the Sudan Liberation Movement led by Minni Minnawi.

“There is a legal obligation to hold the referendum in April, as stipulated in the agreement” He said. In accordance to the 2006 peace agreement a referendum on Darfur status is to be held one year after the general election.

He further underscored that the government has to implement Abuja agreement unless it is amended or abrogated by another deal.

He said that they consider there is no conflict between the referendum on the status of the region and the two new states as both have different tracks.

Last week the presidential adviser was in Doha where he sought to convince the mediation to settle the talks before the 15 of March.

Darfur rebels accused the Sudanese official of trying to undermine the Doha peace process, but the government’s top negotiator Amin Hassan Omer reassured the mediation that his they are committed to discuss the administrative status with the rebel groups.

    Darfurian people.

    Please change the word Bahr al Arab State, because the area and the people of Darfur are not Arab tribe. Darfurian people must be careful even small thing don’t let them showing they are dominating you. I don’t think anyone would like Arab name any more after when we lost 2.5 million lives and many lives are following dying every day, because of Arab cause in the Sudan.

    By adding two more states to Darfur region is representation of divide, rule, and conquer of greedy politics of NCP.

    The Khartoum’s regime is using every tactics they can find to divide,rule, and conguer this indigenous people of Fur from their God’s given rights. Historically, Arabs do(did)not have any geographic or ethnic existence in this region.

    However, this move will proof the allegation of genocide that was committed against Darfur people by Al bashir. He wiped them (Darfurians) out from their land, and now he wants to give the land to Arabs(nomads) by creating two more states.

    It was reported that the newly created states (lands)has a respective good amount of oil deposits beneath them.And that explains the reasons why the regime made the decision to divide the region.

    Also, this is a strategic move by the NCP to deny people of Darfur self determination should they ask for it on the future.

    Creating a new state named Bhar el Arab is extremely not acceptable.What Khartoum calls Bhar el Arab is Kiir kau which a Dinka Malual Land.If Khartoum wants to solve the problem of Dar fur by bringing ethnic groups together,they should creat a new state which comprises Arab Baggara of Dar fur land & that of Kordufan specifically Messyeria.

    Dear readers,

    The idea of granting Darfur two more districts can be interpreted by those with small memory as a political tactic by the NCP to divide the Darfur people. Well, the Darfur people are not united and their disunity is portrayed by their established good for nothing rebel movements. The cause of war always relate to people’s grievances and I think adoption of the two states of Bare el Arab(political manipulated name) and Jebel Mara is a step to solve Darfur conflict and answer the demands of the people there.

    Back to South Sudan, Jonglei state is very huge in fact three times the size of warrap state, so it will be a test of new republic of ROSS if its legislators table the motion in the parliament on possibilities of establishing a new state out from Jonglei.

    Since Jonglei state has thirteen counties, their should be creation of more seven counties to put the number to twenty so that the new state shall go with ten with mother jonglei remaining with ten. The proclamation of new counties and a state in Jonglei shall also provides security the rich diversity of the two to be states.

    Here is the modality composition of the two to be states in Jonglei state; Bor county shall be divided into two as Athoch and Gok counties. Twic East with Maar together with payam of wanglei group together as county(name to be greed upon). Kongor payam shall form a Alith county with Wernyol payam payam. Akobo, Uror, Yirol, waat and Ayod shall also have new counties emerging from them. Pibor is also very large county suitable of producing another county.Duk and Fangak plus boma are satisfied with their current state of being.

    The new state out of Jongelei shalll then be proclaimed basing on geographical privilege. The creation of new state in Jongeli will not only end marginalization of some counties but will also serves as the realization of SPLM project of “Taking towns to people”. It shall particularly amount to creations of jobs as services shall be closer to the people.This shall minimize cattle rustling as youth shall get engaged in construction as a result of their acquired jobs.

    I know, Some morons outside there will blindly jump on this website and brand my comment something else, well, my comment is for interest of peace and development in our new country, it has nothing to do with what you are thinking!!

    The hidden agenda of changing Darfur to Dararab before has emerged now. this is future tactic of annexing Fur land to the so called arab north in the coming future. mixing arab tribes with other so that they cliam that the land is belonging to arab like what they are trying in Abyei.

    There will be a time that those arab in Africa will be chase back to arabian peninsula by Pure African.
